SUBJECT: Negotiation Summary – CER21, TA CSS-01A

Site Investigation (SI) Activities Advanced Chemical Co.

ERIC_15071

This Task Assignment (TA) is intended for conducting Site Investigation activities at the Advanced Chemical Co property. The services are being conducted using federal funds from the CERCLA Site Screening Program (CSS) cooperative agreement that is administered by DEP on behalf of

EPA.

Subtask 1 Project Management This subtask is a percentage of the overall project and has been negotiated as a contract rate. It includes project management, overhead, general and administrative, and fringe costs. The cost of this subtask is $2,133.68.

Subtask 2: Site Visit, Work Plan/QAPP, and Health and Safety Plan In accordance with an EPA directive, this subtask includes the completion of a Work Plan/Quality Assurance Project Plan (QAPP), a Health and Safety Plan (HASP) and site visit to determine possible soil boring and monitoring well locations. The SI QAPP Workplan will provide a brief summary of the scope of work and tables and figures showing the proposed sample locations. The agreed upon cost of this subtask is $3,018.46.

Subtask 3 SI Activities Under this subtask, Aptim will install five (5) temporary onsite shallow monitoring wells with soil borings occurring at the same locations. Vadose zone soil samples will be collected from the sample intervals of 0-2 and 2-4 ft bls, with the lower interval dependent on the depth to groundwater. Monitoring wells will be 1-inch diameter wells constructed of 10 feet of 0.010-inch slotted prepacked screens with 20/30 sand and 5 feet of casing to a total depth of 15 ft bls. Depth to water measurements will also be collected from all monitoring wells onsite. The soil samples and five new monitoring wells will be sampled and analyzed for VOCs by EPA Method 8260 (full list), PAHs by EPA Method 8270, TRPH, 8 RCRA metals (As, Bd, Cd, Cr, Pb, Hg, Se, and Ag), PFAS, Pesticides, and Herbicides by an FDEP lab. Per FDEP SOPs, at least 24 hours will be allowed to elapse prior to sampling the new wells. ATI Drilling has been selected as the drilling subcontractor contractor despite being the second lowest bidder due to availability and GPRS, Inc., will be the utility location services. The cost of this subtask is $10,276.25.

Proposed Scope of Work Advanced Chemical Co. Inc.

Site Investigation and Reporting Task Assignment CSS-TBD ERIC_15071 (Former COM_148838) Aptim Environmental & Infrastructure, LLC April 5, 2022

The following Task Assignment (TA) scope of work for the former Advanced Chemical Co. Inc. facility, located in Orlando, Orange County, Florida has been prepared to summarize the proposed Site Investigation site activities in accordance with the FDEP Recommendations provided by email on March 9, 2022 and the clarifications email dated March 25, 2022. Bid summaries for the drilling services, including proposed installation dates, and quotes for well supplies are attached.

Subtask 2 SSA Work Plan/WAPP, and Health and Safety Plan

As required by the FDEP and EPA, Subtask 2 includes the preparation of a Work Plan and Quality Assurance Project Plan (QAPP), and a Health and Safety Plan (HASP).

Subtask 3: SSA Field Activities:

Subtask 3 includes the collection of vadose zone soil samples from the sample intervals of 0-2 and 2-4 ft bls, with the lower interval dependent on the depth to groundwater. The depth to groundwater reported at a nearby site (Brenntag site) located less than ½ mile north of the former Advanced Chemical site ranged from 2 to 4.5 ft bls but was most frequently reported near the depth of 2 ft bls. Soil samples will be sent to the FDEP Laboratory in Tallahassee, to be analyzed for VOCs by EPA Method 8260 (full list), PAHs by EPA Method 8270, TRPH, 8 RCRA metals (As, Bd, Cd, Cr, Pb, Hg, Se, and Ag), PFAS, Pesticides, and Herbicides.

Following the collection of the soil samples, the scope included the installation of five (5) shallow temporary monitoring wells comprised of two (2) background wells and three (3) onsite temporary wells, at the locations specified by the FDEP. The proposed 1-inch diameter wells will be constructed of 10 feet of prepacked screens slotted to 0.010-inch with 20/30 sand pack that is threaded to 5 feet of casing for a total depth of 15 ft bls. The actual depth of the installation will be dependent on the depth to groundwater.

The specifics of the proposed monitoring well installations are provided in the monitoring well drilling bid documents. Following installation and prior to the collection of groundwater samples, the temporary wells will be surveyed for relative casing elevations and depth to groundwater measurements will be collected.

The second lowest bidder (ATI Drilling) was selected for the drilling services due to the lowest bidder (Preferred Drilling) having scheduling conflicts that pushed the first available date for drilling to late June.

ATI has an opening to perform the drilling beginning on April 27.

Approximately 24 hours after completion of the well developments, groundwater samples will be collected from the temporary monitoring wells. The groundwater samples will also be sent to the FDEP Laboratory in Tallahassee, to be analyzed for VOCs by EPA Method 8260 (full list), PAHs by EPA Method 8270, TRPH, 8 RCRA metals (As, Bd, Cd, Cr, Pb, Hg, Se, and Ag), PFAS, Pesticides, and Herbicides. The temporary wells will be abandoned by the tremie method with grout upon completion of samling.

Subtask 4: SSA Reporting:

A Site Investigation (SI) Report will be prepared detailing the field and laboratory results. The SI Report will summarize the current environmental conditions and any detected contamination in soil and groundwater and identify any exposure pathways. The report will include site background information, findings of previous investigations, identify the number of environmental samples and locations that were evaluated to characterize the nature of the contamination, describe the sampling methodologies, and present the results and findings of the investigation.

