About this file
This document is a Task Assignment Change Order (TACO #2) between the State of Florida Department of Environmental Protection (FDEP) and Terracon Consultants, Inc., a contractor providing environmental consulting services for a brownfield site assessment project located at 2402 Market Street in Jacksonville, Florida. The change order amends the original task assignment (BF04A) under Contract Number HW687 and addresses modifications to the scope of work, staffing, and associated costs for the project, which is identified by Site ID ERIC_18247.
TACO #2 reduces the total task assignment value from $50,227.18 to $49,838.98, representing a cost decrease of $388.20 due to several operational efficiencies and modifications. The changes include: reduction of labor time in Subtask 1 (Project Management) by $16.93; completion of Subtask 3 (Field Preparation and Off-Site Access) in one day instead of 1.5 days, resulting in a $858.34 cost decrease through reduced drilling subcontractor costs and labor hours; and completion of Subtask 4 (Field Work) with two IDW drums instead of three, generating a $336.87 savings through staff substitution and equipment reduction. Offsetting these decreases, Subtask 5 (Site Assessment Report) includes the addition of an INOC Package for soil BaPs and BTEX, PAHs, and TRPH analysis for the East 14th Street right of way, adding $823.94 to the cost. Staff substitutions were made with Cali May and Ralph Mongillo replacing Darryl Williams on certain field tasks. The project completion date was extended from November 7, 2025 to February 27, 2026, providing an additional 112 days. Deliverables include quality assurance project plans, analytical reports from soil and groundwater sampling events, a site assessment report, and an INOC package, with invoicing tied to departmental approval of each deliverable phase.

Memorandum TO: Terracon Consultants, Inc. HW687 Contract File

DATE: November 24, 2025
SUBJECT: Negotiation Summary – SRP28 Task Assignment (TA) Change Order #2 – TA BF04A CO2 2402 Market Street Project - Site ID #: ERIC_18247 Site Assessment Activities
This Task Assignment Change Order (TACO) authorizes Terracon staff substitutions, reductions in labor time, subcontractor costs, and IDW drums generated, and adds an INOC Package to the final deliverable. Specific changes are detailed below:
Subtask 1: Project Management Under this subtask there was a decrease in project management hours due to changes in field staff under Subtask 4, a reduction in labor hours under Subtask 3, and an addition of labor hours under Subtask 5. These changes resulted in a cost actual decrease of ($16.93).
Subtask 2: Update QAPP/Work Plan and HASP There are no scope or cost changes associated with this Subtask.
Subtask 3: Field Preparation and Off-Site Access Work was completed under this subtask in one long day instead of the 1.5 days that was included in the proposal. Labor time was reduced accordingly. This also reduced the drilling subcontractor cost, vehicle usage, and equipment needs. Terracon labor time for IDW mobilization was also removed due to it being accounted for in Subtask 4. Ralph Mangillo (RM) performed field work in place of Darryl Williams (DW), but no cost change was made due to RM’s labor rate exceeding DW’s. These changes resulted in a cost actual decrease of ($858.34).
Subtask 4: Field Work Under this subtask only two drums of IDW were generated while three were proposed, therefore one was removed. Cali May (CM) performed field work in place of DW, therefore CM’s labor rate was used instead of DW’s. These changes resulted in a cost actual decrease of ($336.87).
Subtask 5: Site Assessment Report Addendum Under this subtask Terracon will prepare an INOC Package for soil BaPs and BTEX, PAHs, and TRPH for East 14th Street right of way. This change resulted in a cost actual increase of $823.94.
Negotiation Summary – Task Assignment Change Order #2 TA BF04A CO2 2402 Market Street Project – Site ID # ERIC_18247 November 24, 2025
Summary The Department’s SRP Contract Manager and Terracon’s Contract Manager have both agreed to the above changes. All changes noted above represent a total overall cost decrease of ($388.20), as shown in the Final/Cost Actual LOE. Due to a rounding error in Excel, the Delta LOE states an overall cost decrease of ($388.24), however this was addressed in the Cost Actual LOE. The changes were noted in the TACO Request received from Terracon on November 6, 2025, revised on November 13, 2025. The final cost associated with this TA decreased from $50,227.18 to $49,838.98. Documentation of the changes is included in the attached TACO Request, the Delta LOE spreadsheet and the Cost Actual LOE spreadsheet, and the TACO form for BF04A CO2 prepared by the Department.
