Calhoun County SSA Activities February 9, 2023 www.FloridaDEP.gov
Ten soil samples that had lead concentrations reported in the SAR above leachability standards were detected in ten soil samples (SB-1, SB-1E, SB-1N, SB-1W, SB-3, SB-4, SB-4W, SB-5, SB-8, SB-11) in the 0 ft to 0.5 ft bg sample interval above 100 mg/kg indicating a potential for leaching and RCRA Management/Characterization. Additional soil samples will be collected at those boring locations from the same depth interval of (0 to 0.5 ft bls) for leachability testing using EPA Method 1312 SPLP extraction and analysis of the leachate by EPA Method 6010 for the presence of lead. Total lead samples will also be collected for confirmation of the lead concentrations by EPA Method 6010 at each boring location. The results will be reviewed in accordance with the FDEP Guidance for Determining Leachability by Analysis of SPLP Results document and should provide a statistically significant data group.
Soil samples will be collected in locations that had chromium concentrations exceeding leachability standards in the previous SAR (SB-2 and SB-10) for leaching using SPLP extraction by EPA Method 1312. The extracted leachate will be analyzed for chromium by EPA Method 6010. The samples will be collected at the previously sampled depths of 0 to 0.5 ft bls and 0.5 to 2 ft bls. Total chromium samples will also be collected for confirmation of the concentrations by EPA Method 6010 at each of the boring locations.
During the collection of the shallow soil samples at the location of SB-8, additional material will be collected for TCLP extraction by EPA Method 1311 and leachate analysis by EPA Method 7196 (colorimetric) to test for the chromium speciation and identify the contaminant valence Cr 6+, if present. These speciation samples will be collected the location of SB-8 from a depth of 0 to 0.5 ft bls and 0.5 to 2 ft bls.
Prior to leaving the site, the existing seven (7) monitoring wells will be located and depth to groundwater measurements will be taken to evaluate the current groundwater elevations and seasonal groundwater fluctuations at the site. The agreed upon cost for this subtask is $47,639.23.
Subtask 4: SSA Reporting A Supplemental Site Assessment Report (SSAR) will be prepared detailing the field and laboratory results. The SSAR will summarize the current environmental conditions and any detected contamination in soil. The report will include site background information, findings of previous investigations, and identify the number of environmental samples and locations that were evaluated to characterize the nature of the contamination, describe the sampling methodologies, present the results and findings of the investigation, and recommendations for future site activiites. The agreed upon cost for this subtask is $5,823.64
Summary DEP’s BIL Project Manager and Aptim’s Project Manager have both agreed to the scope of work and associated costs. The final cost associated with this TA is $59,743.60. Documentation of these costs is included in the Level of Effort/Cost Proposal (LOE-CP) Form and LOE-CP letter provided by Aptim on February 1, 2023 and February 9, 2023, as well as the Task Assignment Form for BIL-01A prepared by DEP. The final deliverable must be received by FDEP no later than June 30, 2023.

Proposed Scope of Work (Version 2) Former Lamb’s Recycling Facility ERIC_7390 Supplemental Soil Sampling Task Assignment BIL01A APTIM Environmental & Infrastructure, LLC (APTIM) 2/9/23
The following is a proposed scope of work for the former Lamb’s Recycling Facility, located in Esto, Florida to perform supplemental soil sampling to fill in data gaps remaining after completion of a Site Assessment completed on behalf of the FDEP. The proposed scope of work is based on the information provided in the Site Assessment Report completed by others, with additional comment from the FDEP. The scope of work includes the collection of soil samples in a grid pattern at three depth intervals for most of the samples (RCRA 8 metals); however, locations near former boring locations are also proposed for the collection of total confirmation samples and SPLP extraction and leachability analysis (lead and chromium).
Subtask - 1: Project Management This task includes project management activities associated with the completion of Tasks 2 through 5, as calculated in accordance with Contract HW689.
Subtask 2 SSA Work Plan/WAPP, and Health and Safety Plan
As requested by the FDEP, Subtask 2 includes preparing a Supplemental Site Assessment Work Plan and Quality Assurance Project Plan (SSAWP/QAPP), and Health and Safety Plan (HASP).
In addition to the scoping details, the report will include EPA review (Nichole Rodgers) and approval prior to commencement of the work, as necessary.
