Document Summary

This document is a Task Assignment Change Order (TACO #1) issued by the State of Florida Department of Environmental Protection (FDEP) to Aptim Environmental & Infrastructure, LLC under Contract HW689. The change order modifies Task Assignment BF01B for a Supplemental Site Assessment project at the U.S. 192 Solid Waste Management Facility (formerly Deseret Ranch) located in Melbourne, Brevard County, Florida. The services are being conducted using federal funds from the State & Tribal Response Program (SRP) cooperative agreement administered by FDEP on behalf of the U.S. Environmental Protection Agency (EPA).

The change order reflects a cost reduction of $115.68 due to the contractor's inability to locate and sample monitoring well MW041 during a December 13, 2022 sampling event. The total Task Assignment value decreased from $9,060.31 to $8,944.63, with reductions distributed across Project Management ($11.70) and SSA Activities ($103.99). The specific cost reductions resulted from decreased labor hours and laboratory analytical costs. Additionally, the completion date was extended 28 days from March 31, 2023 to April 28, 2023 to allow for report review, final approvals, and TACO processing. All invoicing is contingent upon FDEP approval of deliverables, which include the SSA Workplan and Health and Safety Plan, field documentation, and the final SSA Report with project management components. The work is funded through the SRP18 Grant (Project HW689) with a federal appropriation code of 101494.

SUBJECT: Negotiation Summary – SRP18 Grant Task Assignment (TA) Change Order #1 – TA BF01BC1 U.S. 192 Brevard Co. Solid Waste Management Facility (SWMF) Supplemental Sampling

This Task Assignment Change Order (TACO) is for a reduction in labor and lab costs associated with the contractor being unable to locate MW041 during a sampling event on December 13, 2022. This work was conducted at the U.S. 192 Brevard Co. SWMF site, formerly referred to as Deseret Ranch in Melbourne, Brevard County. The services under this task are being conducted using federal funds from the State & Tribal Response Program (SRP) cooperative agreement that is administered by the Department on behalf of the U.S. Environmental Protection Agency (EPA).

Subtask 1: Project Management The reduction in labor hours produced a decrease in Project Management. This change resulted in a cost actual decrease of $11.70.

Subtask 2: Site Specific QAPP / Workplan No cost changes were associated with this Subtask.

Subtask 3: SSA Activities There is a reduction in labor and lab costs due to Aptim being unable to locate and sample MW041. This change resulted in a cost decrease of $103.99.

Subtask 4: SSA Report No cost changes were associated with this Subtask.

Summary The Department’s SRP Contract Manager and Aptim’s Contract Manager have both agreed to the above changes. All changes noted above represent a total overall cost decrease of $115.69, as shown in the Cost Actual LOE. The changes were noted in the TACO Request received from Aptim on February 8, 2023. The final cost associated with this TA decreased from $9,060.31 to $8,944.63 (Excel rounding error noted on CP/LOE spreadsheet). Documentation of the changes is included in the attached TACO Request, Negotiation Summary – Task Assignment Change Order #1 TA BF01BC1 U.S. 192 Brevard Co. Solid Waste Management Facility (SWMF)

Proposed Scope of Work U.S. 192 Solid Waste Management Facility Former Deseret Ranch Supplemental Site Assessment Task Assignment BF01B TACO #1 ERIC_7391 (Former COM_312749) Aptim Environmental & Infrastructure, LLC February 8, 2023

The following Task Assignment Change Order (TACO) for the former Deseret Ranch and future U.S. 192 Brevard County Solid Waste Management Facility, located in Melbourne, Brevard County, Florida has been prepared to remove the costs associated with the field personnel being unable to locate and sample MW-41 while onsite. The TACO #1 removes the sampling and analytical costs associated with that well.

Subtask 3: SSA Field Activities:

Subtask 3 includes the collection of groundwater samples from monitoring wells MW018, MW028, MW031, MW041 and MW042. However, upon arrival for groundwater sampling on December 13, 2022, monitoring well MW041 was not located and could not be sampled. As previously reported, the site appeared to have been cleared, likely by a tractor or skid steer brush cutter. For that reason, many of the wells could not be located and the stakes and flags placed at all the well locations were missing, making location of the wells difficult.

TACO #1 removes the associated sampling labor and analytical costs for the well (MW041) that was not located and therefore, not sampled.

Field activities have been completed and the report has been submitted to the FDEP for review.

However, a 30-day extension to the BF01B TA Completion Date (March 31, 2023) is requested to allow for report review and final approvals, as well as processing the TACO. The extension would change the TA Completion date to April 28, 2023.

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract No. HW689executed between Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
