TO: HW687 Contract File FROM: Dean Cox, Contract Manager SUBJECT: DC012B Palace Drycleaners (ERIC_5049) SVE Repair & Upgrade

DATE: 11/22/2022

This TA authorizes costs associated with SVE system blower step-up transformer installation and telemetry upgrade. The total cost of this TA is $13,147.61 with $1,000 of cost reimbursement included in this total cost. This TA was negotiated - the total cost is $469.17 or 3% less than originally proposed. Details of the scope of this task are provided below. The soil gas levels are low, so the system samples tasked have a good chance of indicating the system can be removed. Site access was confirmed current.

The previous Task Assignment (DC012A-1) included replacing the SVE blower and troubleshooting the system after the blower was operational. The following issues were identified after the blower was replaced.

• The system was unable to operate in Auto mode due to a programmable logic controller (PLC) malfunction.

• The telemetry system was effectively inoperable because it is integrated with the PLC and is based on obsolete technology (analog modem).

• A variance was identified between the voltage supply (208 VAC) and demand (blower rated for 230 VAC), which may have contributed to the previous blower’s failure. The previous blower may have drawn excessive amperage to compensate for the low voltage condition.

Terracon will replace the existing malfunctioning PLC and install a cellular-based telemetry system and a step-up transformer. This will allow for remote system monitoring and shutdown.

This TA also includes system startup, O&M, sample collection, and one monthly O&M visit. Sample collection will be performed in accordance with the FDEP SVE System Shutdown procedures, which include restarting the system and collecting (summa) samples after purging approximately 1 pore volume. The system will continue running during the sample analysis and evaluation period. Terracon will submit an email summary and evaluation of system performance and sampling results.

Terracon will complete a WSCS Major Component Replacement Form (10-10), etch the SVE system property number on the step-up transformer and telemetry components (as possible), and will include these items on the DEP Property Reporting Form (55-211). These forms and their required associated documentation will be submitted as one of the required Subtask 2 deliverables. Terracon will explore scrapping opportunities for any existing telemetry components that are removed.

Task Assignment HW687 DC012B Terracon Proposal No PH1227122

Dear Mr. Cox:

Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Protection (FDEP) Waste Cleanup Program to repair a soil vapor extraction (SVE) system and conduct FDEP SVE system shutdown procedures.

The previous Task Assignment (DC012A-1) included replacing the SVE blower and troubleshooting the system once the blower was operational. The following issues were identified after the blower was replaced:

The system was unable to operate in Auto mode due to a programmable logic controller (PLC) malfunction.

The telemetry system was effectively inoperable because it is integrated with the PLC and is based on obsolete technology (analog modem).

A variance was identified between the voltage supply (208 VAC) and demand (blower rated for 230 VAC), which may have contributed to the previous blower’s failure. The previous blower may have drawn excessive amperage to compensate for the low voltage condition.

Terracon recommends removing the currently installed PLC and installing three new components: a PLC, a cellular-based telemetry system, and a step-up transformer. The quoted services include incorporating remote shutdown capability in the telemetry system.

This proposal also includes system startup, O&M, sample collection, and one monthly O&M visit after the startup event. Sample collection will be performed in accordance with the FDEP SVE System Shutdown procedures, which includes restarting the system and collecting summa samples after purging approximately 1 pore volume. The system will continue running during the sample analysis

Proposal for SVE System Repair, Shutdown Evaluation, and O&M Palace Dry Cleaners, ERIC_5049 ■ Apopka, FL March 2, 2023 ■ Terracon Proposal No. PH1227122 and evaluation period. Terracon will submit an email summary and evaluation of system performance and sampling results within 5 business days of receiving the analytical results.

The proposed scope includes one monthly O&M visit after the startup event to either continue routine O&M, or turn off and secure the system, depending on the results of the SVE shutdown evaluation.

O&M activities will be conducted in either case to allow system performance to be evaluated after all the new components have been able to operate continuously for one month.

Scope of Services

Subtask 2 includes procurement and installation of a new programmable logic controller (PLC), step-up transformer, and Sensaphone Sentinel telemetry system.

Subtask 3 includes two Operation and Maintenance (O&M) site visits. The first site visit includes restarting the system and collecting soil vapor samples in accordance with the FDEP SVE shutdown evaluation procedures. The second site visit is proposed to either continue routine O&M, or turn off and secure the system, depending on the results of the SVE shutdown evaluation.

Subtask 4 includes utility services. Two months of utilities are included to allow the system to continue operating during the laboratory analysis, data evaluation, and report review period.

See attached LOE for details

Schedule The email summary will be submitted within 5 business days of receipt of analytical results.

Compensation See attached CEF for details.

DELIVERABLES

The deliverable for Subtask 2 includes the field notes and FDEP system component replacement documentation. The deliverable for Subtask 3 will include an email summary and evaluation of the SVE system repairs, operating performance and sampling results. The email summary will include the O&M checklist(s), field notes, updated operational tables, and laboratory analytical report.

SCHEDULE

It is estimated that system repairs will be performed in March or April 2023, depending on Task authorization and subcontractor scheduling availability, with an email summary deliverable by April or May 2023.

CLOSING REMARKS

Terracon services will be conducted in accordance with the terms and conditions, contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a TA will be issued to authorize us to perform this work.

Hi Dave, Would you be interested in submitting a bid to repair/upgrade an SVE system in Apopka? If so, please see details below and complete the attached bid form.

After the blower was replaced last year, problems were identified with the PLC and voltage supply. The system runs fine in hand mode but does not work in auto mode. The PLC is an EOS ProControl unit with no LCD display and an analog modem. We are looking at replacing it with a standard BRX PLC and a Sensaphone Sentinel. A variance was also noted between the voltage supply (208 VAC) and demand (blower rated for 230 VAC), which may have contributed to the failure of the previous blower.

Scope:

1. Procure and install a new standard BRX PLC. The control panel section from the O&M Manual is attached for reference.

2. Procure and install a 5 kva step-up transformer.

3. Procure and install a new Sensaphone Sentinel telemetry system, including remote start/stop functionality.

Please include all applicable sales tax, shipping and handling fees, and mobilization fees in your quote.

Thanks for your time. Please let me know if you need any additional information.
