Task Assignment Summary

This document is a Task Assignment (TA) issued by the Florida Department of Environmental Protection (FDEP) to APTIM Environmental & Infrastructure, LLC for environmental remediation services at Krause's Coin Laundry and Drycleaning, located at 2049 U.S. Highway 1 South, Fort Pierce, Florida (Facility ID: ERIC_5411). The TA was executed on April 1, 2024, under the underlying Contract Number HW689 between FDEP and APTIM, dated December 21, 2021. Key personnel include Nicole Knutson as the Department Project Manager and Eric Kramer as APTIM's Project Manager.

The scope of work encompasses installation of a soil vapor extraction (SVE) system at the site and operation of the system for one month, as detailed in APTIM's March 11, 2024 proposal. The total TA value is $213,039.89, consisting of $212,389.89 in fixed price work and $650.00 for utilities (FPL electrical service and handling fees). The work is divided into four subtasks: project management, SVE system installation including trenching and well construction, system startup and first-month operations with vapor sampling and reporting, and one month of utility costs. Installation commenced with a construction completion target of April 26, 2024, startup and construction completion reporting due June 28, 2024, and full task completion by September 13, 2024. Labor costs total $212,389.89 and include 727 hours of staff time across multiple disciplines, vehicle rentals, per diem expenses, subcontractor services (concrete, electrical, equipment rental), laboratory analysis, and equipment purchases including the SVE remedial system, piping, instrumentation, and fencing materials.

Proposed Scope of Work Krause’s Coin Laundry and Drycleaning SVE Installation and Startup Proposal Task Assignment DC08B ERIC_5411 (Former FAC ID No. 569501010) APTIM Environmental & Infrastructure, LLC (APTIM) March 11, 2024

The following proposed scope of work for the former Krause’s Coil Laundry and Drycleaning site, located in Ft Pierce, Florida, was prepared for the installation and startup of the SVE Remediation System described in the Interim Source Removal Plan dated August 20, 2021, which was approved on September 14, 2021, by the FDEP. This LOE also includes remedial system operation and maintenance (O&M) for the first month of operation. Portions of the work described herein were completed under TA DC08A; however, delays in remedial system fabrication and permitting prevented completion of the work before the task assignment expired. This TA uses the labor rates, material and vender costs used on DC08A where not modified by work change directives. In addition, costs associated with other unknow scope items not included in the previous TA are included.

Subtask - 1: Project Management This task includes project management activities associated with the completion of Subtasks 2 through 4, as calculated in accordance with Contract HW689.

Subtask 2: SVE System Installation

This Subtask includes the installation of a SVE remedial system as approved in the ISR plan. Installation of the remedial system will include fabrication of a new SVE remedial system that will be constructed in a shed mounted on a framed skid. The fabrication time for this remedial system required 14 weeks, which is sufficient time to allow a new tenant to move into the former Krause’s Coil Laundry space. Therefore, APTIM proposes to construct the remedial system with the exception of connecting power and piping to the remedial system. This plan will reduce costs since the Krause space is currently vacant which allows a faster construction schedule. However, a new tenant now occupies the adjacent space to the south which has three SVE wells. APTIM proposes to complete construction in the Krause space the first week of construction and then move to the adjacent tenant the following week. This will allow construction in this space to be rapidly completed; however, work may have to be performed at night so APTIM will coordinate with the tenant and inform FDEP of the schedule. The SVE wells will be installed using hand augers and all conveyance piping will be placed within the trenches that will rout the pipes outside the doors and over to the proposed remedial system location. Electrical service has been coordinated with Ft Pierce Utility Authority (FPUA); however, a permit application has not been submitted. Power will be obtained by connection to a transformer located northwest of the remedial shed location.

APTIM will re-mobilize to the site when fabrication of the new SVE system is complete, and the unit is delivered to the site. At that time the electrician will complete the connections and the system will be tested for operation. APTIM will commence Startup, at that time, and ensure the system is fully operational.

Subtask 3: System Startup & Operation

Included in this Subtask is the remedial system startup and operation of the system for the first month.

System vapor sampling will be performed as described in the approved ISR report. Reporting will include documentation of construction completion, startup testing and the results of the initial month of operation.

The SVE system installation Construction Completion, SVE Startup Report will be prepared summarizing system operation, testing and groundwater monitoring data.

Subtask 4: Utilities One Month

This Subtask incorporates the estimated cost to providing power and telemetry services for the system for the initial month of operation.

APTIM proposes the following project schedule, which incorporates the estimated duration for remedial system fabrication.

Initial Construction Completion construction documentation submittal

April 26, 2024

New SVE connected & operational April 26, 2024

SVE Startup & Construction Completion Report June 28, 2024

Task Completion Date September 13, 2024

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the Contract between the Florida Department of Environmental Protection and APTIM dated December 21, 2021 (DEP Contract No. HW689). APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
