This is a Task Assignment (TA) DC002F issued under Florida Department of Environmental Protection (FDEP) Contract HW687 between the State of Florida Department of Environmental Protection and Terracon Consultants, Inc. The task assignment authorizes annual groundwater sampling and monitoring services at the Village Cleaners site (ERIC_5205) located at 2100 45th Street, West Palm Beach, Palm Beach County, Florida. The assignment is effective through July 25, 2025, with Gabriel Sostre serving as the FDEP Project Manager and Donna Cline as the Contractor's Project Manager.

The scope of work consists of three subtasks: Subtask 1 dedicated to project management calculated at 13 percent of direct labor costs for the remaining subtasks; Subtask 2 involving volatile organic halocarbon (VOH) groundwater sampling and laboratory analysis of seven monitoring wells (MW-2, MW-7D, MW-9, MW-10, MW-12, MW-13, and MW-16) with preparation of a Groundwater Monitoring Report; and Subtask 3 comprising expanded per- and polyfluorinated substance (PFAS) sampling and analysis of eight monitoring wells (MW-1, MW-3D, MW-5, MW-7D, MW-8, MW-9, MW-10, and MW-16). The total task assignment value is $12,662.03, calculated on a fixed unit rate basis with 80.10 labor hours allocated. Invoice payments are scheduled as follows: $7,974.30 due upon submission of the Groundwater Monitoring Report with updated tables by May 30, 2025, and $4,687.73 due upon submission of PFAS monitoring results including laboratory analysis by June 27, 2025. The contractor may invoice according to the included schedule.

FDEP Contract HW687 Terracon Proposal No PHD257001

Dear Mr. Sostre:

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Program (WCP) to conduct Groundwater Monitoring for Volatile Organic Halocarbons (VOHs) and conduct expanded groundwater sampling for per-and polyfluorinated substances (PFAS) analysis for the above-referenced facility.

Scope of Services

Subtask 1 - The costs associated with this subtask are calculated automatically at 13% of the direct labor costs of the remaining subtasks.

Subtask 2 –VOH Groundwater Sampling Field preparation, mobilize to site, and perform groundwater sampling and laboratory analysis of 7 existing monitoring wells (MW-2, MW-7D, MW-9, MW-10, MW-12, MW-13, and MW-16) for VOHs.

Review VOH results and prepare and Groundwater Monitoring Report including updated tables and groundwater flow and concentration exhibits and provide conclusions and recommendations.

Subtask 3 – Expanded PFAS Sampling Field task planning, mobilize to site, and perform groundwater sampling and laboratory analysis for PFAS of 8 monitoring wells.

Monitoring wells proposed for PFAS sampling: (MW-1, MW- 3D, MW-5, MW-7D, MW-8, MW-9, MW-10, and MW-16) PFAS analysis only bolded

PFAS samples are sent by overnight courier to FDEP’s laboratory for sample analysis.

Review PFAS results and prepare a report section to discuss results and provide conclusions and recommendations.

BACKGROUND GROUNDWATER

According to Tetra Tech’s 2021 Groundwater Monitoring Report, samples were collected from 10 monitoring wells. Three of the 10 monitoring wells sampled in the September 2021 sampling event exceeded the Chapter 62-777, Table I, Florida Administrative Code (F.A.C.) Groundwater Cleanup Target Level (GCTL) for vinyl chloride (8.50 μg/L from MW-9, 2.48 μg/L from MW-10 and 2.46 μg/L MW-13).

PCE and TCE were not found to be exceeding Chapter 62-777, GCTLs in any of the groundwater samples analyzed from the September 2021 sampling event. In addition, Cis-1,2 dichloroethene was detected in five of the 10 monitoring wells above the laboratory method detection limits (MDLs) but below the respective GCTL. Trans 1,2 dichloroethene was also detected in one of the 10 monitoring wells above the laboratory MDLs but below its respective GCTL. The remaining monitoring wells had no reported exceedances of drycleaning contaminants of interest (COIs) in groundwater during this monitoring period. All reported detections were reported below their respective target level prescribed in Chapter 62-777 for the September 2021 monitoring event.

Overall, where levels were detected above their respective GCTL (i.e., VC), the groundwater exhibited slight increases in concentrations from historical. These increases in VC concentrations coincide with decreases of PCE and TCE concentrations to below detection limits.

PFAS sampling was conducted at the site on August 22, 2023, for monitoring wells MW-1, MW-8, MW- 9, and MW-10. Analytical results reported Perfluorooctanic acid (PFOA) + perfluorooctanesulfonic acid (PFOS) above the FDEP Provisional Cleanup Target Level (PGCTL) in MW-1, MW-8, MW-9, and MW-10.

Expanded sampling of the PFOA+PFOS PGCTL exceedances was recommended to the FDEP during the email deliverable to define the horizontal extent and confirm if deeper investigation is warranted.

On October 17, 2024, Terracon prepared an Annual Groundwater Monitoring Report, during which in August 2024, 13 groundwater samples (MW1, MW-2, MW-3D, MW-6, MW-7D, MW-8, MW-9, MW-10, MW-12, MW-13, MW-14, MW-15 and MW-16) were collected and analyzed for drycleaning COIs. In addition, seven of the 13 wells that were sampled for drycleaning COIs (MW-1, MW-3D, MW-9, MW-12, MW-13, MW-14 and MW-16), with an additional three wells (MW-6, MW-8, and MW-15), were sampled for expanded PFAS screening. During the August 2024 sampling event, reported vinyl chloride was above the GCTL of 1 μg/L, in monitoring wells MW-7D, MW-9, MW-10, and MW-16. Overall, the groundwater concentrations reported for the drycleaning COIs in August 2024, appeared to be on a downward trend with slight increases in vinyl chloride and daughter products in source and downgradient wells. Combined PFOA and PFOS exceedances of the 70 ng/L PGCTL were detected in three of the 13 monitoring wells (MW-3D, MW-9 and MW-16), during the August 2024 sampling event.

Proposal fo Annual Groundwater Monitoring Report Village Cleaners (Former), ERIC_5205 West Plam Beach, FL March 28, 2025 Terracon Proposal No. PHD257001

SCOPE OF SERVICES

Based on the results of the October 17, 2024, Groundwater Monitoring Report, Terracon recommends collecting groundwater samples from 7 monitoring wells (MW-2, MW-7D, MW-9, MW-10, MW-12, MW- 13, and MW-16)for analysis of VOHs, of which 7 (MW-1, MW-3D, MW-5, MW-7D, MW-8, MW-9, MW-10, and MW-16)) will be sampled for VOHS and PFAS, in addition monitoring wells MW-1, MW-3D, MW-5, and MW-8 will be analyzed for PFAS only, for a total of 8 wells to be collected for PFAS monitoring during the sampling event.

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions, contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.

We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments, please contact either of the undersigned at .
