Task Assignment HW687 Terracon Proposal No. PHB257038

Dear Mr. Sostre:

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Program (WCP) to conduct a Modified Active Gas Survey (MAGS) for Village Cleaners (ERIC_5205) located at 2100 45th Street, West Palm Beach, Florida. The objective of the proposed MAGS is to evaluate the potential presence and recovery of contaminant mass beyond the radius of the existing SVE well network. This topic was discussed in the PRAC meeting with the FDEP in May 2025 and it was suspected that SVE coverage was not adequate or there may be a mass that has not been identified further east contributing to the reported PCE exceedances in soil gas sampling at VEW-2.

Scope of Services

Subtask 1. Project Management Subtask 2.

MAGS Investigation to include installation of three 2-inch diameter MAGS wells, OVA screening of soils, and collection of soil samples for VOH analysis.

Subtask 3. Investigation Derived Waste (IDW) Management Subtask 4. Preparation of a Letter Report

See attached LOE for details

Schedule Submit a Letter Report of on-site activities within 30 business days following receipt of laboratory results.

Compensation See attached CEF for details.

Proposal for Soil Investigation and MAGS Testing Village Cleaners, ERIC_5205 Vero Beach, FL September 16, 2025 Terracon Proposal No. PHB247048

SCOPE OF SERVICES

Subtask 1 – Project Management

Shawn Ouellette, will serve as the Project Manager during field investigation. Donna Cline Senior Engineer and Mike Mui, Senior Engineer will be involved throughout the project, serving as subject matter experts.

Subtask 2 – Groundwater Sampling, Soil Sampling, and Modified Active Gas Survey

Pre-Task Planning will be performed to prepare for field investigations. Terracon will prepare a site-specific health and safety plan.

Modified Active Gas Survey (MAGS)

The objective of the proposed MAGS is to evaluate the potential presence and recovery of contaminant mass beyond the radius of the existing SVE well network. This topic was discussed in the PRAC meeting with the FDEP in May 2025 and it was suspected that SVE coverage was not adequate or there may be a mass that has not been identified further east contributing to the continued reported PCE exceedances in soil gas sampling at VEW-2.

Terracon proposes to install three MAGS wells at the former Village Cleaners site. The proposed MAGS well locations, subject to field adjustments (e.g., physical obstructions, utilities), were based on recent soil gas analytical data and an estimated 20-foot radius of influence, as illustrated on the attached Exhibit 1. We are proposing to install in the vicinity of VEW-2 to determine if there may be additional contributing source adjacent or nearby to the assumed former dry-clean machine location.

Terracon will self-perform the concrete coring and MAGS well installation activities. Each MAGS well will be installed to a total depth of 6.5 feet bgs, subject to field adjustments (e.g., depth to water at the time of drilling, subsurface obstructions); and will be constructed with a 5.5-foot section of Schedule 40 PVC, 2-inch diameter, 0.020 slotted screen, flush-threaded to a 1-foot section of PVC riser. The MAGS wells will be filter packed with 6/20 sand to 1 feet bgs, followed by a thin layer of fine sand, then a cement grout seal to about 4 inches bgs. The MAGS wells will be completed with a flush-mounted, brass, threaded cleanout plug or boltdown manhole to facilitate potential future use as an SVE well or vapor monitoring point.

Terracon will collect soil samples via hand-auger at the five proposed MAGS locations. Discrete soil samples will be collected from 0.5, 2, 4, and 6 ft bgs for photoionization detector (PID) screening and laboratory analysis.

Terracon personnel will conduct the proposed MAGS by utilizing a regenerative blower connected to a portable power generator. A wellhead assembly will be connected to one MAGS well at a time to apply the system vacuum and allow for vacuum, air flow rate, temperature, and PID measurements. Vacuum influence will be measured from the other MAGS wells and possibly from shallow monitoring wells during each test.

A vacuum step test will be conducted at the first MAGS point, beginning with a lower applied vacuum, then increasing the vacuum to identify an optimal vacuum to use as a default starting point for the remaining tests. The intent is to maximize air flow rate and ROI while minimizing excessive water entrainment. Based on the anticipated lithology, depth to water, and historical SVE operating data, we

September 16, 2025 Terracon Proposal No. PHB247048 anticipate conducting the step tests with well head vacuums set at approximately 6, 12, and 18 inches of water.

Each MAGS test will be conducted for approximately 30 to 60 minutes. One soil gas (air) sample will be collected at the end of each MAGS test. A minimum of one pore volume will be purged prior to sampling if possible (i.e., duration of each test not to exceed 60 minutes). Each air sample will be collected in a Summa canister and submitted to Eurofins Environment Testing for Volatile Organic Compound analysis by EPA Method TO-15.

