About this file
This document is a Task Assignment Change Order (TACO #2) executed between the State of Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC (APTIM) for environmental remediation services at the Former Brantley Cleaners site (ERIC_5454) located at 924 West State Road 436, Altamonte Springs, Seminole County, Florida. The task assignment is issued under Contract HW689, with Nicole Knutson serving as the Department's Project Manager and Eric Kramer representing APTIM.
The change order modifies the original task assignment to provide cost reconciliation for a new soil vapor extraction (SVE) remedial system and authorizes additional vapor sample collection and analysis. Specifically, TACO #2 reconciles equipment costs where the actual invoice from ESD Waste 2 Water, Inc. for the new SVE system was $130,394.04 against an estimated cost of $131,541.38, resulting in a cost reduction of $1,147.34. However, the change order increases overall labor and analytical costs by $1,699.62 to account for six additional vapor samples in the first and second quarters using EPA Method TO-15 analysis. The amended total task value is $225,165.95, compared to the prior value of $223,466.33. The task assignment completion date remains February 27, 2026, with final deliverable deadlines including a Semi-Annual O&M Report due December 12, 2025. Utilities costs for electrical service through Duke Power remain at $10,170.00 for Quarters 1 and 2, and $9,720.00 for Quarters 3 and 4.

FROM: Nicole Knutson, Project Manager
SUBJECT: Negotiation Summary
HW689 DC016C-2
DATE: January 24, 2025
This Change Order reduces remedial system equipment costs and increases labor and analytical costs to account for the collection of additional vapor samples. The bid from ESD Waste 2 Water, Inc for fabrication and transportation of the remedial system was higher than the actual cost. The difference between the bid and the actual cost is $1,147.34.
The total task amount has increased by $1,699.62. The price prior to this Change Order was $223,466.33 and the Amended Price is $225,165.95. Aptim’s time, labor, and subcontractor costs for these activities have been reviewed and are appropriate. The level-of-effort and cost estimate are reasonable for the scope of services. Final deliverable due date remains December 12, 2025. Task completion date remains February 27, 2026.

Proposed Scope of Work
Former Brantley Cleaners
Task Assignment DC016C TACO #2
ERIC_5454 (Former Facility ID No. 599500158)
Aptim Environmental & Infrastructure, LLC (APTIM)
January 15, 2025
The following proposed Task Assignment Change Order (TACO) #2 for the former Brantley Cleaners facility provides modification of the scope of work authorized by DC016C, which funded procurement of a new remedial system, groundwater sampling and one year of Operation and
Maintenance (O&M) and reporting. This TACO provides for a cost reconciliation for the new remedial system and adds additional vapor sample collection and analysis.
Subtask 1 - Project Management This task includes project management activities associated with the completion of the remaining Subtasks and are automatically adjusted to scope revisions in accordance with Contract HW689.
Subtask 2 - Annual Groundwater Sampling
No changes proposed for this Subtask. The scope of work was completed in its entirety and invoiced.
Subtask 3 – Remedial System Replacement
Subtask 3 requires a cost reconciliation for the purchase of the SVE/AAI remedial system.
The bid estimate from ESD Waste 2 Water, Inc. (ESD W2W) for the new system (including fabrication, transportation, On-Site Startup Support and 7% sales tax) was $131,541.38.
However, the cumulative invoice amount provided by ESD W2W was $130,394.04 because ESD W2W charged a tax rate lower than 7%. The difference between the proposed cost and actual invoiced is $1,147.34.
No other scope or cost adjustments are proposed for this subtask.
Subtask 4 – Semi-Annual O&M Services and Reporting
As requested by the FDEP, APTIM is revising the vapor sampling to add six additional vapor sample analysis using modified TO15. The first quarter will collect one influent and effluent sample from each of the three zones for a total of six air samples. The purpose of collecting the effluent samples is because this site previously recovered significant contaminant vapor mass to be classified as a hazardous waste. Therefore, APTIM wants to ensure breakthrough of the granular activated carbon does not occur. At the end of the second quarter APTIM will collect influent vapor samples from each of the three zones and one effluent sample from the zone with the highest reported concentration from last quarter for a total of four samples.
Subtask 5: Utilities Quarter 1 & 2
This subtask is ongoing and no modifications to the scope of cost budget are proposed at this time.
Subtask 6 – 2nd Semi-Annual O&M Services and Reporting
Subtask 6 is being revised to add four additional vapor sample analysis using modified TO15. The third and fourth quarters will collect an influent sample from each of the three zones and one effluent sample from the zone previously reporting the highest concentration. The purpose of collecting the effluent samples is to ensure breakthrough of the granular activated carbon does not occur.
No further changes to this subtask are proposed.
Subtask 7: Utilities Quarter 3 & 4
This subtask has not been performed but no modifications to the scope of cost budget are proposed at this time.
Deliverable Submittals and Proposed Schedule: Due to the delayed delivery of the new remedial system APTIM proposes the revised schedule for project deliverables. Based on the proposed schedule Task Assignment DC016C will need to be extended too.
