SUBJECT: Negotiation Summary Task Assignment DC013B (HW687)
DATE: June 25, 2024
This Task Assignment authorizes Terracon Consultants, Inc. (Terracon) to conduct Groundwater Monitoring and Expanded PFAS sampling at the Webbs Cleaner site.
The total cost for this project is $15,199.52 with approximately 99 total labor hours. All work is to be completed in accordance with the June 14, 2024, Scope of Work, Cost Estimate, and Bid Documentation.
Terracon may invoice according to the included schedule.
Subtask 1:
Project Management is automatically calculated as a percentage of total labor in accordance with Contract HW687.
Subtask 2:
Following verification of an accurate access agreement with the current real property owner, Terracon will collect groundwater samples from eight monitoring wells. All eight wells will be analyzed for Volatile Organic Halocarbons via EPA Method 8260. Expanded PFAS sampling is being conducted due to exceedances in the Provisional Groundwater Cleanup Target Levels for PFOA/PFOS/PFOA+PFOS observed during the 2022 screening event. See attached Scope of Services for sample well IDs and the corresponding analysis.
Following the groundwater sampling event, Terracon will submit a Groundwater Monitoring Report summarizing their findings with updated analytical results and tables as well as their conclusions and recommendations based on the most recent data.
Subtask 3:
Includes costs for PFAS sampling and subsequent reporting as described in the Subtask 3 deliverable and Scope of Services.

SITE RECOMMENDATIONS
During the December 2022 sampling activities, MW001, MW003, MW006 (deep well), MW009, MW100 and MW101 were gauged and sampled for VOHs (Drycleaning short-list). In general, the drycleaning COIs were reported below the Table I, GCTLs of Chapter 62-777, F.A.C., with the exception of source area (side gradient) monitoring well MW001 and downgradient MW005. Vinyl Chloride (VC) was detected in the groundwater sample collected from MW001 (screened at 20-30) and MW005 (screened at 37-47) at a concentration of 18 µg/L and 2.3 µg/L, respectively, which is above the 1 µg/L prescribed GCTL for VC. The VC concentration of 18 µg/L reported in MW001 is an increase from the
0.75 µg/L that was reported in the groundwater sample collected in June 2021 by TetraTech.
Monitoring well MW005 reported a VC concentration of 2.3 µg/L which represents a decrease in VC concentrations from the 4.43 µg/L value reported in MW005 in October 2019 by TetraTech. Since this groundwater sampling event identified vinyl chloride above the Chapter 62-777, Table I, F.A.C, GCTL in two monitoring wells (MW001 and MW005), Terracon recommends conducting groundwater monitoring on an annual basis at MW001 and MW005 to monitor if the concentrations fall below the GCTL for VC. Terracon also recommends sampling MW004, to confirm horizontal delineation to the south.
In addition, Terracon also performed PFAS sampling activities during the December 2022 sampling event. PFAS was reported in MW001, MW003, MW005, MW100 and MW101 above the provisional GCTL of 70 ng/L for PFOA+PFOS. Based on this reported data, Terracon has recommended expanded PFAS groundwater sampling.
DELIVERABLES
The Groundwater Monitoring Report will detail and summarize the groundwater sampling activities, field observations, and results of monitoring well analysis and will include updates to the site’s historical data tables and updated exhibits of groundwater flow and well concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities should the results indicate the onsite plume is nearing eligibility for Risk Management Option (RMO) I closure.
Proposal for Combined VOH and PFAS Groundwater Sampling and Reporting Webb’s Cleaners, ERIC_5175 ■ Riviera Beach, FL June 14, 2024 ■ Terracon Proposal No. PHD237076
SCHEDULE
It is estimated that the wells could be sampled within two weeks from TA authorization and report issued within 20 business days of receipt of analytical data.
