Proposal for Site Assessment Workplan Investigation
Alpine Cleaners (Eric_3987) ■ Gainesville, FL
June 27, 2023 ■ Terracon Proposal No. PEQ237242
SCOPE OF SERVICES
Subtask 1 – Project Management
Luke Davis, P.G will serve as the Project Manager during the field investigation and will be involved throughout the project, serving as Authorized Project Reviewer.
Subtask 2 – Sewer Line Inspections, Geophysical Survey, Exterior Monitoring Wells and
Interior Well Installations, Lithological Profiling, and Groundwater Profile Assessment
Sewer Line Inspections, Piezometer and Interior Well Installations, Lithological Profiling, and
Groundwater Profile Assessment
Prior to subsurface investigations, Terracon will oversee sewer line inspections for potential cracks that could provide contaminant pathways to the subsurface. At this time, Sunshine Plumbing and Gas will provide a sewer line inspection using a camera. In addition, prior to subsurface investigations, Terracon will subcontract the services of a subsurface geophysical survey company to identify potential subsurface utilities or obstructions. Geoview and GPRS were the low bidders and both estimated that the work will take one day to complete. Terracon will pick based on schedule and availability. The geophysical survey bids are attached.
Following sewer line inspections and geophysical survey, using a track mounted direct-push rig, three
(3) lithological soil boring will be advanced across the Alpine Cleaners site.
In order to assess groundwater flow direction, monitoring wells located in potential source areas including the drycleaning machine, backdoor, and chemical storage area will be installed. The building interior shallow groundwater monitoring well will be installed using a dolly DPT rig or small track mounted rig in proximity to the area of the former PCE dry cleaning machine. The interior well will be constructed with 1” diameter Schedule 40 PVC with 10 to 25 feet of prepacked screen that will intersect the groundwater table. The groundwater sample collected from this interior monitoring well will be sampled for full list VOCs by EPA Method 8260 for standard turnaround. Each exterior shallow monitoring well will be screened using an OVA/PID and lithology descriptions and installed using a direct-push drill rig equipped with augers. Each exterior well will be constructed of 2-inch diameter
Schedule 40 PVC to approximately 25 ft bls with 15 ft of Schedule 40 PVC well screen with 0.01-inch slots. A 20/30 sand pack will be completed to two feet above the screen. A 30/65 filter pack will be applied above the screen pack and completed with a Type I/II Portland cement to approximately six inches below ground surface. Each shallow monitoring well will be flush-mounted to land surface in a 2 foot by 2 foot concrete pad and 8-inch diameter manhole. Groundwater samples will be collected for full list VOCs by EPA Method 8260. These groundwater samples will be submitted for standard turnaround time.
DPT Groundwater Profile Assessment
The objective of the DPT groundwater profile assessment is to evaluate the extent and magnitude of drycleaning contaminants of interest within the on-site property boundary. Terracon anticipates advancing up to 9 DPT groundwater borings and collecting groundwater samples from the following intervals: 15 to 19, 25 to 29, 35 to 39, and 45-49, and 51 to 55, or until refusal at each location. The groundwater samples will be submitted to the laboratory for analysis of full list VOCs. Duplicate groundwater samples are also proposed at GWP locations, as appropriate, for real time analysis by field screening the samples a portable gas chromatograph to better assist with the subsequent selection of actual locations and depth intervals of the GWP activities and field assessment efforts
Based on the number of proposed boring locations and depth intervals, Terracon will collect up to 45 groundwater samples. Additional details are summarized in the SAWP (Terracon, March 30, 2023).
Subtask 3 - Soil Sampling and Modified Active Gas Sampling (MAGS)
Pre-Task Planning will also be performed to prepare for field investigations. Terracon will prepare a site-specific health and safety plan.
Soil Investigation
Terracon will collect soil samples via hand-auger from 8 MAGS locations as described in SAWP
(Terracon 2022). Terracon will collect soil samples from 0.5, 2, 4, 6, 8 and 10 feet (ft) below ground surface (bgs), or to the top of the water table, via hand auger at each soil boring location. Terracon has contracted with GPI-Drill Pro to perform the concrete coring and complete the soil borings.