Subtask 3 – Investigation Derived Waste

Decontamination activities will take place at a designated staging and laydown area. The soil cuttings and water IDW will be containerized in 55-gallon drums and staged on-Site at a designated location. It is estimated that 2 drums of IDW will be generated in Subtask 2. The transportation and disposal costs for the drums are included under Subtask 3.

Terracon recommends subcontracting Erwin Remediation, Inc. (Erwin) for IDW transportation and disposal. Terracon will provide oversight of the IDW pickup, and sign waste manifests as an agent of

FDEP.

Subtask 4 – Letter Report

Terracon will prepare a Letter Report that will detail and summarize the MAGS activities, field observations, and laboratory analytical results for the soil, and soil gas samples. The Letter Report will include exhibits with analytical concentrations, summary data tables, conclusions, and recommendations.

SCHEDULE

It is estimated that the drilling activities may be completed within 20 business days of task authorization.

Daily updates of activities will be uploaded within 48 hours to the Terracon Compass website to allow FDEP access to field documents; analytical results will be posted upon receipt from the laboratory.

Terracon anticipates submitting the deliverable activities within 30 business days of receipt of analytical results.

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.

We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 561-494-7052

Trinity performs geophysical services as outlined by the American Society of Civil Engineer’s (ASCE) 38-02, Standard Guideline for the Collec on and Depic on of Exis ng Subsurface U lity Data. Geophysical services are categorized as Quality Level B data which is defined by the Standard as providing the “approximate horizontal posiƟon of subsurface uƟliƟes.” Any uƟlity or mark within four feet (4’) of any type of excavaƟon, cut, surface disturbance, etc… must be exposed via hand digging or vacuum excavaƟon to determine/confirm the actual uƟlity type, orientaƟon, depth, number, condiƟon and size. There are several factors that affect the ability to designate the locaƟon of subsurface features and as such Trinity strives to minimize, but cannot eliminate, issues associated with excavaƟon acƟviƟes. MulƟple types of equipment are used for every scope of work with the goal of confirming findings with mulƟple scans. Several factors may limit the ability of a facility to be designated and are listed below. The inability to remediate the below may result with incomplete/parƟal subsurface data

Limita ons

UƟlity composiƟon, size, construcƟon, and depth.

Soil saturaƟon / dielectric properƟes.

Access to uƟliƟes either via building or uƟlity structure, such as a manhole, cleanout, uƟlity box, etc.

UƟlity / metallic congesƟon both above and below the surface.

Availability of uƟlity records and drawings.

Site access

WarranƟes and Remedies Trinity has several levels of redundancy built into our process to maximize confidence levels when designaƟng uƟliƟes.

However, the technology does not currently exist to account for all subsurface features. As such, should an issue arise Trinity requires noƟficaƟon promptly aŌer the site has been contained and allowed site access prior to completed repairs and restoraƟon. An internal invesƟgaƟon will be completed to determine root cause. Trinity cannot accept any responsibility for damages, lost Ɵme or the like because of site or technology limits or limitaƟons listed above. If it is determined that Trinity is responsible for any damages Trinity will contract and manage the necessary repairs but will not pay excessive costs due to excessive work. Field markings will fade with Ɵme and with exposure to weather. It is the responsibility of the Client to maintain the field markings at the Ɵme of Trinity’s departure from the site. Performing intrusive work based on sketches or faded marks is not recommended and Trinity will not be responsible for damages associated with such. If marks show sign of wear or field condiƟons do not match field documentaƟon Trinity recommends a remark.

LimitaƟon of Liability The total liability of Trinity to Client from any cause whatsoever, will be limited to the lesser of Client’s actual damages or the Project price paid to Trinity for those Services and Deliverables in a Project that are the subject of Client’s claim. In no event will either party be liable for SPECIAL, INDIRECT, CONSEQUENTIAL, OR INCIDENTAL DAMAGES, including but not limited to loss of profits, revenues, data or power, damage to or loss of the use of products, damage to property, claims of third parƟes, including personal injury or death, suffered as a result of provision of Services or use of Deliverables.

Time for Claims. All claims against Trinity must be brought within fiŌeen (15) calendar days aŌer the cause of acƟon arises and Client waives any statute of limitaƟons which might apply by operaƟon of law or otherwise.

