Proposed Scope of Work Krause’s Coin Laundry and Dry Cleaning 2049 U.S. Highway 1 South, Fort Pierce, Florida 34950 Remedial System with Annual Operation and Maintenance Task Assignment DC008C ERIC_5411 (Former Facility ID No. 569501010) Aptim Environmental & Infrastructure, LLC (APTIM) August 26, 2024

Aptim Environmental & Infrastructure, LLC (APTIM) prepared this Task Assignment (TA) to perform Operation & Maintenance (O&M) activities required to maintain the remedial system recently constructed for eight months. The previous TA provided authorization for construction and one month of operation;

however, this was modified to include an additional quarter of system operation. In addition to O&M services, this Task Assignment provides for annual groundwater monitoring and reporting. Note that the previous TA (DC008B) for the installation included the startup (May) and three additional months of operation (June, July and August). The services for this TA will end in April thereby tasking the initial 12 months of system operation.

Subtask 2: O&M services for the remainder of Quarter #2 (September and October 2024) for the remedial system operation are included in this task. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (October 2024) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months in the quarter (August, September and October).

Subtask 3: Preparation of a Semi-Annual Remedial System O&M report (May through October 2024) for two quarters of remedial system operation is funded in this task. The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation.

Subtask 4: Electrical power for the first four (4) months of remedial system operation were also funded under previous Construction/Startup TA. Therefore, Subtask 4 electrical power funded includes the remaining months September and October, which completes the semi-annual operation period. The telemetry system costs for the first year were included in the new remedial system costs funded by the previous task assignment.

Subtask 5: O&M services for the 3rd Quarter (November 2024 through January 2025) of remedial system operation is funded in Subtask 5. These services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (January 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months in the quarter.

Subtask 6: This task includes O&M services for the 4th Quarter (February through April 2025) of the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (April 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.

Subtask 7: This task includes the estimated cost associated with providing electrical power to the remedial system for the second half of the 12-month operational period (6 months) in this Task Assignment. The annual cost for cellular telemetry for EOS Research is included in this quarter.

Subtask 8: Annual groundwater samples will be collected from the selected NAM wells, as recommended in the Annual Groundwater Sampling Report dated February 16, 2023, including MW001, MW003, MW004, MW006, MW008, MW009, MW010, MW014, MW015, MW016 and PZ003. Groundwater samples from the monitoring wells will be collected in accordance with the FDEP Standard Operating Procedures for Field Activities utilizing a peristaltic pump and a field calibrated YSI multi-parameter instrument. The samples will be hand delivered to a fixed laboratory for volatile organic halocarbons (VOHs) analysis by EPA Method 8260. Prior to groundwater sample collection, depth to water measurements will be collected from the site wells that can be located and accessed.

The purge and decon water will be placed in a DOT approved drum, characterized by the collection of an IDW sample for VOHs only (EPA Method 8260), and stored onsite for future transportation, and disposal.

As low bidder, APTIM recommends Erwin Remediation to perform the IDW transportation and disposal based on the three bids solicited earlier this year. Please see the attached IDW bid summary documents.

Subtask 9: Included in this subtask is preparation of an annual report that includes the SVE operation and maintenance from data from November 2024 through April 2025, as well as results of the annual groundwater sampling. The Annual Groundwater and O&M Report will be prepared summarizing the O&M data and groundwater monitoring data throughout the year of remedial system operation. The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation.

A schedule of the proposed O&M, groundwater sampling, and reporting activities follows:

Qtr. 1 O&M Reporting Due date 10/20/24

Qtr. 2 O&M Reporting Due date 12/20/24

Semi-Annual O&M Report Due Date 1/31/25

Qtr. 3 O&M Reporting Due date 3/21/25

Qtr. 4 O&M Reporting Due date 5/23/25

Annual O&M Report Due date 6/20/25

TA completion Due Date 8/22/25

This proposed scope of work does not include extensive system diagnostics and repairs. Required diagnostic and repair services will be estimated, approved and funded individually, as required and based on O&M findings.

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the Contract No. HW689 that was executed December 21, 2021 between Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC. APTIM will begin the proposed scope of work upon written authorization. APTIM has an existing Access Agreement in place from the current site owner dated 3/20/18.
