About this file
This document package comprises a Task Assignment Change Order (TACO #1) and supporting documentation for Contract HW687 between the State of Florida Department of Environmental Protection (FDEP) and Terracon Consultants, Inc. The task assignment covers Operation and Maintenance (O&M) services at the Village Cleaners site located at 2100 45th Street, West Palm Beach, Palm Beach County, Florida (Project ERIC_5205). The original Task Assignment (DC002E) was dated November 13, 2024, with a completion date of May 29, 2026. Gabriel Sostre serves as the FDEP Project Manager, while Donna Cline is the Contractor's Project Manager.
The TACO authorizes a cost increase of $669.26 (1.69%) for the task assignment, raising the total value from $39,593.03 to $40,262.29. This increase reflects additional labor hours and laboratory fees associated with expanded sampling requirements. Specifically, the change accommodates the analysis of two additional soil vapor extraction (SVE) wells (SVE-3 and SVE-4) in addition to the three originally authorized samples (SVE-1, SVE-2, and Common), requiring five total TO-15 air samples for analytical testing. The compensation structure consists of fixed unit rates totaling $34,262.29 and cost reimbursement for utilities not to exceed $6,000.00. Work Change Directive #1, issued October 27, 2025, authorized the additional sampling scope. Deliverables include quarterly O&M summaries, semi-annual Remedial Action System Summary (RASS) reports, and utility invoice documentation, with invoice amounts ranging from $5,900.09 to $11,455.53 across six subtasks completed by March 27, 2026.

Village Cleaners ERIC_5205
HW687 Terracon
DC002E 1
Terracon received comments on our Village Cleaners MAGS proposal, from the FDEP requesting all SVE wells be sampled on the next O&M visit. The current TA DC002E, only allows for three SVE air samples (SVE 1, SVE 2 & Common) to be collected. This WCD is to reconcile the two additional SVE well air samples (SVE 3 and SVE 4) requested to be sampled during the Q4 M3 O&M site visit (scheduled 10/27/25).
Change in total number of SVE well air samples to be collected from 3 samples to 5 samples for TO-15 analysis (SVE-1, SVE-2, SVE-3, SVE-4 and Common).
Included update LOE-CEF with additional samples/hours included and original TA package.
Increase in total overall cost from $39,593.03 to $40,262.29 (breakdown below):
- increase in total labor costs from $21,017.05 to $21,201.83
- increase in total lab costs from to $699.00 to $1,165.00 Total $669.23