IndemnificaƟon Trinity agrees, to the extent permiƩed by law, to indemnify and hold harmless but shall have no obligaƟon to defend the Client and its officers, directors, and employees (collecƟvely “Client”) from and against liability for damages to the extent actually caused by the negligent acts, errors or omissions of Trinity and its subconsultants, or anyone for whom the Trinity is legally liable, in the performance of professional services under this Agreement. Client agrees, to the extent permiƩed by law, to indemnify and hold harmless but shall have no obligaƟon to defend the Trinity and its officers, directors, employees and subconsultants (collecƟvely “Trinity”) from and against liability for damages to the actually extent caused by the negligent acts, errors or omissions of Client and its contractors, subcontractors, consultants, or anyone for whom Client is legally liable, in connecƟon with this Agreement. Neither Client nor Trinity shall be obligated to indemnify the other party in any manner whatsoever for the other party's own negligence or for the negligence of others.

Publicity Client hereby agrees to permit Trinity to use Client’s company name and logo as well as pictures of work on all media sources including but not limited to; website, brochures, flyers, social media, etc. For ongoing acƟve construcƟon projects under the control of the Client, Client agrees to allow Trinity to furnish signs or banners describing the work performed by Trinity on the site.

Payment Terms & Acceptance Unless otherwise noted payment, terms are Net 30 days from date of invoice. Payments received aŌer the due date will be subject to a 1.5% monthly late fee. Any Purchase Orders or Contracts provided by the client confirm acceptance of these terms. “Paid when paid” contracts may be approved but are subject to a 15% holding fee. No payment may exceed 90 days regardless of terms.

Ms. Rachael Greller Terracon 1675 Lee Road Winter Park, FL 32789

Subject: Proposal to Perform a Utility Designation Study Waste Cleanup Program , Florida GeoView Proposal Number: 10467p

Ms. Greller, The purpose of this letter is to transmit a proposal to complete a geophysical investigation at the subject site. This proposal is in response to your request for proposal made during your recent conversations with our office. GeoView, Inc.

appreciates the opportunity to provide our services on this project. We look forward to hearing from you soon.

Sincerely, GEOVIEW, INC.

Christopher Taylor, P.G.

Vice President Florida Professional Geologist Number 2256 Enclosure

Proposal This document shall serve as a proposal for work to be performed by

GeoView, Inc. for Terracon.

Description of Site

The project is referred to as the Waste Cleanup Program and will be located at various sites throughout Florida. The purpose of the geophysical survey will be to determine the location of underground within designated areas of the project sites.

Scope of Work The geophysical survey will be conducted using ground penetrating radar

(GPR) and conventional electromagnetic (EM) pipe and cable locators. The GPR survey will be conducted using either a Mala and/or a GSSI GPR system. The appropriate GPR antenna configuration and time range and processing parameters will be determined in the field by the project manager.

The EM survey will be performed using a Radiodetection RD (8000, 8100 or 8200) system. As appropriate, the EM survey will be conducted using both passive and active modes. The passive mode is used to find cables and conduits carrying live power (50-60 Hz) and communication (29-33Hz) signals. For the active mode survey, a current is transmitted directly or broadcast into using electromagnetic induction a metal pipe or conduit and the path of the pipe/conduit is identified by following the signal with a portable receiver. The active mode is used to trace out cast iron pipes, metal water and sewer lines, utilities that have trace wires, and inactive power and communication lines.

Based on information provided by Terracon, it does not appear that the work at any of the sites will require MOT (traffic calming efforts). This proposal does not include the costs for the design or implementation of an MOT program.

If requested GeoView can provide vacuum excavation services to determine the exact horizontal location, depth, outside diameters and material type of specific underground utilities of any utilities identified at the project site. The vacuum excavation will be performed using the Vermeer CV573GT vacuum excavation system. It is noted that the vacuum excavation equipment used by GeoView can only identify utilities above the water table or to a maximum depth of 7 to 8 ft in unconsolidated soils. It will not be possible to confirm (using vacuum excavation) the presence, location or depth of utilities that are located below these depths or in consolidated soil/rock. This proposal does not include the vacuum exaction services.

Presentation of Results The location and estimated depths of underground utilities or any other identified structures shall be indicated on the ground surface using spray paint or other methods as specified by Terracon. No report shall be prepared.

Compensation Cost to complete the survey will be be based on a ½ and full day rates with additional mobilization charges to certain regions of the state.

½ day rate: $900 Full day rate: $1300 Additional Mobilization charges o Near Tampa, Orlando, Ocala, Jacksonville and Miami: $0 o Tallahassee Area: $500 o Pensacola Area: $1000 o Naples Area: $400 o Florida Keys: $500
