About this file

This is a Task Assignment (TA) document executed between the State of Florida Department of Environmental Protection (FDEP) and Terracon Consultants, Inc. for groundwater sampling and monitoring services at the Dadeland Cleaners facility (ERIC_4461) located at 8695 South Dixie Highway in Miami, Florida. The task assignment is issued under Contract Number HW687 and is identified as TA Number DC023A with an effective date of November 10, 2022, and a completion date of May 30, 2023. Dean Cox serves as the FDEP project manager, while Donna Cline serves as the contractor's project manager.

The scope of work authorizes costs for volatile organic hydrocarbon (VOH) groundwater sampling and monitoring, including associated expenses for equipment, sample analysis, sampling waste disposal, and sampling results evaluation and reporting. The contractor will collect groundwater samples from five monitoring wells (MW101, MW102D, MW104, MW106, and MW107) and prepare a comprehensive Annual Groundwater Monitoring Report with field notes, updated site tables and figures, certified laboratory reports, and site recommendations within 20 business days of receiving analytical results. The total task assignment value is $3,056.37 on a fixed unit rate basis, representing a 59 percent reduction from the originally proposed costs due to overlap with a separate PFAS groundwater sampling task at the same site. Laboratory costs of $425.00 include VOH analytical testing and sample shipping, with field expenses of $389.00 for expendables and analytical-related equipment. Payment is conditioned upon FDEP approval of the completed Groundwater Monitoring Report.

Memorandum

TO: HW687 Contract File FROM: Dean Cox, Contract Manager SUBJECT: Groundwater Sampling DC023A for Dadeland Cleaners (former) ERIC_4461

DATE: 11/7/2022

This task assignment (TA) authorizes costs for volatile organic hydrocarbon (VOH) groundwater sampling/monitoring, along with associated costs for equipment, sample analysis, sampling waste disposal, and sampling results evaluation & reporting. The total cost of this TA is $3,056.37 and all costs are fixed unit rate. The costs for this TA were negotiated. The originally proposed costs are reduced in this TA by $4,452.52 or 59%.

The TA costs are reduced in part because travel and some equipment and field work overlaps with that required for a separate PFAS groundwater sampling TA – sampling for VOHs and PFAS will occur as one site sampling event. This sampling event was not due to occur until after the PFAS sampling TA was executed as part of an initial FY2023 PFAS sampling initiative. So, rather than combining the sampling effort into an HW funded TA as has been done for subsequent FY2023 groundwater sampling involving VOHs and PFAS, this TA is a DC funded TA while the PFAS TA is an HW funded TA.

This site had only one monitoring well with a COC above a GCTL in 2021, 3.8 ug/L PCE in MW107. This sampling event is part of ongoing sampling to verify site rehabilitation completion. Site access was verified as accurate & current.

Task Assignment HW687

Terracon Proposal No. PHF227024

Dear Mr. Cox:

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the

Florida Department of Environmental Program (FDEP) Waste Cleanup Program to conduct Annual

Groundwater Monitoring and Reporting for the Dadeland Cleaners, Inc. (ERIC_4461) facility located at

8695 S. Dixie Highway in Miami, Dade County, Florida.

Scope of Services

◼Field task planning, mobilize to site, perform groundwater sampling and laboratory analysis of 5 existing monitoring wells

(MW101, MW102D, MW104, MW106, and MW107) – with the combined PFAS proposal, 3 additional groundwater samples will be collected since 2 are included with the PFAS proposal.

◼ Review data and prepare an Annual Groundwater Monitoring

Report including updated tables and groundwater flow and concentration exhibits. See attached LOE for details

Schedule

Deliverable Annual Groundwater Monitoring Report within 20 business days following receipt of laboratory results.

Compensation

See attached CEF for details.

Proposal for Annual Groundwater Monitoring and Preparation of Report, Revised for separate PFAS event

Dadeland Cleaners, ERIC_4461 ■ Miami, FL

October 4, 2022 ■ Terracon Proposal No. PHF227024

SITE RECOMMENDATIONS

Recent site assessment activities were reported in a Site Assessment Report, Revision 1 in June 2021, prepared by Tetra Tech. A summary of the findings is provided below:

▪ Site monitoring wells are currently located within the vicinity of the CVS drive through, will need to coordinate site access with the site owner.

▪ Soil laboratory analysis reported no volatile organic halocarbon (VOH) concentrations exceeding the applicable soil cleanup target levels (SCTL).

▪ MAGS data identified tetrachloroethene (PCE) concentrations from 0.9 milligrams per meters cubed (mg/m3) to 2.5 mg/m3. The highest level of 2.25 mg/m3 was recorded at MAGS-08, which would have been reportedly located near the back door of the former facility. Further direction from FDEP will be necessary to understand if an Interim Source Removal for a Soil Vapor Extraction system will need to be prepared.

▪ The drycleaning constituents of interest (COI’s) includes PCE, which was detected above the

GCTL from Monitoring well MW107. The conceptual site model suggests that the groundwater concentrations of PCE in groundwater that were reported 1996 appear to have naturally attenuated after the reported interim source removal at the backdoor of the facility.

▪ This proposal has been revised to be performed with a separate PFAS groundwater sampling event. Thus, the CEF/LOE reflects reductions in staff time for the initial site visit, pre-task planning, mobilizations, groundwater sampling, IDW coordination. Additionally, reductions are reflected in vehicle usage, IDW disposal, expendables, analytical related equipment, and IDW related equipment.

Terracon recommends sampling and gauging the monitoring wells identified in the Scope of Services.

An evaluation of current groundwater quality data from these wells will provide a clearer and more comprehensive strategy for a path forward.

DELIVERABLES

The Annual Groundwater Monitoring Report will detail and summarize the sampling activities, field observations, and results of monitoring well analysis and will include updates to the site’s historical data tables and updated exhibits of groundwater flow and well concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities should the results indicate the onsite plume is nearing eligibility for Risk

Management Option (RMO) I closure.

SCHEDULE

It is estimated that the wells could be sampled within two weeks from TA authorization and report issued within 20 business days of receipt of analytical data.
