Dear Mr. Sostre:

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to Florida Department of Environmental Program (FDEP) Waste Cleanup Section to conduct Post Active Remediation Monitoring (PARM) and Soil Vapor Extraction System Demobilization and Dismantling and Reporting of these tasks at Fountain Cleaners (ERIC_5118) located at 4602 Jog Road, Greenacres, Palm Beach County, Florida.

Scope of Services

Field task planning, mobilize to site, perform quarterly groundwater sampling and laboratory analysis of four monitoring wells [MW002R, MW004S (upgradient), MW007S and MW007D (downgradient)] for VOHs by EPA method 8260.

Subtask 1 Subtask 1 - The costs associated with this subtask are calculated automatically at 13% of the change in the direct labor costs of the remaining subtasks.

Subtask 2 through 4 Quarters 1 through 3 PARM sampling: Review data and prepare email deliverable with updated tables, figures, lab reports, and field notes after each quarterly sampling event.

Subtask 5 Quarter 4: Review quarterly data and prepare a Post Active Remediation Monitoring and Site Rehabilitation Completion Report (PARM SRCR) (if warranted) summarizing the quarterly sampling data

Proposal for PARM and Reporting Fountain Cleaners | Greenacres, FL September 25, 2025, | Terracon Proposal No. PHB257019 and results. Report to include updated tables, figures, field notes and lab reports, and recommendations for site closure.

Subtask 6 Complete a SVE system demobilization and dismantling of infrastructure and transfer piping for use on another FDEP DCSP clean site. Includes subcontractor oversite and waste disposal and profiling.

See attached Subcontractor Quote See attached LOE for details.

Schedule Deliverable PARM SRCR within 20 business days following receipt of laboratory results from the final (fourth) quarterly groundwater sampling event.

Per FDEP VOH Sampling to coincide with FDEP laboratory availability.

Compensation See attached CEF for details.

SITE RECOMMENDATIONS

Historically, monitoring wells MW002 and MW004S have reported concentrations of PCE above the Groundwater Cleanup Target Limit (GCTL) of 3 micrograms per liter (µg/L) at concentrations of

21.8 µg/L in 2020, and 5.7 µg/L in 2022, respectively. MW002 was destroyed and replaced by MW002R in 2024.

Recent site assessment activities were reported in a Groundwater Monitoring Report, dated December 10, 2024, prepared by Terracon. During the 2024 sampling event, groundwater laboratory analysis reported volatile organic halocarbon (VOH) concentrations below the applicable groundwater cleanup target levels (GCTLs) in the ten monitoring wells sampled (MW001, MW002R, MW004S, MW004D, MW005, MW006S, MW006D, MW007S, MW007D and MW008S). Notably, PCE was detected in monitoring well MW004S at 1.1 micrograms per liter (µg/L) which is below the 3.0 µg/L GCTL for PCE. All other Constituents of Interest (COIs) were below the laboratory method detection limits (MDLs). In addition, combined PFOA + PFOS exceedances of the 70 ng/L PGCTL was detected in one of the four monitoring wells (MW004S (153 ng/L)) sampled in August 2023.

The October 2024 sampling event did not report combined PFOA + PFOS concentrations above the 70 ng/L PGCTL in any of the four monitoring wells.

The Soil Vapor Extraction (SVE) system startup occurred on January 25, 2024. A SVE System evaluation and recommendation were submitted February 4, 2025, concluding that remedial objectives have been achieved. The laboratory analytical results indicated a trend of declining of COIs. Remedial activities concluded and a system shutdown was performed on April 15, 2025. In the May 21, 2025, Remedial Action System Status Report, Terracon recommended:

To Reserve the SVE system (FDEP Property ID No. 162398) for transfer to Corman’s Cleaners (ERIC_4924).

Sample the GAC for waste profiling purposes and replace the GAC prior to

September 25, 2025, | Terracon Proposal No. PHB257019 transferring the carbon unit off-site.

Perform site restoration activities associated with the SVE system, including abandonment of SVE wells; removal of aboveground SVE piping, manifold, and associated brackets/supports; electrical lockout/tagout; and repairing any holes left in building walls due to the installation of the SVE system.

Terracon recommended to follow up with 4 quarters of Post Active Remediation Monitoring

(PARM).

DELVIVERABLES

The PARM/SRCR Report will summarize the four quarters of groundwater monitoring, to include details and a summary of the sampling activities, field data, and include tables and updated exhibits. Conclusions and recommendations will include a summary of results and recommendations for future sampling or eligibility for Risk Management Option (RMO) I closure should the results remain below GCTLs.

A System dismantling / Demobilization report will summarize the construction activities and required tasks to dismantle the SVE system Infrastructure and remove from the site to prepare for transfer to the Cormans Cleaners site.

SCHEDULE

It is estimated that the first quarterly event could be conducted within two weeks from TA authorization and email deliverable issued within 20 business days of receipt of analytical data.

The SVE system dismantling will be dependent on the contractor availability but is estimated that it could be completed within 30 days of TA execution.

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions, contained within the DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that the Task Assignment will be issued to authorize us to perform this work.

We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 772-343-9787.