Terracon personnel will also field screen the soils with an OVA-PID, document the lithology observed at each of these soil boring locations, and will record the Global Positioning System (GPS) coordinates of completed borings. Based on the number of proposed boring locations and depth intervals, Terracon will collect up to 48 soil samples for “full list” Volatile Organic Compounds via EPA Method 8260 and
Synthetic Precipitation Leaching Procedure (SPLP) via EPA 1311. The SPLP samples will remain on hold until the results from the full list VOC results are received. SPLP extraction and VOC analysis will be performed with FDEPs discretion on those samples that report concentrations exceeding the respective
Soil Cleanup Target Level. This additional analysis will be considered a Work Change Directive/Task
Assignment Change Order. The approximate sampling locations, depth intervals, matrices, analytes and laboratory methods, rationale, and screening criteria are summarized in the SAWP (Terracon, 2022). As detailed in the SAWP, all (8) soil borings will be completed as MAGS wells. The MAGS wells are proposed to a depth of 14 ft BGS, with 5-ft of 2-inch diameter 10 slot screen. Each well will be completed flush to ground surface. The interior MAGS wells will be temporarily covered with a neat cement grout at surface to allow for their later use in a Soil Vapor Extraction system. The exterior
MAGS wells will be completed within an 8-inch manhole set within a 2x2 ft pad.
Modified Active Gas Survey (MAGS)
The MAGS test will be performed over a period of 2 days.
Subtask 4 -Monitoring Well Installation and Monitoring Well Sampling
Monitoring Well Installation
As a separate event after review of the soil, MAGS, and GWP data, Terracon will oversee the installation of four (4) monitoring wells. The proposed locations for the monitoring wells are shown in the SAWP (Terracon, March 30, 2023). Terracon will advise with FDEP on the proposed locations, and the monitoring wells will not be installed unless the locations are agreed on by FDEP.
Three of the proposed permanent monitoring wells will be installed to a depth of approximately 25 feet bgs using a track-mounted direct push technology (DPT) rig with auger attachments and constructed with 2” diameter Schedule 40 PVC with 15 feet of 0.01-inch slotted screen. One of the monitoring wells will be installed to a depth of approximately 45 feet bgs using a track-mounted direct push technology (DPT) rig with auger attachments and constructed with 2” diameter Schedule 40 PVC with
10 feet of 0.01-inch slotted screen. Once installed groundwater samples will be collected from the monitoring wells via FDEP Standard Operating Procedures (DEP-SOP-001/01) and analyzed for VOCs via EPA Method 8260 on standard turnround
Monitoring Well Sampling
Groundwater samples will be collected from the one (1) interior well, two (2) piezometers, and the four additional wells, in accordance with the FDEP SOPs. Prior to monitoring well sampling, Terracon will collect depth-to-water measurements. The analytes and laboratory methods are summarized in the SAWP (Terracon, 2022), and will include full list VOCs and PFAS analysis.
As a cost saving measure, no additional mobilization costs will be incurred as the specific purpose survey by SSMC. will begin the same day as groundwater sampling activities.
Subtask 5 –Investigation Derived Waste
Decontamination activities will take place at a designated staging and laydown area. The soil and water IDW will be containerized in 55-gallon drums and staged on-Site at a designated location. It is estimated that 13 drums of IDW will be generated in Subtasks 2, 3 and 4, and the transportation and disposal costs for the drums are included under Subtask 5.
Terracon recommends subcontracting Erwin Remediation, Inc. for IDW transportation and disposal.
Terracon will provide oversight of the IDW pickup, and sign waste manifests as an agent of FDEP.
Subtask 6 –Site Assessment Report
Terracon will prepare a Site Assessment Report that will detail and summarize the groundwater sampling activities, field observations, and results of soil and groundwater analysis and will include data tables and exhibits of groundwater flow and soil and groundwater concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities.
SCHEDULE
It is estimated that the drilling activities may be completed within a 10-day period. Due to the expedited schedule while performing work at an active commercial drycleaning facility, Terracon recommends having three Terracon personnel on-site. Daily updates of activities will be uploaded within 24 hours on the Terracon website Compass, to allow FDEP access to the site activities, and groundwater and soil analytical and investigative results. Terracon anticipates the deliverable of site assessment activities within 30 business days of receipt of analytical results.
