About this file
Document Summary
This document set consists of Task Assignment Change Order (TACO) #2 and associated materials for Contract HW689 between the State of Florida Department of Environmental Protection (FDEP) and APTIM Environmental & Infrastructure, LLC. The TACO amends the original Task Assignment DC024C for environmental site assessment work at the former Southgate Cleaners facility located at 5317 U.S. Highway 19 in New Port Richey, Pasco County, Florida (ERIC_5228, Facility No. 519500354). The primary parties are the FDEP (represented by Project Manager Nicole Knutson) and APTIM (represented by Project Manager Eric Kramer), with subcontractors including GW Protection, Survtech Solutions, Site Lines, Atlantic Supply, and Erwin Remediation.
The scope of work includes Modified Active Gas (MAGS) sampling, soil sampling, Direct Push Technology (DPT) groundwater sampling, well installations, and site assessment reporting. TACO #2 reduces the total task value from $103,952.56 to $87,048.45, representing a cost reduction of $16,904.11, primarily due to site access limitations at Pet Supermarket, reduced well monitoring locations per FDEP request, field conditions including shallow water table and limestone layer, and adjustments to actual subcontracted costs. The contract spans six subtasks: Project Management, Preliminary Site Activities and MAGS, Soil and Groundwater Field Activities, Final Well Installations, Reporting, and PFAS Additional Groundwater Sampling. The task completion date was extended from July 18, 2025 to September 19, 2025 (63 days extension) to allow for disposal activities and FDEP review. Invoice milestones are tied to FDEP approval of deliverables including field notes, boring logs, and the final Site Assessment Report.

SUBJECT: Negotiation Summary
HW689 DC024C-2
DATE: June 9, 2025
This Change Order reduces labor hours, drilling costs, and sampling costs. One MAGS well location was removed from the SOW due to site access issues with Pet Supermarket. Additionally, the final number of monitoring wells was reduced per DEP’s request. While in the field, samplers encountered a shallow water table which prevented soil samples from being collected at depth. Further, DPT groundwater sampling was limited due to the presence of a shallow unit of limestone.
PFAS-related costs were moved from Subtask 4 to Subtask 6.
Negotiations between APTIM and The Department resulted in a cost reduction of ($3,360.07). The total number of labor hours was reduced from 495 to 453.
Total task amount has reduced by ($16,904.11). The amount of the previous TACO was $103,952.56, and the amended price is $87,048.45. APTIM’s time, labor, and subcontractor costs for these activities have been reviewed and are appropriate. The level-of-effort and cost estimate are reasonable for the scope of services. Final deliverable due date has been extended from May 15, 2025 to June 6, 2025.
Task completion date has been extended from July 18, 2025 to September 19, 2025.

Proposed Scope of Work Southgate Cleaners (Former) 5317 U.S. Highway 19 (Currently 5325 U.S. Hwy 19) New Port Richey, Pasco County, FL 34652 Site Assessment and Reporting Task Assignment DC024C TACO #2 ERIC_5228 (Former Facility No. 519500354) Aptim Environmental & Infrastructure, LLC June 5, 2025
The following proposed scope of work for DC024C TACO #1 is to reconcile the SAR Task Assignment (TA) for the former Southgate Cleaners site located in New Port Richey, Pasco County, Florida.
Subtask 1-Project Management Project management hours are calculated based on the labor hours proposed in the scope of work.
Subtask 2-Preliminary Site Activities and Modified Active Gas Sampling Subtask 2 reduces the number of soil analytical samples collected during the MAGS testing, as the water table was encountered shallower than the proposed sample depths. In addition, one MAGS location, which would have been located within the Pet Supermarket store was not installed because access to the interior of the store was not granted by corporate Pet Supermarket. The MAGS vapor sample associated with the location not installed has also been removed. Labor associated with the collection of the MAGS soil samples, well installation and testing have also been removed. In addition, expenses for hotel and per diem were reduced to the actual costs for the travel. The number of Encore Samplers collected were also reduced to the actual number used.
Subtask 3-Soil Sampling & GW DPT Sampling Field Activities Subtask 3 reduces the number of DPT groundwater samples collected. During the DPT groundwater sampling activities, a shallow continuous limestone was encountered across the site that limited the depths groundwater samples could be collected. This Subtask removes soil samples that were not collected, either due to the shallow depth to groundwater, or because the soil boring sample location was proposed within the building. The associated Encore Samplers used were also reduced. Labor associated with the collection of the boring soil samples and DPT groundwater samples have also been removed. In addition, Subtask 3 removes hotel and per diem costs that were not required during the scope of work. Lastly, the drilling costs were adjusted slightly to the actual subcontracted costs.
Subtask 4-Well Installations At the request of the FDEP, the final number of wells installed was reduced, and drilling activities were reduced from two to one day onsite. Labor, travel costs, and equipment for the second day have been removed. The costs associated with the vehicle was not reduced as the weekly rate is the same as 4 vehicles, therefore the cost does not change. The groundwater samples for the wells not installed have been removed from the Subtask. Purge groundwater was placed into the drilling decon drum onsite, therefore an additional drum for the sampling IDW was not required and has been removed. Lastly, the drilling costs have been adjusted to the actual subcontracted costs, and the number of IDW drums generated have been adjusted to the actual number staged for disposal.
Additionally, costs associated with the collection of PFAS samples at the site were removed from Subtask 4 to a new Subtask (Subtask 6) to separate the charges.
Subtask 5-Reporting: No Changes
Subtask 6-Additional PFAS Groundwater Sampling Subtask 6 was created to separate the costs associated with the collection of PFAS samples from the conventional sampling for drycleaning solvents. Additionally, the costs associated with the collection of PFAS samples were reduced, since the samples were able to be collected during the volatile sampling effort.
The current Task Completion date is currently July 18, 2025. To allow for IDW pickup and disposal, and reporting for the PFAS samples also collected (not received, to date), a 60-day extension is requested, placing the completion date to September 19, 2025. The extension would also allow for FDEP review and approval of the report.
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between APTIM Environmental & Infrastructure, LLC and Florida Department of Environmental Protection No. HW689. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
