Proposed Scope of Work Blue Ribbon Cleaners (former) 160 South U.S. Highway 17-92 Longwood, Seminole County, Florida 32750 Groundwater Monitoring Proposal Task Assignment DC009C ERIC_5246 (Former FAC ID No. 519502401) APTIM Environmental & Infrastructure, LLC (APTIM) 4/29/25

The following proposed scope of work for the former Blue Ribbon Cleaners was developed during the recent FDEP project review meeting in Tallahassee, Florida. During the meeting, it was requested by the FDEP that quarterly Post Active Remediation Monitoring (PARM) sampling at the site be tasked for at least one year. The proposed scope of work also includes the expanded monitoring of PFAS groundwater samples during the initial (quarter 1) site visit, as proposed following the previous PFAS screening recommendations. The scope of work also includes the preparation of noticing documentation, as requested by the FDEP.

Subtask - 1: Project Management This task includes project management activities associated with the completion of the following Subtasks, as calculated in accordance with Contract HW689.

Subtask - 2: Quarter 1 Monitoring Well Sampling – VOHs VOH groundwater samples will be collected from MW006 and MW009. Monitoring well MW006 is located offsite and is the only remaining well which displays the presence of perchloroethylene (PCE), also known as tetrachloroethylene. As PARM sampling also requires a downgradient well, monitoring well MW009 will also be sampled.

The groundwater samples from PARM monitoring wells MW006 and MW009 will be collected in accordance with the FDEP Standard Operating Procedures for Field Activities utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument. The VOH samples will be delivered to a fixed laboratory for analysis by EPA Method 8260. Prior to groundwater sample collection, depth to water measurements will be collected from all the wells that can be located and accessed for the development of a shallow gradient flow map.

The purge and decon water will be placed in a DOT approved poly drum and, characterized by the collection of an IDW sample for VOHs (fixed laboratory) and stored onsite for future transportation, and disposal. As low bidder, APTIM recommends Erwin Remediation to perform the IDW transportation and disposal based on the bids solicited and included in the attached IDW bid summary documents.

Subtask - 3: Quarter 1/Annual Groundwater Reporting (VOHs) and Noticing Documents Preparation At the conclusion of the groundwater sampling event and upon receipt of the analytical results for MW006 and MW009 from the fixed laboratory and the PFAS results from the FDEP State Laboratory, an Annual Groundwater Monitoring Report documenting the sampling activities and results will be prepared and include site maps, updated figures and recommendations. Also, a Noticing Package will be prepared based on the analytical results to include the preparation of impacted property figures, completion of the Noticing Table, and completion of the Initial Notice Forms.

Subtask - 4: Quarter 1 Additional PFAS Sampling and Reporting During the collection of VOH groundwater samples, expanded monitoring for PFAS will be performed with the collection of a PFAS sample from five monitoring wells. Previously sampled PFAS screening was performed from onsite monitoring wells MW002, MW003 and MW013.

Since all three wells exceeded the Provisional Groundwater Cleanup Target Levels for PFOS constituents, two expanded wells will be incorporated into the PFAS sampling, upgradient monitoring well MW001 and downgradient offsite monitoring well MW006. One field regent blank utilizing laboratory provided PFAS-free DI water is also proposed for collection and analysis.

The PFAS groundwater samples will be collected in accordance with the Perfluorinated Compounds Field Sampling Protocols. The PFAS samples will be shipped to the Florida DEP Laboratory in Tallahassee, Florida, and analyzed for the presence of perfluorinated substances, by Method DEP SOP: LC-001-3, including PFOA and PFOS. The additional purge and decon water will be placed in the DOT approved poly drum, and further characterized by the collection of an IDW sample PFAS (State Laboratory).

Subtask - 5: Quarter 2 Monitoring Well Sampling (VOHs) and Reporting Continued VOH PARM groundwater monitoring will be performed on MW006 and MW009.

The PARM groundwater samples from monitoring well MW006 and MW009 will be collected in accordance with the FDEP Standard Operating Procedures for Field Activities utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument. The VOH samples will be delivered to a fixed laboratory for analysis by EPA Method 8260. Since a groundwater flow map will not be developed during this quarterly visit, depth to water measurements from the remaining wells will not be collected.

The purge and decon water will be placed in a DOT approved bucket. An IDW will not be collected, as the actual analytical results for the two wells should be sufficient for characterization of the waste. The bucket will be stored onsite for future transportation, and disposal by the transportation and disposal contractor approved for this Task Assignment.

Reporting will be limited to submittal of the analytical results for MW006 and MW009 from the fixed laboratory. Updated VOH figures and tables and backup will be provided with a brief (one page) letter to include a statement on the results and a recommendation.

Subtask - 6: Quarter 3 Monitoring Well Sampling (VOHs) and Reporting Continued VOH PARM groundwater monitoring will be performed on MW006 and MW009.

Subtask - 7: Quarter 4 Monitoring Well Sampling (VOHs) and Reporting Continued VOH PARM groundwater monitoring will be performed on MW006 and MW009.

Subtask - 8: Additional Annual and SRCR Reporting in accordance with Paragraph 62-780.750(4)(f), F.A.C., if at any time during the performance of quarterly sampling, the results from MW006 and MW009 are reported below the GCTLs during two consecutive sampling events, expanded reporting with a No Further Action recommendation will be required. Specifically, the reporting will be modified to include annual reporting content, summarizing the activities and groundwater results of the quarterly groundwater sampling events.

From: Roberts, Gregg Sent: Friday, April 18, 2025 4:19 PM To: Craig Burns Cc: Kramer, Eric Subject: RFQ for Non-Hazardous IDW T&D – Blue Ribbon Cleaners, Longwood

Hello Craig:

During ongoing groundwater sampling at the above referenced site, APTIM will be generating one (1) 5-gallon bucket or one (1) 30-gallon poly drum of purge water that will require transportation and disposal o site. The site is proposed to be sampled on a quarterly basis, therefore, multiple pickups will be requested during the year and amounts of IDW liquid per quarter will vary.

The former Blue Ribbon Cleaners operated as a full-service drycleaning facility beginning in 1982, when the shopping center was originally constructed and operated wet-to-dry machines from 1982 through 1998. The facility cleanup is under the Drycleaning Solvent Cleanup Program and the work is being performed for the FDEP Waste Cleanup Section.

PFAS constituents have been previously identified (June 2023) in groundwater at the site, and the site will initially be resampled for PFAS constituents. The PFAS groundwater samples previously collected and submitted to the FDEP State Laboratory in Tallahassee were analyzed for PFAS compounds by Method DEP SOP: LC 001 3 and the results exceeded the Provisionary Groundwater Cleanup Target Levels (PGCTL) for PFOA and PFOS.

The analytical for the proposed PFAS results will be provided for review, or the waste will be sampled for PFAS constituents. In addition, the contained purge water will be characterized by the collection of one (1) liquid IDW composite sample, which will be submitted for analysis by EPA Method 8260 (VOHs only).

I need an estimated costs to include in a proposal to the FDEP.

Site Info:

Blue Ribbon Cleaners 160 South US Highway 17-92 Longwood, Florida 32750 ERIC_5462 (Former FAC #599500616)

As previously stated, the IDW transportation and disposal estimate should be for non hazardous waste. Please provide a Lump Sum Estimate for the pickup and disposal of one 5-gallon bucket, and an estimated cost for the pickup of a 30-gallon poly drum, if generated. Purge groundwater amounts will vary each quarter.

a. One 5-gallon bucket of purge water from well sampling (liquid)

b. One 30-gallon bucket of purge water from well sampling (liquid)

c. Please include transportation, disposal and preparation of the waste profiles and manifests in the cost estimate.

If you need additional analysis for the waste characterization, please indicate so in your response.

An email response by close of business on Tuesday, April 22, 2025, would be appreciated.