CLOSING REMARKS
Terracon services will be conducted in accordance with the terms and conditions, contained within DEP
Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.
We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 813-221-0050.
Sincerely, Terracon Consultants, Inc.

SCOPE OF WORK
We understand the scope to be to search for underground utilities within a radius of approximately 10’ around up to 27 soil boring locations. We will attempt to trace any utilities for which there are structures visible from the work area. Utilities will be marked on the surface using paint, flags, or other appropriate means. The client will be responsible to provide drawings or notify GPRS of any utilities known to be entering the work area for which there are no apparent surface features or structures that are visible from the work area. The areas should be laid out, marked, and cleared of obstructions prior to our arrival in order to avoid additional charges.
EQUIPMENT
• Underground Scanning GPR Antenna. The antenna frequencies range from 250 MHz-450 MHz is mounted in a stroller frame which rolls over the surface. The surface needs to be reasonably smooth and unobstructed in order to obtain readable scans. Obstructions such as curbs, landscaping, and vegetation will limit the feasibility of GPR. The data is displayed on a screen and marked in the field in real time. The total depth achieved can be as much as 8’ or more with this antenna but can vary widely depending on the types of materials being scanned through. Some soil types such as clay may limit maximum depths to 3’ or less. As depth increases, targets must be larger in order to be detected and non-metallic targets can be especially difficult to locate. Depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link
• Concrete Scanning GPR Antenna. The antenna is handheld and rolls over the surface. The antenna needs a reasonably smooth, unobstructed surface for scanning and is not able to scan within 2”-4” of obstructions such as walls and metal tracks unless they are removed prior to our work. The data is displayed on a screen during the scanning and marked on the surface in real time. The total depth achieved can be as much as 18” or more with this antenna but can vary widely depending on the types of materials being scanned through and other factors such as the spacing of the reinforcing. Depth accuracy depends on the ability to obtain an accurate depth calibration for the concrete. No harmful radiation is emitted and the work can be performed at any time with people in close proximity. For more information, please visit: Link
• Electromagnetic Pipe Locator. The EM locator can passively detect the signals from live AC power or radio signals travelling along some conductive utilities. It can also be used in conjunction with a transmitter to connect directly to accessible, metallic pipes, risers, or tracer wires. A current is sent through the pipe or tracer wire at a specific frequency and the resulting signal can then be detected by the receiver. A utility’s ability to be located depends on a variety of factors including access to the utility, conductivity, grounding, interference from other utilities, and many others. Depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link
• Traceable Rodder. The rodder has a copper wire encased in fiberglass. The line is pushed through accessible pipes before placing a current on the wire and the signal is then traced from the surface. The maximum traceable depth is 10’ depending on the soil conditions and the maximum distance is 200’. The line can be pushed through a pipe with direct access such as a sewer line at a cleanout or a storm drain catch basin. It may not be able to be pushed through deeper pipes within manholes. Electrical conduits will not be accessed by GPRS. The signal cannot be located through metallic pipes. For more information, please visit: Link
• GPS. This handheld GPS unit offers accuracy down to 4 inches, however, the accuracy achieved will depend on the satellite environment at the time of collection and should not be considered to be survey-grade. Features can be collected as points, lines, or areas and then exported as a KML/KMZ or overlaid on a CAD drawing. For more information, please visit: Link

This price assumes that we will be given access to perform the work during normal, weekday business hours (7am-5pm). Hours outside of these times are typically billed at time and a half.
As-builts and any other applicable drawings should be made available to GPRS prior to the project if possible.
A thorough utility search can only be completed if GPRS is given access to all utility structures, interior and exterior. This service is never a replacement for the use of the state One Call system (811).
All of our technicians have OSHA-10 safety training or greater. Site-specific safety training is not included in this quote. Please notify us if this project requires additional safety training.
These rates assume that there are no certified payroll requirements. GPRS has not been notified of any PLA, DIR, or Certified Payroll requirements. If GPRS receives notice that any of these conditions exist, there will be additional costs