Field activities will commence, upon approval of the task assignment with submittal of the Work Plan within 30 days, or around April 29, 2022. The field work will be scheduled for completion in May 2022, which allows submittal of the completed SSA Report by July 8, 2022. A Task Completion date should be set for August 31, 2022, to allow for review and approval of the SI Report.

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between APTIM Environmental & Infrastructure, LLC, and Florida Department of Environmental Protection contract number HW689. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.

If you have any questions, please contact APTIM for clarification, thank you.

SECTION 3

REQUIREMENT AND SCHEDULE:

Technical issues will be addressed by the Project Manager, Gregg Roberts at 813-612-3687 or gregg.roberts@aptim.com.

General

1. Drilling locations have the potential for exposure to numerous and unknown contaminants, in particular solvents. Assume Level D PPE, with APTIM conducting health and safety monitoring.

2. Although the drill locations are on private property, Sunshine utility mark outs must be requested prior to the work being performed. In addition, the drilling contractor will also hand auger each location to a depth of 10 feet or to refusal (but not less than 5 ft bls) below the surface to check for utilities. A private locate for utilities will be requested from the FDEP, and will likely be performed in the vicinity of each borehole prior to the scheduled drilling event.

3. The subject property access arrangements will be arraigned by the FDEP. The drilling contractor is responsible for any necessary State or Local drilling permits, including Water Management District requirements, although, please note the wells will be removed/abandoned upon completion of sampling, to be performed approximately 24 hours following the installation.

4. The former Advanced Chemical Co. is currently a truck maintenance and repair facility.

Although an active facility, it is unknown if the owner will allow access to tap water or power at the site during drilling operations. APTIM should have more information regarding the access to water and power onsite before the work begins, however plan to transport and provide any necessary equipment decontamination water or drilling fluids.

6. Drillers are to provide and utilize safety vests and cones, if necessary. See the attached proposed well location map.

7. Drilling equipment must be property decontaminated between locations in accordance with FDEP 2017 DEP-SOP-001/01 Standard Operating Procedures for Field Activities procedures. All decontamination fluids will not be captured, and should be allowed to discharge over a permeable onsite location.

9. Drilling activities IDW (soil and decontamination or purge water will not be captured.

11. Approximate start and completion date of the project is May 2022, if possible. Please provide a possible available time frame for the work with the bid response (email is acceptable).

Specific

The site location:

The FDEP conducted an inspection on November 23, 1998 and found various types of chemical products used in the janitorial industry stored without proper containment. The owner stated that the business was closed and that he was in the process of selling off the remaining product. He was advised that all product not sold should be properly identified and disposed of according to applicable laws. Photographs from the inspection show liquids and powders spilled on the floor, staining of the floor, and distressed vegetation adjacent to a drainage ditch that runs beside property.

The file did not mention specific types of chemicals that were at the facility, but some chemicals that are commonly associated with cleaning products include tetrachloroethylene (PCE), trichloroethylene (TCE), 1,4-dioxane, naphthalene, and acetone.

The FDEP conducted a followup site inspection on September 29, 2010, but found Advanced Chemicals no longer in operation and AB Truck Services occupying the property.

This site was discovered by the FDEP CERCLA Site Screening Section (CSSS) from an inventory database of former chemical manufacturers. Emphasis was on finding non-active RCRA sites with previous violations, complaints and/or poor housekeeping

Scope-of-Work: For bidding purposes, please consider the following scope of work for the site:

1. DPT Installation of five (5) shallow 1-inch diameter monitoring wells, as follows:

a. DPT installation of five (5) 15-ft shallow temporary monitor wells with the following specifications:

b. Utilize 3 1/4 inch OD or equivalent rods

c. 1-inch diameter, schedule 40, PVC well riser and 0.010” slotted screen installed to a total depth not to exceed 15 feet bls.

d. Ten (10) feet Pre-Packed Well Screen with a 20/30 grade sand pack.

e. Flush-threaded PVC bottom caps and well riser piping.

f. Allow for borehole collapse to top of screen at 5 feet bls, then place silica sand seal

(20/30 grade or equivalent) to 3 ft bls (2 foot above top of screen).

g. Place one (1) foot of a fine silica sand seal (30/65 grade or equivalent) from 3 ft bls to 2 ft bls.

h. Grout borehole to within 0.5 feet bls or less,

i. At surface, riser pipe will be allowed to remain above ground, therefore a manhole will not be required.

j. Concrete will be placed surrounding the riser to the approximate surface.

k. A water-tight lockable expandable plug will be installed at the top of the well riser.

l. Development by rigorously over-pumping and surging.

m. The proposed locations for the five (5) shallow well locations are shown on the attached Figure.

Provide the following:

1. All bidders please include the make and model of the rig intended to perform this scope-of-work.

2. Note that the actual construction and depth of the shallow wells may be dependent on the depth to shallow groundwater determined in the field, but will not exceed 15 ft bls

3. Also note that IDW will not be captured but will be allowed to percolate back into the ground in a permeable area adjacent to the location of each well.

3. All bidders please include an estimated time required to complete the scope at the site.

5. Note, any uncompleted bores will be properly abandoned by tremie-grouting the hole under pressure from the bottom up.

6. Please note that during the performance of the scope of work, any cost exceedances must be approved in advance, in accordance with the FDEP Waste Cleanup Contract.

7. Please provide an all-inclusive price quote by close of business Wednesday, March 14, 2022, if possible.

Please call Gregg Roberts at (863) 670-0215 should you have any questions.
