Memorandum
TO: HW687 Contract File FROM: Dean Cox, Contract Manager SUBJECT: DC016B MW Install & Sampling – Concord Custom Cleaners (former) ERIC_4866
DATE: 2/14/24
This task assignment (TA) authorizes costs for replacement & sampling of MW001, a source area well in a location likely to have the highest COC concentrations, and NAM sampling of two additional monitoring wells, along with associated costs and reporting.
This TA is based on the associated Terracon proposal. The total cost of this TA is $15,513.23 and this entire cost is fixed unit rate.
The cost of this TA was negotiated. The total cost of this TA is $4,365.25 or 22% less than the original proposal. This groundwater monitoring TA is designed to facilitate NAM and site closure. Site access has been verified.
MW001 replacement was approved by the WSCS PG in the annual contractor site review meeting. This well had 5.4 ug/L PCE in 2017 but could not be located since.
PCE was detected onsite in MW003 above the GCTL in the most recent groundwater monitoring events completed in 2020 (7.57 ug/L) and 2022 (9.2 ug/L).

Task Assignment HW687 Terracon Proposal No. PHF247001
Dear Mr. Cox:
Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this proposal to the Florida Department of Environmental Program (FDEP) Waste Cleanup Section to replace monitoring well MW001R and perform Annual Groundwater Monitoring and Reporting for the Concord Custom Cleaners #715 (ERIC_4866) facility located at 1911 South Adams Street in Tallahassee, Leon County, Florida.
Scope of Services
Install Replacement Monitoring Well MW001R (2-inch dia.;
screened 50-60 ft bgs)
Field preparation, mobilize to site, perform groundwater sampling and laboratory analysis of six (3) existing monitoring wells (MW001R, MW003, and MW009) for VOH analysis (short list) by EPA Method 8260 and water level measurements at seven (7) monitoring wells
Review data and prepare an Annual Groundwater Monitoring Report including updated tables and groundwater flow and concentration exhibits. See attached LOE for details
Schedule Deliverable Annual Sampling Report within 20 business days following receipt of laboratory results.
Compensation See attached CEF for details.
Proposal for Replacement Monitoring Well Installation and Annual Groundwater Monitoring and Preparation of Report Concord Custom Cleaners #715, ERIC_4866 ■ Tallahassee, FL February 8, 2024 ■ Terracon Proposal No. PHF247001
SITE RECOMMENDATIONS
Install replacement source monitoring well MW001R to similar specifications as destroyed monitoring well MW001. Perform annual groundwater monitoring of three (3) existing monitoring wells (MW001R, MW003, and MW009) and submit samples for analysis by VOHs short list by EPA Method 8260.
Collect water level measurement at seven (7) monitoring wells.
DELIVERABLES
The Annual Groundwater Monitoring Report will detail and summarize the well installation, groundwater sampling activities, field observations, and results of monitoring well analysis and will include updates to the site’s historical data tables and updated exhibits of groundwater flow and well concentrations. Conclusions and recommendations will include a summary of results and recommendations for future sampling or remedial activities should the results indicate the onsite plume is nearing eligibility for Risk Management Option (RMO) I closure.
SCHEDULE
It is estimated that the wells installation will be able to be completed within 4 weeks, and then samples at least 48 hours after installation. The report will be issued within 20 business days of receipt of analytical data.
CLOSING REMARKS
Terracon services will be conducted in accordance with the terms and conditions, contained within DEP Waste Cleanup Program (WCP) Contract No. HW687, executed January 5, 2022. It is understood that a Task Assignment will be issued to authorize us to perform this work.
We appreciate the opportunity to provide this proposal and look forward to working with you on this project. If you should have any questions or comments regarding this proposal, please contact either of the undersigned at 813-221-0050.
Sincerely, Terracon Consultants, Inc.

Re: Non-Hazardous Drum Disposal of Dry-Cleaning Solvents Impacted Materials
Ms. Greller:
The price for the transportation and disposal (T&D) of 55-gallon drum of non-hazardous soil and water impacted with dry-cleaning solvents is $110.00 per drum.
The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.
A single False Mobilization fee will apply if our driver is not able to locate a drum on site.
There is no charge for manifesting onsite, subject to change. Prior notice will be sent to Terracon for any pricing change and will only be applied upon agreement between both parties.

Hi Dean, Mike and I are reviewing the available systems and will get with you shortly.
On Concord, I have the proposal ready from Sid, but we also included 3 bids for the installation of replacement well MW-1. This is an original source well and was recommended for reinstallation at our last annual review meeting.
Did something change I was not aware of?
I’ll revise to include sampling of the two wells recommended by you, and the newly installed well, if that’s ok?

Donna, I do need to get the NDO sampling completed and will be sending you that TA. I will also send comments on the Dadeland ISR implementation proposal. This end of year/beginning of year period has been full of extra duties that have set me back. And I have a few CERCLA items to resolve.
While I try to catch up, please provide the following as soon as you can.
Concord groundwater monitoring (VOHs) TA proposal (2 wells: MW003, MW009) I will call the owner (I missed her call earlier this week) – I will inform you regarding the result of this call (site access is not in question)
Quick desktop evaluation of the following systems for use (@ Majik, Concord, etc.) – these were in the yard as of last week (related docs attached)
142026 (stored 8/25/23; purchase date unknown?)
141038 (stored 11/21/22; purchased 9/2/10) 135073 (stored 10/27/22; purchased 4/7/08) 123877 (purchased 4/7/05; reserved by Mike in 2022 – I think this was related to our work but we bought new instead) 133377 (purchased 8/17/07) 134142 (purchased 12/13/07; would need blower and maybe poly tank) 140849 (purchased 6/20/10)
Ballpark cost for a yard visit/eval if desktop evaluation suggests there may be a system we can use (and if you can estimate this cost quickly) Very rough cost for used system repairs (if this can be done quickly) – this would help determine if a yard visit is worth it (would any existing telemetry be of any use?)
TA for yard system visit/eval if desktop eval suggests there may be a system we can use and if a rough cost can be estimated and is reasonable
I understand the yard-related request is not completely direct. If you have thoughts or ideas, I am open. (I may not currently recall what we may have learned last time we started down this road.) If we need to extend the time on the Majik ISR TA, we will. If we find a system in the yard that we can use at Majik (with necessary repairs/mods/upgrades), I will compensate you via WCD for Mike’s time spent back and forth with Robert regarding blower size and associated operating scenarios & costs.
