PROJECT INFORMATION
Prior to being redeveloped as a printing shop in the late 1950s, the site was occupied by the Dale Mabry Army Airfield during the 1940s and 1950s to train pilots and air crews during World War II. During site operations as Dale Mabry Army Airfield, the area of the site served as location for bunkered underground storage tanks (USTs) that transported fuel in an underground pipeline to a fuel depot adjacent to a runway northwest of the site.
According to the Final Site Assessment Report - Site Assessment and Pipeline Abandonment Former Dale Mabry Army Airfield Tallahassee, Leon County, Project No. I04FL0117-01, dated May 2016, prepared by Aerostar SES, LLC (Aerostar), this specific area of the fueling operations was identified as “Site B”. Site B consisted of thirteen (13) 25,000-gallon USTs.
It is believed that the north portion of this former tank area is north of the former Rose Printing Building and under the northwest corner of the former Rose Printing Building. Prior assessments performed at the site confirmed exceedances above the FDEP Cleanup Target Levels for soil and groundwater have been identified in this area. The reports reviewed suggest that the USTs and the pipeline were abandoned sometime prior to the site being occupied by Rose Printing. Only benzene, toluene, ethylbenzene, xylenes (BTEX) and lead were analyzed for in this prior groundwater assessment.
In a May 19, 2017 letter from FDEP to the U.S. Army Corp of Engineers (USACE), FDEP did not concur with the USACE recommendation for Site B and indicated the USACE “needs to conduct additional assessment activities at the site, and fully characterize and define the site’s groundwater plume, before the Department can determine if Site B qualifies for non-eligibility status”. This investigation was not performed.
In November fall of 2019, utilizing funds available from their US EPA Community Brownfield Assessment grant, the City of Tallahassee (City) contracted Terracon to perform Phase I and II Environmental Site Assessment (ESA) activities prior to acquiring the site for redevelopment. Direct push sampling inside the building indicated significant groundwater impacts extended south of the former tank area under the building.
On March 3, 2022, FDEP approved the City’s application for further assessment and cleanup of this former airfield site.
October 24, 2025 ■ Terracon Proposal No. PHF257187
On June 16, 2022, groundwater samples were collected from nine (9) temporary monitoring wells (GW-1 thru GW-8, and GW-15); and analyzed for benzene, toluene, ethylbenzene, total xylenes, and methyl tert-butyl ether (BTEXM) by Environmental Protection Agency (EPA) 8260B, PAHs by EPA Method 8270C, TRPH using the State of Florida Petroleum Range Organics (FL-PRO), and lead by EPA Method 6010B to assess the previously identified petroleum-impacted groundwater at the site.
Benzene concentrations detected in the June 2022 supplemental sampling event exceeded the FDEP GCTL of 1 μg/L set in Chapter 62-777, F.A.C. at GW-1 (3.1 μg/L), GW-15 (12 μg/L), GW-3 (1.1 μg/L), GW-4 (4.1 μg/L), GW-5 (77 μg/L), and GW-8 (3.2 μg/L). At all other sampling locations, Benzene concentrations were either below FDEP GCTLs and/or laboratory detection limits.
Toluene concentrations detected in the June 2022 supplemental sampling event exceeded the FDEP GCTL of 40 μg/L set in Chapter 62-777, F.A.C. at GW-5 (78 μg/L). At all other sampling locations, Toluene concentrations were either below FDEP GCTLs and/or laboratory detection limits.
Ethylbenzene concentrations detected in the June 2022 supplemental sampling event exceeded the FDEP GCTL of 30 μg/L set in Chapter 62-777, F.A.C. at GW-4 (70 μg/L), GW-5 (250 μg/L), and GW-8 (69 μg/L). At all other sampling locations, Ethylbenzene concentrations were either below FDEP GCTLs and/or laboratory detection limits.
Total Xylene concentrations detected in the June 2022 supplemental sampling event exceeded FDEP Natural Attenuation Default Concentrations of 200 μg/L set in Chapter 62- 777, F.A.C. at GW-5 (760 μg/L). Total Xylene concentrations exceeded the FDEP GCTL of 20 μg/L set in Chapter 62-777, F.A.C. at GW-4 (41.1 μg/L). At all other sampling locations, Total Xylene concentrations were either below FDEP GCTLs and/or laboratory detection limits.
Lead concentrations detected in the June 2022 supplemental sampling event exceeded FDEP Natural Attenuation Default Concentrations of 150 μg/L set in Chapter 62-777, F.A.C. at GW- 1 (433 μg/L). Lead concentrations exceeded the FDEP GCTL of 15 μg/L set in Chapter 62- 777, F.A.C. at GW-2 (61.8 μg/L), GW-3 (30.6 μg/L), GW-4 (118 μg/L), GW-5 (48.5 μg/L), and GW-15 (66.8 μg/L). At all other sampling locations, lead was below the GCTLs or below the laboratory detection limits.
On March 21, 2023, FDEP issued Task Assignment BIL01A to conduct supplemental site assessment including soil sampling, monitoring well installations, and groundwater sampling.
On May 17, 2023, FDEP approved the Supplemental Site Assessment Workplan/Quality Assurance Project Plan, prepared by Terracon dated April 21, 2023.
