About this file

This document is a Task Assignment (TA) under Contract HW689 between the State of Florida Department of Environmental Protection (FDEP) and APTIM Environmental & Infrastructure, LLC. The task assignment authorizes work at the Former One Stop Cleaners site located at 3303 University Drive, Coral Springs, Broward County, Florida (Site ID ERIC_4123). The work is managed by Nicole Knutson for FDEP and Eric Kramer for APTIM, with a task completion date of July 24, 2026.

APTIM will provide remedial system operation and maintenance (O&M) services and groundwater monitoring for 12 months, including four quarters of SVE (soil vapor extraction) system operation, semi-annual and annual reporting, and groundwater sampling from designated monitoring wells. The total task value is $49,987.78, comprising $46,387.78 in fixed unit rate charges and $3,600.00 in cost reimbursement for utilities. Deliverables include quarterly O&M reports due on specified dates between July 2025 and May 2026, with invoicing tied to FDEP approval of each subtask. Erwin Remediation has been selected for IDW (investigation-derived waste) transportation and disposal. The scope excludes extensive system diagnostics and repairs, which will be estimated and funded separately as needed. Labor costs cover engineering, technician, designer, and technical publication specialist time; equipment includes expendables, O&M kits, and sampling supplies; laboratory costs cover VOC analysis and sample shipping; and subcontractor costs include electrical utility services and telemetry monitoring.

Proposed Scope of Work O&M Services & Groundwater Monitoring (12 months) Former One Stop Cleaners DC003D 3303 University Drive, Coral Springs, Broward County, FL 33065 Site ID No. ERIC_4123, Former FAC ID No. 069501160 Aptim Environmental & Infrastructure, LLC (APTIM) 4/30/25

This proposed scope of work is to provide remedial system operation and maintenance (O&M) services and groundwater monitoring activities for a period of 12 months at the former One Stop Cleaners site. Supplementing this scope outline are the Cost Estimate Form (CEF) and Level of Effort (LOE) that provides a project cost budget as Task Assignment DC003D. The proposed level of effort includes four quarters of O&M activities in support of SVE operation, annual groundwater monitoring and a semi-annual and annual report that documents the work.

Subtask 2: This task includes quarter #1 O&M services (April through June 2025) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (June 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.

Subtask 3: This task includes quarter #2 O&M services (July through September 2025) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (September 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.

Subtask 4: This task includes preparation of a semi-annual remedial system O&M report (April through September 2025) for two quarters of remedial system operation.

The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation.

Subtask 5: This task includes the estimated cost associated with providing electrical power to the remedial system for the first six (6) month period of operation in this Task Assignment. The annual cost for cellular telemetry for EOS Research is included in this quarter. In addition, Broward County requires an air license that has a two-year duration, so this cost is not included in the task assignment.

Subtask 6: This task includes quarterly O&M services (October through December 2025) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (December 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.

Subtask 7: This task includes quarterly O&M services (January through March 2026) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (March 2026) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.

In addition, this task includes annual groundwater sampling. The designated monitoring well set will remain the same as in previous years, originally based on the FDEP October 24, 2011, Deliverable Review Letter, and includes samples from multi-chambered well MS003 (from 11’, 23’, 38’, 50’ bls) and from monitoring wells MW007, MW012, MW016, MW028, and MW030. If additional wells are requested, prior to that time, based on data presented in the currently tasked annual report, the additional sampling will be incorporated into the sampling effort under a change order. Included in this subtask is IDW disposal. APTIM used a bid from a nearby site to select the lowest competent bid for this service and Erwin Remediation provided the lowest bid.

Subtask 8: This task includes the estimated cost associated with providing electrical power to the remedial system for the second six (6) month period of operation in this Task Assignment.

Subtask 9: Included in this subtask is preparation of an annual report that includes the second six months of SVE operation and maintenance, and annual groundwater sampling. The Annual Groundwater and O&M Report will be prepared summarizing the O&M data and groundwater monitoring data throughout the year of remedial system operation. The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation.

A schedule of the proposed O&M, groundwater sampling, and reporting activities follows:

Qtr. 1 O&M Reporting Due Date 7/15/25

Qtr. 2 O&M Reporting Due date 10/18/25

Semi-Annual O&M Report Due Date 11/15/25

Qtr. 3 O&M Reporting Due date 1/17/26

Qtr. 4 O&M Reporting Due date 4/18/26

Annual O&M Report Due date 5/23/26

TA completion Due Date 7/26/26

This proposed scope of work does not include extensive system diagnostics and repairs.

Required diagnostic and repair services will be estimated, approved and funded individually, as required and based on O&M findings.

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract No. HW689 that was executed December 21, 2021 between Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC. APTIM will begin the proposed scope of work upon written authorization. APTIM has an existing Access Agreement in place from the current site owner dated 7/2/99.
