About this file
This is a Task Assignment (TA) document DC004C issued under Contract HW689 between the State of Florida Department of Environmental Protection (FDEP) and APTIM Environmental and Infrastructure, LLC. The task assignment is effective upon the last date signed (December 3, 2024) and is associated with post-active remediation monitoring activities at the Palm Bay Laundry and Dry Cleaners site located at 5275 Babcock Street, Suite 13, Palm Bay, Brevard County, Florida. The FDEP project manager is Nicole Knutson, and the contractor's project manager is Eric Kramer. The task is scheduled for completion on October 31, 2025, with a project identification number ERIC_4028.
APTIM will perform three quarters of post-active remediation monitoring (PARM) groundwater activities for the site, with a total task value of $25,651.53 on a fixed unit rate basis. The scope includes Subtask 2 (Quarter 2 Sampling Report, due February 14, 2025, invoiced at $7,188.84 upon FDEP approval), Subtask 3 (Quarter 3 Sampling Report, due May 23, 2025, invoiced at $6,448.53), Subtask 4 (Quarter 4 Sampling Report, due August 29, 2025, invoiced at $6,448.53), and Subtasks 5 & 1 (Site Rehabilitation Completion Report and Project Management, due August 29, 2025, invoiced at $5,565.63). The work includes groundwater sampling from six monitoring wells using EPA Method 8260 for volatile organic halocarbons analysis, preparation of quarterly sampling reports with groundwater flow interpretations and isocontour maps, and conditional preparation of a Site Rehabilitation Completion Report with No Further Action proposal if analytical results remain below groundwater cleanup target levels for four consecutive sampling events. IDW transportation and disposal services are estimated at $207 per drum for three quarters, with EnviroServe selected as the low bidder at $130 per drum plus fees. Labor costs include multiple staff positions (engineers, scientists, designers, and technical specialists) with associated overhead, general and administrative charges, and fringe benefits totaling $19,873.11, supplemented by travel ($360.00), laboratory analysis ($1,533.00), field equipment and expendables ($1,215.00), subcontractor services ($683.10), and a completion fee ($1,987.32).

Update Additional Incorporated Figures
In the event of favorable groundwater analytical results, conversion of Quarter 4 Post Active Remediation Monitoring Report to Site Rehabilitation Completion Report with No Furter Action Proposal, to include additional documentation required in Paragraph 62-
780.750 (4)(d) FAC, to incorporate historical tables and figures and summarize site contamination and rehabilitation actions.

Proposed Scope of Work Post Active Remediation Groundwater Monitoring (3 Quarters) Palm Bay Laundry and Dry Cleaners (former) 5275 Babcock Street, Suite 13 Palm Bay, Brevard County, Florida 34905 ERIC_4028 (Former FAC ID No. 059502190) Aptim Environmental & Infrastructure, LLC (APTIM) 11/25/24
The following proposed scope of work has been developed for the former Palm Bay Laundry and Dry Cleaners to provide post active remedial monitoring of groundwater for three quarters.
APTIM constructed and operated a SVE remedial system in accordance with the approved ISR.
After one year of operation analysis of influent vapor samples reported contaminant concentrations had been reduced. Furthermore, the concentrations exhibited an asymptotical reduction concentration less than 100 ppm.
After remedial system shut down on July 24, 2024, APTIM performed a groundwater monitoring event on August 23, 2024, of six monitoring wells, which reported all dissolved contaminants of concern (COC) were below their respective GCTLs.
As paragraph 62-780.750(4)(f) Florida Administrative Code requires a minimum of four groundwater sampling events, this proposed scope of work will include three additional quarterly monitoring events to qualify the site for No Further Action provided dissolved concentrations remain below the GCTLs for at least the last two sampling events. Attached are the CEF and LOE proposed for the Palm Bay Laundry and Dry Cleaner as Task Assignment request DC004C.