October 24, 2025 ■ Terracon Proposal No. PHF257187
On June 5th through June 8th, 2023, Preferred Drilling Solutions, Inc. (PDS) under the supervision of Terracon personnel advanced twelve (12) soil borings (MW-1 through MW-
12) using a Geoprobe® direct-push rig. This assessment concluded:
Soil contaminant concentrations of benzene, ethylbenzene, and total xylenes were detected above Leachability based on Groundwater Criteria SCTL at soil boring MW- 12 location from depth interval of 15 feet to 17 feet bgs.
The average depth-to-water measurements collected from the site monitoring wells screened 15-ft to 30-feet below top-of-casing (BTOC) on June 27, 2023, averaged
18.01 feet BTOC. The groundwater flow direction was interpreted towards the northeast.
Volatile Organic Compounds were detected above the FDEP GCTLs in the samples collected from monitoring wells screened 15 feet to 30 feet at MW-3, MW-5, MW-6, and MW-8. Additionally, wells MW-5, MW-6, and MW-8 exceeded the FDEP NADCs.
Volatile Organic Compounds were detected above the FDEP GCLTs in the samples collected from monitoring wells screened 40 feet to 45 feet at MW-11 and MW-12. All other constituents analyzed were below their respective FDEP GCTLs and/or laboratory method detection limits.
On September 1, 2023, FDEP approved deliverables for Subtasks 1, 2, 3 and 4, Task Assignment of BIL01A.
On February 1, 2024, FDEP authorized Task Assignment BF01B to initiate SSA activities including soil sampling, monitoring well installations, and groundwater sampling of monitoring wells. This SSA concluded:
No exceedances were detected above their Leachability Based on Groundwater Criteria in the soil samples SB-22, SB-23, SB-24 collected for laboratory analysis during this event.
Seven (7) monitoring wells (MW-13 through MW-19) were installed
The average depth-to-water measurements collected from the site monitoring wells screened 15-ft to 30-feet BTOC on April 22, 2023, was 15.02 feet BTOC. The shallow monitoring wells groundwater flow direction was interpreted towards the northeast.
The average depth-to-water measurements collected from the site monitoring wells screened 40-ft to 45-feet BTOC on April 22, 2024, was 31.62 feet BTOC. Based on the groundwater elevation the groundwater flow direction could be interpreted to be variable of monitoring MW-11.
October 24, 2025 ■ Terracon Proposal No. PHF257187
The depth-to-water measurements from the site monitoring wells screened 60-ft to 65-feet BTOC were collected on different dates due to MW-19 being installed at a later date. The average depth-to-water was 30.99 feet BTOC. A groundwater flow direction map could not accurately be generated.
BTEX concentrations were detected in the wells screened 15-ft to 30-ft BTOC at MW- 2 MW-6, MW-8, and MW-13. Additionally, VOC concentrations detected in the groundwater collected from MW-6, MW-8, and MW-13 exceeded the FDEP NADCs.
BTEX concentrations were detected above the FDEP GCLTs in the samples collected from monitoring wells screened 40-ft to 45-ft at MW-11, MW-12, and MW-14.
Benzene concentrations detected in the groundwater collected from MW-12 exceeded the FDEP NADCs.
BTEX concentrations were detected above the FDEP GCTL in the samples collected from MW-15 and MW-19. Additionally, Benzene concentrations detected in the groundwater collected from MW-19 exceeded the FDEP NADCs.
Carcinogenic PAHs including Benzo(a)anthracene, Benzo(B)fluoranthene, Dibenzo(a,h)anthracene were detected at concentrations slightly above their respective GCTLs in the groundwater samples collected from shallow wells MW-17, MW-22, and MW-23.
Carcinogenic PAHs including Indeno(1,2,3-cd) pyrene was detected at concentrations slightly above its respective GCTLs in the groundwater sample collected from deep well MW-19, screened 60’ to 65’ bgs.
TRPH concentrations was detected slightly above its respective GCTLs in the groundwater sample collected from deep well MW-6.
The horizontal extent of groundwater contamination has been delineated as two distinct plumes, one smaller plume near the northeast boundary of the site that extends slightly north into the Jackson Bluff Road right-of-way and one larger onsite plume underneath the former building.
The vertical extent of the groundwater contamination was still not fully defined with benzene concentrations at MW-19 screened at 60-65’ bgs elevated above NADC levels.
In May of 2025, in accordance with TA# BIL01B, Terracon installed three (3) monitoring wells (MW-24 through MW-26) using rotary sonic drilling.
October 24, 2025 ■ Terracon Proposal No. PHF257187
The average depth-to-water measurements collected from the new monitoring wells screened 85-90 ft below top of casing (BTOC) was 35.20 ft BTOC. The groundwater flow direction was interpreted towards the southeast.
No exceedances of GCTLS for any contaminants analyzed in the samples collected from the newly installed wells screened 85-90 ft BTOC .
In response to the Department’s Memorandum dated September 22, 2025, in review of Terracon’s SSA Report dated August 7, 2025, the following scope has been prepared to provide both an update to current onsite monitoring well data as well as perform quarterly groundwater monitoring to determine if the groundwater plume is stable and/or shrinking to satisfy RMO II or RMO III Chapter 62-780, F.A.C. closure requirements.
