About this file
This document is a Task Assignment Change Order (TACO) No. 1 executed between the State of Florida Department of Environmental Protection (FDEP) and APTIM Environmental & Infrastructure, LLC, for environmental assessment services at the J&R Cleaners, Inc. (Former) facility located at 2331 South Goldenrod Road, Orlando, Orange County, Florida. The underlying contract is HW689, with the task assignment identified as DC027A and project number ERIC_5011. The FDEP project manager is Nicole Knutson, and the contractor's project manager is Eric Kramer. This change order reconciles Work Change Directives (WCDs) 1, 2, and 3 and adjusts drilling costs requested by the subcontractor Groundwater Protection.
The original task assignment value was $93,569.34, which is increased by $753.10 through this TACO to a total amended value of $94,322.44. The increase reflects adjustments to drilling costs for direct push technology (DPT) drilling ($376 increase) and well installation ($145 increase), as well as the resolution of three analytical work change directives totaling $1,280 for SPLP extraction and volatile organic halocarbon (VOH) analysis across 10 soil samples. The task completion date remains January 16, 2026, with deliverables including MAGS and soil sampling (due 08/22/2025), DPT field work (due 08/22/2025), well installation (due 10/24/2025), and SAR reporting with PFAS data (due 11/14/2025). The invoice schedule allocates costs across these deliverables, with final invoicing upon FDEP approval of each subtask. The work is being performed on a fixed unit rate basis under the existing indefinite delivery vehicle contract.

TO: ERIC_5011

FROM: Nicole Knutson, Project Manager
SUBJECT: Negotiation Summary
HW689 DC027A
DATE: July 28, 2025
This Change Order reconciles WCDs 1, 2, and 3 and adjusts drilling costs. WCDs 1, 2, and 3 authorized SPLP extraction and leachate analysis for VOHs. WCD 1 authorized extraction and analysis for 2 samples, WCD 2 authorized extraction and analysis for 7 samples, and WCD 3 authorized extraction and analysis for 1 sample. DPT and well installation costs were adjusted to reflect Groundwater Protection’s rate increases.
Total task amount has been increased by $753.10. The original price was $93,569.34, and the amended price is $94,322.44. APTIM’s time, labor, and subcontractor costs for these activities have been reviewed and are appropriate. The level-of-effort and cost estimate are reasonable for the scope of services. Final deliverable due date remains November 14, 2025. Task completion date remains January 16, 2026.

Proposed Scope of Work J&R Cleaners Inc. (Former) DC027A TACO #1 ERIC_5011 (Former Facility No. 489501849) 7342 Curry Ford Road Orlando, Orange County, FL 32822 Site Assessment and Reporting Aptim Environmental & Infrastructure, LLC July 25, 2025
The following is Task Assignment Change Order (TACO) #1 has been prepared to reconcile Work Change Directives (WCDs)1 through 3 and incorporated an increase in drilling costs requested by the drilling subcontractor.
Subtask 1-Project Management Project management hours are calculated based on the labor hours anticipated in the scope of work.
Subtask 2-Meeting & MAGS/Soil Sampling Preliminary Site Activities Due to a higher water table elevation than proposed, soil samples were only collected to a total depth of 4 ft bls at the 10 boring locations. Since the proposed 6 ft bls sample was not collected, the total number of samples has been reduced to the actual count collected.
In addition, based on the analytical, WCD #1 was approved to allow for the SPLP extraction (EPA Method 1312) and leachate analysis for volatile organic halocarbons (VOHs) by EPA Method 8260 for a total of 2 samples, based on the total analytical soil results for perchloroethylene (PCE). WCD #1 was approved for a total of $256 and is being resolved for that amount.
WCD #2 was approved to allow for the SPLP extraction (EPA Method 1312) and leachate analysis for VOHs by EPA Method 8260 for a total of 7 samples, based on the total analytical soil results for PCE.
WCD #2 was approved for a total of $896 and is being resolved for that amount. WCD #3 was approved to allow for the SPLP extraction (EPA Method 1312) and leachate analysis for VOHs by EPA Method 8260 for a total of 1 sample, based on the total analytical soil results for PCE. WCD #3 was approved for a total of $128 and is being resolved for that amount. The total of the three WCDs combined is $1,280.
Subtask 3-DPT & GW Field Activities, DPT Lithologic Core As previously discussed, following award of the drilling to the subcontractor Groundwater Protection, the company requested a slight adjustment to the drilling costs, which increased the direct push technology (DPT) drilling by $376. An updated DPT estimate is attached, which will increase the original quote of $8,110 to total $8,486, which remains below the combined DPT and well installation quotes approved under the original Task Assignment (TA).
Subtask 4-Well Installations Also as previously discussed, following award of the drilling to the subcontractor Groundwater Protection, the company requested an adjustment to the drilling costs, which will increase the well installation costs by $145. An updated well installation estimate is attached, which will increase the original quote of $4,766 to total $4,911, which remains below the combined DPT and well installation quotes approved under the original TA.
Subtask 5-SAR Reporting : No Changes The soil and groundwater results will be compiled and summarized in a SAR prepared in accordance with the requirements of Chapter 62-780, the Contaminated Site Cleanup Criteria.
Subtask 6-Additional PFAS Sampling & Reporting: No Changes
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between APTIM Environmental & Infrastructure, LLC and Florida Department of Environmental Protection No. HW689. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