Subtask - 3: Soil Sampling Arsenic exceedances were detected in soil borings SB-7 through SB-11, which are located in the eastern portion of the site that is more heavily vegetated. Therefore, APTIM recommended soil sampling in a 50 feet grid pattern between the Areas of Concern to define the limits of the impacts, and some locations were eliminated by the FDEP. Soil sampling shall be performed at three (3) sample depths of 0.0 to 0.5 ft. below the land surface (bls), 0.5 to 2.0 ft bls, and 2 to 4 ft bls, or above the clay stratum if encountered. Thirty-nine (39) soil boring locations for the collection and sampling of RCRA 8 metals As, Ba, Cd, Cr, Pb, Hg, Se and Ag samples are shown on the proposed arsenic sample location map (red grid locations). The metal samples will be analyzed by EPA Method 6010 for (As, Ba, Cd, Cr, Pb, Se, Ag) and EPA Method 7471 for Hg.
Six additional borings will be installed for the collection of 18 samples (at the 5 blue locations and the Drum 12 sub-slab area) for analysis by EPA Method 8260 (VOCs), EPA Method 8270 (PAHs), EPA Method 8081 (Pesticides), FL-Pro (TRPH), RCRA-8 Metals and PFAS Constituents by Method 537.1 Modified. The yellow locations shown on the arsenic map have been eliminated from sampling.
Lead concentrations reported in the SAR were detected in ten soil samples (SB-1, SB-1E, SB-1N, SB-1W, SB-3, SB-4, SB-4W, SB-5, SB-8, SB-11) in the 0 ft to 0.5 ft bg sample interval above 100 mg/kg indicating a potential for leaching and RCRA Management/Characterization. APTIM proposes the collection of additional soil samples at those boring locations from the same depth interval of (0 to 0.5 ft bls) for leachability testing using EPA Method 1312 SPLP extraction and analysis of the leachate by EPA Method 6010 for the presence of lead. Total lead samples will also be collected for confirmation of the lead concentrations by EPA Method 6010 at each boring location. The results will be reviewed in accordance with the FDEP Guidance for Determining Leachability by Analysis of SPLP Results document and should provide a statistically significant data group.
In the SAR, chromium was detected in SB-2 and SB-10 exceeding the leachability standards. In general, the site lithology consists of unconsolidated granular material down to 4 ft bls that transitions to a sandy clay extending downward for over 30 ft bg. Based on this lithology the downward vertical migration of any leaching contaminant would be retarded and most likely migrate horizontally thereby masking potential leaching. Although chromium was not detected in any onsite monitoring well above the respective GCTL, APTIM proposes collection of a soil sample in both locations (SB-2 and SB-10) and intervals to test for leaching using SPLP extraction by EPA Method 1312.
Chromium was also detected in SB-8 (0.5 ft to 2.0 ft) exceeding the Residential SCTL but less than the Industrial SCTL for the Direct Exposure criteria. APTIM proposes the collection of soil samples at the location of this boring at the intervals of 0 to 0.5 ft bls, 0.5 to 2 ft bls, 2 to 4 ft bls and possibly 4 to 6 ft bls in the event the top of the clay stratum is below 4 ft bls, for analysis of total chromium by EPA Method 6010. Additional material will be collected for SPLP extraction (EPA Method 1312) and analysis of the leachate for chromium by EPA Method 6010, based on the total chromium results. In addition, four step out borings approximately 10 feet from the center boring are recommended with samples collected and analyzes similar to the SB-8 soil boring samples.
Subtask - 4: Supplemental Soil Sampling Reporting At the conclusion of the soil sampling event and upon receipt of the analytical report from the fixed base laboratory, a Supplemental Soil Sampling Report documenting the sampling activities and results will be prepared and include conclusions and recommendations for future site activities.
APTIM recommends the following schedule:
Description Due Date
Submittal of Supplemental Site Assessment Work Plan and QAPP Plan 4/7/23
Perform the soil sampling 5/26/23
Submit Supplemental Soil Assessment Report 6/30/23
Task expiration date 8/31/23
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the Contract between the Florida Department of Environmental Protection and APTIM dated December 21, 2021 (DEP Contract No. HW689). APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
