Proposed Scope of Work Former Touch of Class Dry Cleaners Center West Plaza PARM Groundwater Sampling (3 Quarters) and Confirmation Soil Sampling Task Assignment DC010A ERIC_5417 (Former Facility No. 569800113) Aptim Environmental & Infrastructure, LLC June 6, 2022

The following proposed scope of work for Task Assignment (TA) DC010A is for the former Touch of Class Dry Cleaners site located in the Center West Plaza in Fort Pierce, Florida. The scope of work under Task Assignment DC010A includes continuation of Post Active Remediation Monitoring (PARM) groundwater sampling and the collection of confirmation soil samples. The proposed scope of work was designed by the FDEP and summarized in the Remedial Action Status Report and 2021 Annual Groundwater Sampling Report review memorandum dated February 1, 2022. Generally, the FDEP recommends continuation of PARM groundwater sampling for three quarters (Quarters 2 through 4), with the collection of confirmation soil samples during the initial site visit.

Subtask 2: Quarter 2 PARM and Confirmation Soil Sampling

One (1) hand-augered boring is recommended by the FDEP at the location of previously installed SB006.

Confirmation soil samples were recommended at the collection depths of 2 ft bls, 4 ft bls and 5 ft bls, based on the previous results at this location, which exceeded the leachability SCTL. It is also recommended that a sample be collected at the depth of 0.5 ft bls, as this sample was not previously collected due to an access issue (stage construction) at the time the sample collection was attempted.

Therefore, collectively, soil samples will be collected immediately adjacent to former soil boring SB006 at depths of 0.5 ft bls, 2 ft bls, 4 ft bls and 5 ft bls (above water table). The soil samples will be analyzed for VOHs by EPA Method 8260. Additional material will be collected from each sample depth in an Encore Sampler for possible synthetic precipitation leaching procedure (SPLP) extraction by EPA Method 1312 and leachate analysis by EPA Method 8260 for VOHs. The contingency costs associated with the SPLP extraction and leachate analysis are not included in the proposed scope of work and will be funded by approval of a Work Change Directive, if the analysis becomes necessary.

PARM Groundwater samples will be collected from three (3) shallow monitoring wells, including MW009, MW013 and MW016. Prior to groundwater sample collection, depth to water measurements will be collected from all the existing monitor wells. Groundwater samples from the three monitoring wells will be collected in accordance with the FDEP Standard Operating Procedures for Field Activities utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument. The samples will be delivered to a fixed laboratory for volatile organic halocarbons (VOHs) analysis by EPA Method 8260.

PARM Quarter 2 reporting will be limited to an electronic deliverable to include updated soil and groundwater tables and the laboratory report, as directed by the FDEP memorandum.

The second quarter purge water and decontamination fluids from the soil and groundwater sampling will be placed into a drum for storage onsite and future pickup and disposal. Erwin Remediation was selected to provide IDW transportation and disposal, based on bids procured recently at the Krause’s Laundry facility (attached), which is located approximately 1-mile from the former Touch of Class facility. An IDW sample will be analyzed by EPA Method 8260 for VOHs (only) to characterize the waste.

Subtask 3: Quarter 3 PARM

The collection of PARM groundwater samples will be continued from the recommended three (3) shallow monitoring wells MW009, MW013 and MW016. The samples will be delivered to a state certified laboratory for volatile organic halocarbons (VOHs) analysis by EPA Method 8260. Reporting will be limited to an electronic deliverable to include updated tables and the laboratory report for the third quarter results.

The third quarter purge water will be placed into a drum for storage onsite and future pickup and disposal.

The IDW sample will be analyzed for VOHs by EPA Method 8260 for characterization of the waste.

Subtask 4: Quarter 4 PARM and Annual Groundwater Reporting

The collection of PARM groundwater samples will be continued from the recommended shallow monitoring wells MW009, MW013 and MW016. The samples will be delivered to a certified laboratory for volatile organic halocarbons (VOHs) analysis by EPA Method 8260. The fourth quarter purge water will be placed into a drum for storage onsite and future pickup and disposal. The IDW sample will be analyzed for VOHs by EPA Method 8260 for characterization of the waste.

An Annual Groundwater Sampling Report will be provided summarizing the activities and groundwater results of the three quarterly groundwater sampling events, as well as the results from the confirmation soil sampling. If the soil and groundwater analytical results are favorable and below the GCTLs for the target analytes, the reporting will be restructured to include additional historical soil tables, figures and additional text in justification for a No Further Action proposal in accordance with Chapter 62-780, F.A.C.

The reporting will also include the requirements for a Site Rehabilitation Completion Report, thereby incorporating the additional components required for site closure, including rule compliance references to demonstrate site conditions justify a NFA proposal.

The review memorandum requests that the fourth quarterly sampling event in this Task Assignment be performed after December 7, 2022, which will be achieved with the below schedule. A copy of the memorandum is attached for reference. APTIM recommends the following schedule:

Description Due Date

PARM Q2 Groundwater Sampling (On or After) 9/19/2022

PARM Q4 Groundwater Sampling (On or After) 1/11/2023

PARM Q4 Annual GW Sampling and SRCR 2/24/2023

Task Expiration Date 4/28/2023

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between APTIM Environmental & Infrastructure, LLC and Florida Department of Environmental Protection No. HW689 signed December 21, 2021. APTIM will begin the proposed scope of work upon written authorization.
