Negotiation Summary

TO: HW687 Contract File FROM: Dean Cox, Contract Manager SUBJECT: DC003B Vick’s Cleaners Groundwater Monitoring and Well Installation

DATE: 11/13/2023

This TA authorizes costs for site groundwater (GW) monitoring, including monitor well sampling and installation of a monitor well. The total cost of this TA is $9,185.53 at fixed unit rate. This TA was negotiated - the total cost is $2,091.84 or 19% less than originally proposed. Site access was confirmed.

The WSCS PG approved the scope of this TA after meeting with the PM. A soil excavation ISR was completed in 2001, two chem-ox injection events were completed in 2005 and 2006, and SVE was run from 2010-2015. Onsite monitor well data was all below GCTLs in 2022. But an offsite well in the ROW across the street had been destroyed and PCE had been slightly above the GCTL in 2018, so this well is being reinstalled and will be sampled as part of this groundwater monitoring event. The biennial groundwater monitoring schedule has been truncated considering the groundwater may be below GCTLs.

Proposal for Supplemental Site Assessment

Vicks Cleaners, ERIC_4650 ■ Pensacola, FL

June 22, 2023 ■ Terracon Proposal No. PHF227090

SITE RECOMMENDATIONS

Recent site assessment activities were conducted in by Terracon on May 5, 2022. Nine monitoring wells (MW023, MW029, MW030A, MW033, MW034, MW035, MW036, MW037, MW038) were sampled on May 5, 2022 for drycleaning COIs. Monitoring well MW039 could not be located and is believed to have been destroyed due to recent road expansion construction. The groundwater flow direction was towards the northeast and the groundwater samples collected from the monitoring wells were below their respective FDEP groundwater cleanup target levels.

Terracon recommends collecting water levels from six (6) monitoring wells. Terracon recommends sampling three existing monitoring wells (MW026, MW033, and MW035) and one (1) replacement monitoring well (MW039R) for VOH (short list) analysis. An additional round of sampling of these existing monitoring wells and replacement monitoring well sampling will provide quality data as to the offsite migration of the previously identified contaminant plume.

Terracon will request Escambia County/FDOT right-of-way access. Following Escambia County/FDEP review of ROW permit application, Terracon will submit a Work Direct Change to the DSCP to obtain a

Maintenance of Traffic Plan to include FDOT right of way traffic barricades. Replacement monitoring well MW039R will be constructed of 1-inch diameter polyvinyl chloride (PVC) with 29-feet of PVC riser and 5-feet of 0.01-inch slotted screen and completed with an 8-inch flush-mounted manhole and concrete pad. Singley Environmental provided the lowest well installation bid, and Terracon confirmed the 2022 bid from Walker-Hill Environmental is still valid. Following well installation, the top-of-casing elevation will be surveyed to an existing known well elevation.

DELIVERABLES

The Supplemental Site Assessment report will detail and summarize the replacement well installation and groundwater sampling activities, field observations, and results of monitoring well analysis and will include updates to the site’s historical data tables and updated exhibits of groundwater flow and well concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities should the results indicate the onsite and previously identified offsite plume is nearing eligibility for Risk Management Option (RMO) I closure.

SCHEDULE

It is estimated that the wells could be sampled within two weeks from TA authorization and report issued within 20 business days of receipt of analytical data.

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions, contained within DEP

Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.

Re: Non-Hazardous Drum Disposal of Dry-Cleaning Solvents Impacted Materials

Ms. Greller:

The price for the transportation and disposal (T&D) of 55-gallon drum of non-hazardous soil and water impacted with dry-cleaning solvents is $110.00 per drum.

The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.

A single False Mobilization fee will apply if our driver is not able to locate a drum on site.

There is no charge for manifesting onsite, subject to change. Prior notice will be sent to Terracon for any pricing change and will only be applied upon agreement between both parties.