Subtask 2: Groundwater sampling for Quarter 2 of Post Active Remediation Monitoring (PARM) is completed in this subtask. Groundwater samples will be collected from 6 wells, including MW-2s, MW-3s, MW-7s, MW-8s, PZ-001 and MW-9D. Groundwater samples from the monitoring wells will be collected in accordance with the FDEP Standard Operating Procedures for Field Activities utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument. The samples will be hand delivered to a fixed base laboratory for volatile organic halocarbons (VOHs) analysis using EPA Method 8260. Prior to groundwater sample collection, depth to water measurements will be collected from all the wells that can be located and accessed.
The purge and decon water will be placed in a DOT approved drum, characterized by the collection of an IDW sample for VOHs only (EPA Method 8260), and stored onsite for future transportation, and disposal. As low bidder, APTIM recommends EnviroServe to perform the IDW transportation and disposal based on the bids solicited and included in the attached IDW bid summary documents.
APTIM will prepare a letter report that provides a summary table of the analytical results, figures depicting the interpreted groundwater flow and isocontour map of the COCs. In addition, the report will include conclusions and recommendations relative to the site contaminant monitoring.
The report will be signed and sealed by a registered professional geologist or engineer.
Subtask 3: Quarter 3 groundwater sampling is completed in this subtask with groundwater samples collected from MW-2s, MW-3s, MW-7s, MW-8s, PZ-001 and MW-9D. Prior to groundwater sample collection, depth to water measurements will be collected from all the wells that can be located and accessed. The groundwater samples from the monitoring wells will be collected in accordance with the FDEP SOP for Field Activities utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument. Collected groundwater samples will be hand delivered to a fixed laboratory for volatile organic halocarbons (VOHs) analysis by EPA Method 8260.
The purge and decon water will be containerized in a DOT approved drum and stored onsite for future transportation, and disposal. As low bidder, APTIM recommends EnviroServe to perform the IDW transportation and disposal based on the bids solicited and included in the attached IDW bid summary documents.
APTIM will prepare a second letter report that provides a summary table of the analytical results, figures depicting the interpreted groundwater flow and isocontour map of the COC. In addition, the report will include conclusions and recommendations relative to the site contaminant monitoring. The report will be signed and sealed by a registered professional geologist or engineer.
Subtask 4: Groundwater monitoring for Quarter 4 will collect samples from MW-2s, MW-3s, MW-7s, MW-8s, PZ-001 and MW-9D. Prior to groundwater sample collection, depth to water measurements will be collected from all the wells that can be located and accessed. The groundwater sampling will be collected in accordance with the FDEP SOP for Field Activities.
The samples will be hand delivered to a fixed base laboratory for volatile organic halocarbons (VOHs) analysis by EPA Method 8260.
The purge and decon water will be containerized in a DOT approved drum and stored onsite for future transportation, and disposal. As low bidder, APTIM recommends EnviroServe to perform the IDW transportation and disposal based on the bids solicited and included in the attached IDW bid summary documents.
APTIM will prepare a letter report that provides a summary table of the analytical results, figures depicting the interpreted groundwater flow and isocontour map of the COC. In addition, the report will include conclusions and recommendations relative to the site contaminant monitoring. The report will be signed and sealed by a registered environmental professional geologist or engineer.
Subtask 5: In the event that the quarterly groundwater analyses return favorable results, Subtask 5 includes additional time to update the final report for submittal as a Site Rehabilitation Completion Report with a No Further Action proposal. The report would then include the additional data and information required in Paragraph 62-780.750 (4)(d) F.A.C. to support the opinion that site cleanup objectives have been achieved and will include the information necessary that is listed in the FDEP Site Rehabilitation Completion Data Guidance document dated July 10, 2019.
APTIM proposed the following schedule for the proposed scope of work.
Quarter 2 Sampling Report Due Date 2/14/25
Quarter 3 Sampling Report Due date 5/23/25
Quarter 4 Sampling Report / SRCR Due Date 8/29/25
TA completion Due Date 10/31/25
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the Contract between the Florida Department of Environmental Protection and APTIM dated December 21, 2021 (DEP Contract No. HW689). APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification. APTIM has an existing Access Agreement in place from the current site owner.
