Proposed Scope of Work Groundwater Monitoring House of Lorraine Valet Services Inc.

500 East Hallandale Beach Boulevard Hallandale Beach, Broward County, Florida 33009 Task Assignment DC0006B ERIC_4075 (Former Facility ID #069500422) Aptim Environmental & Infrastructure, LLC 3/17/2025

The following proposed Task Assignment DC006B is for continued groundwater monitoring and reporting. The scope of work was developed from discussions with the FDEP after consideration of abandonment of the existing recovery well was delayed until groundwater quality could be updated.

Subtask 2 – Groundwater Sampling:

This proposed scope of work includes the collection of depth-to-groundwater measurements from the 15 remaining House of Lorraine monitoring wells (MW001 through MW011 and MW015 through MW018), the recovery well RW001, and if accessible Mobil Station wells MW01M, MW1AM, MW08M, MW10M, MW11M. Monitoring wells MW012, MW013 and MW014 were destroyed during development of the former offsite parking area.

Following the collection of depth to groundwater measurements, eight (8) selected monitoring wells will be sampled for the presence of volatile organic halocarbons (VOHs). The proposed wells for sampling include MW001, MW003, MW010, MW019, MW020, MW021, MW1AM and the recovery well RW001 (at a depth of 34 ft bls). The samples will be submitted to a fixed base laboratory for analysis by EPA Method 8260 (VOHs only).

Investigation derived waste (IDW) generated during the groundwater sampling activities will be characterized by the collection of one liquid composite sample for analysis by EPA Method 8260 (VOHs only). Safety-Kleen has been selected to provide IDW transportation and disposal, based on bids procured for the IDW transportation and disposal.

Subtask 3 – Annual Groundwater Reporting:

An Annual Groundwater Sampling Report will be provided summarizing the collected groundwater measurements and analytical results in tables, figures and text including conclusions and recommendations.

Subtask - 4: Additional PFAS Sampling and Reporting During the collection of VOC groundwater samples, continued PFAS monitoring will be performed with the additional collection of PFAS samples from monitoring wells MW003, MW020 and RW001 (at a depth of 34 ft bls). The three (3) additional groundwater samples will be collected during the purging of the wells. One field regent blank utilizing laboratory provided PFAS-free DI water will also be collected for analysis.

The PFAS groundwater samples from the six wells will be collected in accordance with the Perfluorinated Compounds Field Sampling Protocols. The PFAS samples will be shipped to the Florida DEP Laboratory in Tallahassee, Florida, and analyzed for the presence of perfluorinated substances, by Method DEP SOP: LC-001-3, including PFOA and PFOS. The purge and decon water will also be placed in a DOT approved drum, and further characterized by the collection of an IDW sample for PFAS testing (also submitted to State Laboratory).

APTIM recommends the following schedule:

Description Due Date

Collection of Samples 5/30/2025

Submit Letter Report 7/18/2025

Task Expiration Date 8/31/2025

APTIM proposes to perform this scope of work in accordance with the terms and conditions of contract No. HW689 executed between Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.

Hello Craig:

I need an estimate to include in a proposal to pick-up and dispose of non-hazardous liquids and solids which will be generated during upcoming drilling, well removal, well installation and well development activities at the following site:

Here are the site specifics:

House of Lorraine Valet Services Inc (former) 500 East Hallandale Beach Boulevard Hallandale, Florida ERIC_4075 (Former FAC ID #069500422)

Please estimate the IDW transportation and disposal estimate is for non-hazardous waste. Please provide a Lump Sum Estimate per Drum, as the actual disposal count may vary from the estimate below:

a. 1 drum of purge/decon water (liquid)

b. 1 drum of soil/sand/mud (solid)

c. Please include transportation, disposal and preparation of the waste profiles and manifests in the cost estimate.

The former House of Lorraine Valet Services was accepted into the Drycleaning Solvent Cleanup Program in 1997 under FDEP Facility Identification Number 069500422. The work is being performed for the FDEP Waste Cleanup Section.

There is no analytical available now, but the proposal is for non-hazardous transportation and disposal. Please note that PFAS constituents have been previously identified in the groundwater beneath the former House of Lorraine Cleaners exceeding the FDEP Provisional GCTL.

Characterization of the IDW liquid and soil will both be sampled and submitted for analysis for EPA Method 8260 (VOHs only) and for PFAS constituents by method DEP SOP: LC-001-3 (FDEP Laboratory). If you need additional analysis for the waste characterization, please indicate so in your response.

I do not need a formal proposal, an email response by the end of Friday, August 16, 2024, would be appreciated.

Thank you, Gregg
