SUBJECT: Negotiation Summary Task Assignment DC016C (HW689)

DATE: Feb 2, 2024

This Task Assignment authorizes Aptim Environmental & Infrastructure, LLC (APTIM) to remove/replace the existing Soil Vapor Extraction (SVE) system at the former Brantley Cleaners site. In addition, this Task

Assignment authorizes twelve (12) months of Operation and Maintenance (O&M) for the new SVE system.

The total cost for this project is $220,873.63 with 443 total labor hours. All work is to be completed in accordance with the January 31, 2024, Scope of Work, Cost Estimate, and Bid documentation.

APTIM may invoice according to the included schedule.

Subtask 1:

Project Management is automatically calculated as a percentage of total labor in accordance with

Contract HW689.

Subtask 2:

APTIM will perform an Annual Groundwater Sampling event on a total of 11 wells (MW001, MW004, MW009, MW013, MW016, MW006, MW012, MW005, MW007, MW010, MW-011) prior to SVE removal and replacement. These samples will be analyzed using EPA Method 8260 for volatile organic halocarbons. Several PDB samplers will be replaced at a variety of well depths during this Subtask.

Subtask 3:

The existing SVE system onsite in unrepairable. Therefore, this system will be removed and replaced by a new SVE system constructed by the subcontractor ESD Waste 2 Water, Inc. Following installation of the new SVE system into the existing network piping, electrical services will be re-established, and a startup test will be performed. Soil vapor samples will be collected from seven (7) vapor extraction well locations

(VE01B, VE02A, VE02B, VE04B, VE05B, VE05C and VE06B).

Subtask 4:

The first Semi-Annual O&M event will take place following system startup. The costs associated in this

Subtask are for maintenance, field and system data collection, verification of efficient system operation, collection of two quarterly vapor influent samples for field PID screening, laboratory analysis, and reporting. At the end of the six-month period, a Semi-Annual O&M report will be prepared and submitted to the FDEP. APTIM estimates this first event will take place from June – November 2024.

Subtask 5:

Q1 & Q2 utility costs for SVE operation. Priced under cost reimbursement.

Subtask 6:

This subtask contains the work involved in the second Semi-Annual O&M event. This event will be performed the same as the first. This O&M period is expected to take place from December 2024 – May

2025.

Subtask 7:

Q3 and Q4 utility costs for SVE operation. Priced under cost reimbursement.

Proposed Scope of Work Former Brantley Cleaners Task Assignment DC016C ERIC_5454 (Former Facility ID No. 599500158) Aptim Environmental & Infrastructure, LLC (APTIM) January 31, 2024

The former Brantley Cleaners facility, located in Altamonte Springs formerly had an active SVE/AAI remedial system that was operated for approximately one year and was then turned off because the drycleaning facility use of a solvent based cleaning process. After the facility switched to a petroleum-based cleaning process APTIM collected vapor and groundwater samples, which indicated the remedial system should be restarted. APTIM coordinated a remedial system inspection by an equipment manufacturer that determined the remedial system could not be cost effectively rehabilitated. The previous task assignment for this project authorized APTIM to seek bids for a replacement system. This was completed and the lowest competent bidder identified. This Task Assignment provides for the procurement of the new replacement remedial system, groundwater sampling and one year of Operation and Maintenance (O&M) and reported for the remedial system.

The following explains the scope of work included in the Task Assignment (TA):

Subtask 2 Annual Groundwater Sampling:

As requested by FDEP, APTIM will perform an annual groundwater sampling event that includes samples collected from the 7 existing monitoring wells containing the PDB bags (MW001, MW004, MW009, MW013, and MW016; and intermediate wells MW006 and MW012) for analysis by EPA Method 8260 for volatile organic halocarbons (VOHs). The current PDBs were deployed in these seven wells on February 14, 2022. In addition, four monitoring wells (MW005, MW007, MW010 and MW-011) are to be conventionally sampled using downhole pumps with disposable tubing. This subtask includes the collection of depth to groundwater measurements from 16 monitor wells (MW001 through MW016). Groundwater intrinsic values will not be collected from the monitoring wells using PDB’s; however, intrinsic measurements from the four conventionally sampled wells will be collected on this sampling event.

