About this file

This document is a Task Assignment Change Order (TACO) No. 1 issued by the State of Florida Department of Environmental Protection (FDEP) to APTIM Environmental & Infrastructure, LLC (APTIM). The change order amends Task Assignment BIL01D under Contract HW689 for Supplemental Site Assessment activities at the Former Lamb's Recycling Facility located at 1067 Highway 79 North, Esto, Holmes County, Florida (Site ID ERIC_7390). The work is funded through federal grants from the State & Tribal Response Program Bipartisan Infrastructure Law (BIL) funding cooperative agreement administered by FDEP on behalf of the U.S. Environmental Protection Agency (EPA). Justin Cross serves as FDEP's Project Manager, and Eric Kramer represents APTIM as the contractor's project manager.

The TACO reduces the total task assignment value from $13,022.61 to $12,691.61, a reduction of $331, due to unfavorable site conditions that prevented groundwater sample retrieval. Specifically, Subtask 3 (Soil and Groundwater Sampling) requires cost adjustments for analytical services and Incinerator Waste Disposal (IDW) transport and disposal costs since the monitoring well failed to recover after purging and prior to sampling. The fixed unit rate cost is now $12,691.61 (extended price), with no changes to the completion date of October 31, 2025. Deliverables include a Field Work Plan with updated Health and Safety Plan (due 07/11/2025), field notes and sampling documentation (due 08/29/2025), and a Supplemental Site Assessment Report (due 09/26/2025). Invoice payments are structured in three milestones: $1,477.98 for Field Work Plan approval, $6,582.31 for field activities, and $4,631.32 for project management and reporting.

DATE: October 22, 2025

SUBJECT: Negotiation Summary – BIL22, Task Assignment Change Order (TACO)

BIL01D CO1

Former Lamb’s Recycling, Esto, FL - Site ID # ERIC_7390 Targeted Brownfield Site Assessment Activities

This TACO is for conducting Targeted Brownfield Site Assessment activities at the Former Lamb’s Recycling site, located at 1067 Highway 79 North, Esto, Holmes County. Costs are being reduced/removed due to unfavorable site conditions that lead to the inability to retrieve groundwater samples. This also results in a reduced IDW cost. The services under this task are being conducted using federal funds from the State & Tribal Response Program Bipartisan Infrastructure Law (BIL) funding cooperative agreement that is administered by the Department on behalf of the U.S. Environmental Protection Agency (EPA).

Subtask 1: Project Management There are no changes to this subtask.

Subtask 2: SSA Field Work Plan There are no changes to this subtask.

Subtask 3: Soil and Groundwater Sampling The monitoring well to be sampled under this subtask failed to recover after purging and prior to sampling. Due to this, sample and IDW costs are being reduced/removed. This results in a reduction of $331 to the total of the TA. The adjusted cost of this subtask is $6,582.31.

Subtask 4: Supplemental Site Assessment Report There are no changes to this subtask.

Summary The Department’s SRP/BIL Contract Manager and APTIM’s Contract Manager have both agreed to the changes in scope and cost. There are no changes to the schedule. The final cost associated with this TACO is $12,691.61. Documentation of these costs is included in the Cost Proposal/Level of Effort (CP/LOE) Form and CP/LOE narrative provided by APTIM on October 22, 2025, and the TACO Form for BIL01D CO1 prepared by the Department.
