Document Summary
This document package comprises Task Assignment Change Orders (TACO #1 and TACO #2) under Contract HW687 between the State of Florida Department of Environmental Protection and Terracon Consultants, Inc. The contract pertains to supplemental site assessment activities at the Broward County School Board Property in Plantation, Florida (Site ID ERIC_18360). The project is managed by Megan Johnson for the Department and Shawn Ouellette for Terracon Consultants, with Donna Cline, P.E., as the Senior Remediation Engineer providing authorized signature authority.
TACO #1, effective February 13, 2024, increased the task assignment value from the original $62,696.59 to $130,045.09, representing a change of $67,348.50. This change order authorized additional soil borings and monitoring wells, laboratory analytical testing, and a specific purpose survey and topographic survey. The completion date was extended from March 1, 2024, to June 28, 2024, adding 119 days to the project timeline. TACO #2, effective March 6, 2024, corrected subcontractor costs under Subtask 3, resulting in a cost decrease of $341.00, bringing the final total TA value to $129,704.09. The scope includes initial and additional supplemental site assessment activities with deliverables due December 22, 2023, April 19, 2024, and May 31, 2024, with invoice milestones tied to departmental approval of field documentation and supplemental site assessment reports.

DATE: March 5, 2024
SUBJECT: Negotiation Summary – BIL22 Task Assignment (TA) Change Order #2 – TA BIL02AC2 Broward County School Board Property – Site ID # ERIC_18360 Supplemental Site Assessment Activities
This Task Assignment Change Order (TACO) is for the correction of the subcontractor costs under Subtask 3. Specific changes are detailed below:
Subtask 3: Initial Supplemental Site Assessment Activities Changes in cost associated with this Subtask are due to a correction of the subcontractor costs following execution of the previous TACO. It was discovered upon invoicing that a draft version of the subcontractor invoice was used to write the previous TACO, and not the final subcontractor invoice. This resulted in a cost actual decrease of ($341.00).
Summary The Department’s BIL Contract Manager and Terracon’s Contract Manager have both agreed to the above changes. All changes noted above represent a total overall cost decrease of ($341.00), as shown in the Delta and Cost Actual CEF/LOE. The changes were noted in the TACO Request received from Terracon on February 29, 2024. The final cost associated with this TA decreased from $130,045.09 to $129,704.09. Documentation of the changes is included in the attached TACO Request, the Delta LOE spreadsheet and the Cost Actual LOE spreadsheet, and the TACO form for BIL02AC2 prepared by the Department.

Shawn, Subtask 4 is good to go and can be invoiced for now if Terracon wants to do that.
However, Subtask 3 will require a Change Order to reflect the correct costs prior to invoicing.

Hi Ben, My apologies It appears we had used a draft version of the Sub invoice to draft the CO and it carried through.
Is there a way to reconcile the $310 overage without another change order? We had a recently processed al change order and there most likely will be another reconciliation before final bill as IDW typically never matches exactly to estimates.
Thanks, Shawn Ouellette Senior Geologist, P.G. Environmental Division

Julie, The CEF says that drilling costs in Subtask 3 are $9,965.00, but the actual costs are only $9,655.00.
