This Task Assignment authorizes Terracon Consultants, Inc. (Terracon) to conduct Annual Groundwater Monitoring and Expanded PFAS Monitoring at the Village Cleaners site.
The total cost for this project is $14,476.11 with approximately 89 total labor hours. All work is to be completed in accordance with the June 14, 2024, Scope of Work, Cost Estimate, and Bid Documentation.
Terracon may invoice according to the included schedule.
Subtask 1:
Project Management is automatically calculated as a percentage of total labor in accordance with Contract HW687.

Following verification of an accurate access agreement with the current real property owner, Terracon will collect samples from 10 monitoring wells. All 10 samples will be analyzed for chlorinated VOHs using EPA Method 8260.
Expanded PFAS monitoring will be performed due to an exceedance of the PGCTL found in groundwater onsite. As a result, all 10 wells will also be sampled and analyzed for PFAS at the DEP Central Laboratory in Tallahassee, FL.
Following the groundwater sampling event, Terracon will submit an Annual Groundwater Report summarizing their findings with updated analytical results and tables as well as conclusions and recommendations based on the most recent data.

Dear Mr. Cox:
Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Program (WCP) to conduct Groundwater Monitoring for Volatile Organic Halocarbons (VOHs) and conduct expanded groundwater sampling for per-and polyfluorinated substances (PFAS) analysis for the above-referenced facility.
Scope of Services
Subtask 1 - The costs associated with this subtask are calculated automatically at 13% of the direct labor costs of the remaining subtasks.
Subtask 2 –VOH Groundwater Sampling Field preparation, mobilize to site, and perform groundwater sampling and laboratory analysis of 10 existing monitoring wells (MW-1, MW-2, MW-3, MW-7, MW9, MW-10, MW-12, MW-13, MW-14 and MW-16) for VOHs.
Review VOH results and prepare and Groundwater Monitoring Report including updated tables and groundwater flow and concentration exhibits and provide conclusions and recommendations.
Subtask 3 – Expanded PFAS Sampling Field task planning, mobilize to site, and perform groundwater sampling and laboratory analysis for PFAS of 10 monitoring wells.

BACKGROUND GROUNDWATER
According to Tetra Tech’s 2021 Groundwater Monitoring Report, samples were collected from 10 monitoring wells. Three of the 10 monitoring wells sampled in the September 2021 sampling event exceeded the Chapter 62-777, Table I, Florida Administrative Code (F.A.C.) Groundwater Cleanup Target Level (GCTL) for vinyl chloride (8.50 µg/L from MW-9, 2.48 µg/L from MW-10 and 2.46 µg/L MW-13). PCE and TCE was not found to be exceeding the Chapter 62-777, GCTLs in any of the groundwater samples analyzed from the September 2021 sampling event. In addition, Cis-1,2 dichloroethene was detected in five of the 10 monitoring wells above the laboratory method detection limits (MDLs) but below the respective GCTL. Trans 1,2 dichloroethene was also detected in one of the 10 monitoring wells above the laboratory MDLs but below its respective GCTL. The remaining monitoring wells had no reported exceedances of drycleaning contaminants of interest (COIs) in groundwater during this monitoring period. All reported detections were reported below their respective target level prescribed in Chapter 62-777 for the September 2021 monitoring event.
Overall, where levels were detected above their respective GCTL (i.e., VC), the groundwater exhibited slight increases in concentrations from historical. These increases in VC concentrations coincide with decreases of PCE and TCE concentrations to below detection limits.
PFAS sampling was conducted at the site on August 22, 2023, for monitoring wells MW-1, MW-8, MW-9, and MW-10. Analytical results reported Perfluorooctanic acid (PFOA) + perfluorooctanesulfonic acid (PFOS) above the FDEP Provisional Cleanup Target Level (PGCTL) in MW-1, MW-8, MW-9, and MW-10.
Expanded sampling of the PFOA+PFOS PGCTL exceedances was recommended to the FDEP during the email deliverable to define the horizontal extent and confirm if deeper investigation is warranted.
SCOPE OF SERVICES
Terracon recommends collecting groundwater samples from 10 monitoring wells (MW-1, MW-3, MW-6, MW-8, MW-9, MW-12, MW-13, MW-14, MW-15 and MW-16) for analysis of VOHs, of which 7 (MW-1, MW-3, MW-9, MW-12, MW-13, MW-14 and MW-16) will be sampled for VOHS and PFAS, in addition monitoring wells MW-6, MW-8, MW-15 will be analyzed for PFAS only, for a total of 10 wells to be collected for expanded PFAS Screening during the sampling event.
