TO: HW687 Contract File FROM: Dean Cox, Contract Manager SUBJECT: DC011B SVE Methane Mitigation O&M – 60 Minute Cleaners ERIC_4806
DATE: 10/18/2022
This task assignment (TA) authorizes costs for SVE system restart and O&M (6 months) based on the Terracon proposal letter dated 8/29/22 and cost estimate dated 10/14/22.
The cost of this TA is $10,673.02 and $3000 of this is cost reimbursement. The cost of this TA was negotiated. The cost is reduced by $167.50 (2%) from the original proposal.
This SVE system was shutdown in early 2022 when the contractor changed. A groundwater sampling event was subsequently completed, and dissolved methane concentrations indicated ongoing operation of the system was needed. The site groundwater has moderate COC concentrations, is in annual PARM, and will next be sampled in 2023 for COCs and methane. This drycleaner is active. The site access agreement was confirmed current/accurate.

Task Assignment HW687 DC011B Terracon Proposal No. H1227521
Dear Mr. Cox:
Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Program to perform the following scope of services. A July 27, 2022, Groundwater Monitoring Report review letter prepared by Robert Huckaby, P.E., recommended restarting the SVE system for methane mitigation.
Scope of Services
PreTask planning, update HASP for O&M, prepare O&M checklist and equipment inventory checklist;
Initial site visit, including start of electrical service, inventory and evaluate system, and start SVE system;
Perform 1st Quarter visit, optimize system operation, record system measurements, perform wellhead LEL and VOC measurements at 11 wells (MW001, MW024, MW100, MW102, MW103, MW104, IW-10S, IW-10D, IW-5, IW-6, IW-8);
Allow system to continue operation for the next 2 months;
Perform 2nd Quarter visit, optimize system operation, record system measurements, perform wellhead LEL and VOC measurements at 11 wells;
Allow system to continue operation for the next 2 months;
Submit an email summary each quarter to include O&M checklist, field notes, operational tables, remedial system and maintenance evaluation and recommendations.
(Note: Remedial systems that we inherited from TetraTech do not have a telemetry system, so we will not be aware if a system shutdown occurs.)
See LOE for details.
Proposal for SVE Operation for Methane Mitigation 60 Minute Cleaners, ERIC_4806 ■ Vero Beach, FL August 29, 2022 ■ Terracon Proposal No. H1227521
Schedule
Deliverable to include an email summary within 20 business days following each O&M quarterly visit.
Compensation
See attached CEF for details.
BASIS FOR SCOPE OF SERVICES
The Soil Vapor Extraction (SVE) system was restarted by TetraTech in November of 2018 for fugitive methane control due to elevated dissolved methane concentrations following a biostimulation groundwater injection event, as measured during the annual groundwater sampling activities. The December 2020 O&M documented the system with downtime and a request was made for troubleshooting and repairs. It is understood that the SVE system was shut down at the end of March 2022.
The latest post-remedial groundwater samples, collected in June 2022, confirmed the presence of methane at levels greater than 10,000 µg/L in groundwater samples collected from several monitoring wells. A July 27, 2022, Groundwater Monitoring Report review letter prepared by Robert Huckaby, P.E., recommended restarting the SVE system for methane mitigation.
CLOSING REMARKS
Terracon services will be conducted in accordance with the terms and conditions, contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.
We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 813-221-0050.
Sincerely, Terracon Consultants, Inc.