Seven replacement PDB samplers will be obtained from ALS Environmental (ALS), a licensed manufacturer of passive diffusion samplers and will be placed within the wells at similar depths as the existing samplers. The PDB samplers deployed into 2-inch diameter monitoring wells MW004, MW006, MW009, MW012, and MW013 are 24 inches long and 1 ¼ inches in diameter.

The PDB samplers deployed into the smaller 1-inch diameter monitoring wells MW001 and MW016 are 48 inches long and ¾ inches in diameter. The samplers will be ordered pre-filled with approximately 220 milliliters of certified, laboratory-grade, analyte-free, deionized water.

The PDB’s will be deployed similar to the current bags to the following total depths:

1) MW001, (1” well), total depth of 35 ft bls (placement from 31 to 35 ft bls)

2) MW004, (2” well) total depth of 34 ft bls (placement from 32 to 34 ft bls)

3) MW006, (2” well) total depth of 71 ft bls (placement from 69 to 71 ft bls)

4) MW009, (2” well) total depth of 51 ft bls (placement from 49 to 51 ft bls)

5) MW012, (2” well) total depth of 71 ft bls (placement from 69 to 71 ft bls)

6) MW013, (2” well) total depth of 51 ft bls (placement from 49 to 51 ft bls)

7) MW016, (1” well), total depth of 34 ft bls (placement from 30 to 34 ft bls).

APTIM will prepare an Annual Groundwater Sampling Report that summarizes the collected groundwater measurements and analytical results in tables, figures and text including conclusions and recommendations.

Subtask 3 – Remedial System Replacement

The removal of the existing remedial system, fabrication of a new system, and installation of the new system is funded under Subtask 3. APTIM will procure the remedial system based on the bid results obtained under the previous TA. The estimated fabrication time is 16 weeks. The existing remedial system will be disconnected from the vapor extraction piping and electrical service and transported to a scrap vender. APTIM will provide the required documentation of the remedial system disposal. Although electrical service was discontinued the infrastructure remains to connect the remedial trailer to the electrical power grid. An electrical contractor will be retained to permit the re-establishment of electrical service and make the necessary connections to allow operation of the remedial system. APTIM will re-connect the vacuum extraction to the system and perform system startup. Vapor samples will be collected from seven (7) vapor extraction well (VEW) locations, (VE01B, VE02A, VE02B, VE04B, VE05B, VE05C and VE06B) as previously done. APTIM will provide a photo log documenting field activities related to the remedial system. Additional information will be discussed I the Semi-Annual O&M report prepared in Subtask 4.

Subtask 4 – Semi-Annual O&M Services and Reporting

This subtask includes six (6) months of O&M services for the remedial system operation and report documentation. Based on an estimated fabrication period of 16 weeks, APTIM estimates remedial system startup should occur late June. Therefore, the O&M period will be from June to November 2024. O&M services include system maintenance, field and system data collection, verification of efficient system operation and collection of two quarterly vapor influent samples from the remediation system for field screening with a PID and fixed base laboratory analysis. A six-month remedial system operation report for the initial two quarters of operation will be due under this subtask. The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation. Monthly O&M report forms will be submitted within two weeks of the site visit and will be included in the Semi-Annual O&M report.

Subtask 5: Utilities Quarter 1 & 2

This task includes the estimated cost associated with providing electrical power to the remedial system for the first six (6) month period of operation in this Task Assignment. The annual fee for cellular communications service is included in the purchase price.

Subtask 6 – 2nd Semi-Annual O&M Services and Reporting

The second six (6) months of O&M services for the remedial system operation and report documentation are included in this task. The O&M period will be from December 2024 to May 2025. APTIM proposes a deliverable due date for this report on June 30, 2025. Monthly O&M report forms will be submitted within two weeks of the site visit and will be included in the Semi-Annual O&M report.

Subtask 7: Utilities Quarter 3 & 4

This task includes the estimated cost associated with providing electrical power to the remedial system for the second six (6) month period of operation in this Task Assignment. The annual fee for cellular communications service is included in the purchase price.

Deliverable Submittals and Proposed Schedule: APTIM will prepare a report summarizing the results of the vapor and groundwater sample collection analysis. The report will summarize the analytical results in Tables, Figures and Text and provide conclusions and recommendations. APTIM recommends the following project schedule:
