Document Summary

This is a Task Assignment (TA) under Contract Number HW689 executed between the State of Florida Department of Environmental Protection (FDEP) and APTIM Environmental & Infrastructure, LLC. The task assignment is designated as TA Number DC009A and pertains to groundwater sampling and monitoring activities at the Blue Ribbon Cleaners site (ERIC_5462) located at 160 South Highway 17-92, Longwood, Seminole County, Florida. The Department Project Manager is Melissa Walsh, and the Contractor's Project Manager is Eric Kramer. The work is being performed under the Drycleaning Solvent Cleanup Program for the FDEP Waste Cleanup Section.

Under this task assignment, APTIM will conduct annual groundwater sampling from two monitoring wells (MW006 and MW009) and provide field documentation and laboratory analysis of samples using EPA Method 8260 for volatile organic halocarbons (VOHs). The scope includes depth-to-water measurements, sample collection using peristaltic pump methodology, laboratory analysis by a NELAP-certified facility, and preparation of a comprehensive Groundwater Sampling Report. The task assignment is structured as two subtasks: Subtask 1 addresses project management at a negotiated contract rate, and Subtask 2 covers annual groundwater reporting. IDW (Investigative Derived Waste) transportation and disposal have been procured from Erwin Remediation at a cost of $100.00 per drum. The total task assignment value is $7,401.11 on a fixed unit rate basis, with a deliverable due date of August 26, 2022, and a task completion date of October 31, 2022. Invoicing occurs upon submittal and approval of the Annual Groundwater Monitoring Field Documentation, Laboratory Report, and IDW Disposal Documentation.

Hello Ross:

I need an estimate to include in a proposal to pick-up and dispose of non-hazardous liquid which will be generated during the development and purging of a monitoring well at the following site:

Site Info:

Blue Ribbon Cleaners 160 South US Highway 17-92 Longwood, Florida 32750 ERIC_5462 (Former FAC #599500616) APTIM Project Number 2433003797

The former Blue Ribbon Cleaners operated as a full-service drycleaning facility beginning in 1982, when the shopping center was originally constructed and operated wet-to-dry machines from 1982 through 1998. The facility cleanup is under the Drycleaning Solvent Cleanup Program. The work is being performed for the FDEP Waste Cleanup Section.

As previously stated, the IDW transportation and disposal estimate is for non-hazardous waste. Please provide a Lump Sum Estimate, as the actual disposal count may vary from the estimate below

a. 1 drum of purge water from well sampling (liquid)

b. Please include transportation, disposal and preparation of the waste profiles and manifests in the cost estimate.

There is no analytical available now, but the proposal is for non-hazardous transportation and disposal. Characterization of the liquid IDW composite will be submitted for EPA Method 8260 (VOHs only).

If you need additional analysis for the waste characterization, please indicate so in your response.

I do not need a formal proposal, an email response by close of business on Monday, February 7, 2022, would be appreciated.

Please give me a call should you have any questions, Gregg

There is no analytical available now, but the proposal is for non-hazardous transportation and disposal. Characterization of the liquid IDW composite will be submitted for EPA Method 8260 (VOHs only).

If you need additional analysis for the waste characterization, please indicate so in your response.

I do not need a formal proposal, an email response by close of business on Monday, February 7, 2022, would be appreciated.

Please give me a call should you have any questions, Gregg

Hello Jonathan:

Proposed Scope of Work Blue Ribbon Cleaners Groundwater Sampling Task Assignment HW689 DC009A ERIC_5462 (Former FAC ID No. 599500616) APTIM Environmental & Infrastructure, Inc.

6/6/22

The former Blue Ribbon Cleaners facility is generally sampled on an annual basis but has not been sampled since 2020. The following proposed scope of work for Task Assignment (TA) DC009A is collection and sampling of groundwater samples from two

(2) monitoring wells.

The wells were selected in accordance with the FDEP recommendations of the Well Redevelopment and Sampling Report dated January 17, 2020, prepared for the Blue Ribbon Cleaners and approved by the FDEP on March 25, 2020. The following wells are recommended for annual sampling: MW006 and MW009. Monitoring well MW002 was eliminated from sampling by the FDEP based on the upgradient location and previous results being below target analytes over the past few years.

Prior to groundwater sample collection, depth to water measurements will be collected from all monitor wells. Groundwater samples from the monitoring wells will be collected in accordance with the FDEP Standard Operating Procedures for Field Activities utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument. The samples will be delivered to a NELAP Certified Laboratory for volatile organic halocarbons (VOHs) analysis by EPA Method 8260.

Purge water will be placed into a drum for storage onsite and future pickup and disposal.

Erwin Remediation was selected to provide IDW transportation and disposal, based on bids procured. The IDW sample will be analyzed by EPA Method 8260 for VOHs only for characterization of the waste.

A Groundwater Sampling Report will be provided summarizing the groundwater measurements and analytical results in tables, figures and text including conclusions and recommendations. APTIM recommends the following schedule:

Description Due Date

Collection of GW Samples 7/15/2022

Submit Groundwater Sampling Report 8/26/2022

Task Expiration Date 10/31/2022

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between APTIM Environmental & Infrastructure, LLC and Florida Department of Environmental Protection No. HW689 signed December 21, 2021. APTIM will begin the proposed scope of work upon written authorization.

Please call should you have any questions.
