Subject: Negotiation Summary

HW685_DC027C

This Task Assignment authorizes WSP to conduct Interim Source Removal activities in accordance with the June 28, 2023, Scope of Work, Cost Estimate, and Bid Documentation. Since we could not task at the beginning of this fiscal year, the dates in the proposal were extended.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtasks 2: UIC Baseline and Backfill Soil Sampling WSP will collect groundwater samples from background well MW040, source area monitoring well MW-034, and downgradient monitoring well MW028 and analyzed for TRPH and pH for baseline conditions. Monitoring wells MW028 and MW034 will then be sampled for TRPH and pH on a quarterly basis. UIC compliance monitoring will continue to be conducted on a quarterly basis until the levels are at or below the baseline concentrations or their respective FDEP GCTLs or secondary groundwater standards, whichever is less stringent. Prior to mobilization of equipment, baseline UIC groundwater and backfill soil sampling will be conducted. The groundwater samples will be collected from MW028, MW034, and MW040 and analyzed for TRPH using the FL-PRO Method. In addition, the groundwater sample collected from MW034 will be analyzed for dissolved gases (methane, ethane, and ethene) using Method RSK 174. A sample for chlorinated VOCs using EPA Method 8260 will be collected during the baseline only from

MW034.

Subtask 3: Interim Source Removal WSP estimated the horizontal extent of soil to be excavated by using the 2022 soil sampling results to establish pre-determined excavation cut lines. The approximate surface area within the pre-determined excavation cut lines is 425 square feet. Excavation work will be conducted in accordance with the Florida Trench Safety Act, Sections 533.60 – 533.64, Florida Statutes and Underground Facility Damage Prevention and Safety Act, Sections 556.101 – 556.111. The impacted soil swill be transported and disposed as non-hazardous waste at an approved facility. WSP estimated that the removal of 2 feet of groundwater may be required to complete ISR activities across the entire 425-square-foot excavation footprint (approximately 7,000 gallons with a ten percent contingency factor). The top two feet of the excavation areas will be backfilled with clean fill and the surface will be restored to its original condition. However, The results of the backfill analysis will be submitted to the FDEP for approval before use.

Subtask 4: Reporting WSP will submit an email daily report throughout the ISR phase and an ISR report report summarizing the operational activities, including the quantity of soil excavated, soil disposal manifests, locations and results of compaction testing, conclusions, and recommendations.

WSP and the FDEP confirmed on August 22, 2023, that an Access Agreement with the current real property owner of the Touch of Class (ERIC_4531) site has been executed. The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $59,912.36 with 148 labor hours.

recommendations. Additionally, WSP will forward Automated Data Processing Tool (ADaPT) data deliverables provided by the laboratory for each groundwater sampling event.

GPRS appreciates the opportunity to provide this proposal. We encourage you to visit our website (www.gprsinc.com) and contact any of the numerous references listed. Our insurance certificate and W9 can also be downloaded here. Please feel free to contact us if you have any questions or need additional information.

Scope of Work

Utility Locating: We understand the scope of work on this project is to search for underground utilities in the areas defined by the client. We will attempt to trace any utilities for which structures are visible from the work area. Utilities will be marked on the surface using spray paint or other appropriate means. The client will be responsible for providing drawings or notifying GPRS of any utilities known to be entering the work area for which there are no apparent surface features or structures that are visible from the work area. To avoid additional charges, the areas should be laid out, marked, and cleared of obstructions prior to our arrival.

Location Utilities to be Located Size of Scan Area Exterior All detectable utilities. 2500 sf.

Equipment Underground Scanning GPR Antenna. This GPR Antenna uses frequencies ranging from 250 MHz to 450 MHz and is mounted in a stroller frame that rolls over the surface. Data is displayed on a screen and marked in the field in realtime. The surface needs to be reasonably smooth and unobstructed to obtain readable scans. Obstructions such as curbs, landscaping, and vegetation will limit the efficacy of GPR.

The total effective scan depth can be as much as 8’ or more with this antenna but can vary widely depending on the soil conditions and composition. Some soil types, such as clay, may limit maximum depths to 3’ or less. As depth increases, targets must be larger to be detected, and nonmetallic targets can be challenging to locate. The depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link

Electromagnetic Pipe Locator. This receiver can passively detect the signals from live AC power or radio signals traveling along some conductive utilities. Operators can connect a transmitter directly to accessible metallic pipes, risers, or tracer wires to generate a current at a specific frequency. The receiver can then detect the resulting signal along the pipe or tracer wire. Various factors may impact this device's effectiveness, including (but not limited to) access to the utility, conductivity, grounding, and interference from other utilities.

The depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link

Traceable Rodder. The rodder consists of a copper wire encased in fiberglass. This device is pushed through a pipe with direct access, such as a sewer line at a cleanout or a storm drain catch basin. Operators then induce a current on the wire and trace the signal from the surface. The maximum traceable depth is 10’ depending on the soil conditions, and the maximum distance is 200’. Inserting the rodder into deeper pipes within manholes may not be feasible depending on site conditions. GPRS will not access electrical conduits. The signal is not detectable through metallic pipes. For more information, please visit: Link

GPS. This handheld unit offers accuracy down to 4 inches; however, the accuracy achieved will depend on the satellite environment at the time of collection and is not considered surveygrade. Features can be collected as points, lines, or areas and then exported as a KML/ KMZ or overlaid on a CAD drawing. Project-Specific Assumptions Standard fullday rates are based on an 8hour workday. Timeonsite in excess of 8hours will be billed at overtime rates.• This price assumes that we will be given access to perform the work during weekday business hours (6am5pm). Work performed outside of this is billed at time and a half.

All of our technicians have OSHA10 safety training or greater. Sitespecific safety training is not included in this quote. Please notify us if this project requires additional safety training.

Asbuilts and any other applicable drawings shall be made available to GPRS prior to the project.• The equipment listed in this proposal is the standard recommended equipment for your project. Depending on site conditions, your GPRS Project Manager may use all of the equipment listed or a subset thereof on your project. At their discretion, they may also employ additional tools not listed above to provide you with the best results possible.

A thorough utility search can only be completed if GPRS is given access to all utility structures, interior and exterior. This service is never a replacement for the use of the state One Call system (811).

If your project includes scanning an elevated concrete slab: Some slabs may not be completely penetrable from the top only and would need to be scanned from both top and bottom and should be considered an unforeseen circumstance that would incur additional time onsite and charges.

If your project includes scanning a wall or elevated concrete slab: Ladders, manlifts, or safe access for scanning wall or ceiling locations is the responsibility of the client.

If your project includes scanning a concrete slab with roofing material or other surface obstructions, these obstructions should be removed by the customer or customer's representative prior to our arrival. GPRS will need direct access to the surface of the concrete to obtain optimal results.

These rates assume that there are no certified payroll requirements. GPRS has not been notified of any PLA, DIR, or Certified Payroll requirements. If GPRS receives notice that any of these conditions exist, there will be additional costs.

Factors Impacting Reliability of Locating Services

Factors beyond ’s control can impact the effectiveness of Blood Hound’s efforts, including but not limited to:

Target Utility Composition – Electromagnetic (EM) locating is effective only if the target utility is composed of continuous conductive material.

Plastic, concrete, clay, or other non-conductive materials cannot be located using EM techniques. In addition, some metals (for example, cast iron) are not highly conductive and some pipes are gasketed resulting in non-continuous conductive material, which makes locating using EM techniques difficult and potentially unreliable. Similarly for Ground Penetrating Radar (GPR), electrostatic reflectivity of a target will impact the effective identification. Lightweight target material, such as PVC, are generally more transparent to radio waves and will reflect a substantially smaller percentage of the radiated signal making effective interpretation more difficult. Some materials are completely transparent to radio waves and can only be identified if a conductive material (i.e. water) is contained within the target facility.

Shielding of Target Utility– Unshielded lines directly buried in the soil (often water, sewer, and gas facilities) can be problematic to locate, especially for significant distance due to the continuous loss of transmitted signal directly to the ground. The greater the distance between the transmitter and the location point on an unshielded line, the more degraded the signal will be.

Conductive Pathway to Ground – EM locating is accomplished by creating a complete circuit; the transmitted signal must be able to return to ground. An open circuit is generally much more difficult to locate since the circuit is not complete, and the emitted signal cannot return to ground resulting in an unreliable and inaccurate locate.

Depth – For both EM and GPR locating, deeper facilities are inherently more difficult to locate due to the distance through the soil to the receiver at the surface. Similarly, shielding between the target utility and the receiver can affect the signal reception and create a loss of signal.

Subsurface Material / Soil Composition / Moisture Content– Soil composition and subsurface material is the most important factor impacting the effectiveness of GPR. The more conductive the subsurface material, the less effective the GPR survey will be. GPR works best in sandy soils, and is least effective in heavy clay soils or where the subsurface material contains a large volume of highly conductive backfilled debris or material (i.e.

metal scraps or slag sand). As a general rule, the smaller the particulate matter that the subsurface material is composed of, the greater the inhibiting effect on the GPR signal. Water, when combined with dissolved ions (salt) has an inhibiting effect on GPR signals, and signals can often not effectively penetrate saturated soil material, when the soil is slightly conductive. The addition of more water increases the conductivity of the soil and more significantly inhibits effective signal penetration.

Target Size – The smaller the target facility, the lower the probability of successful identification of the target during a GPR survey. The smaller the target, the less of a signal that will be reflected, decreasing the probability of a positive identification of the subsurface target. As a general (but not absolute) rule of thumb, for every 1 foot of depth you must have 1 inch in diameter in order to be observable. For example, a 3” diameter pipe must be less than 3 feet below grade in order to be observable during a GPR survey.

Surface Materials and Obstructions – The presence of surface metal, including vehicles, fences, and debris, can swamp other readings and prevent the identification of subsurface targets. In addition, the presence of rebar reinforcement within concrete can have a similar effect and prevent identification of other structures.

Customer must provide Blood Hound with all information in its possession, custody, and control regarding the target facilities. This includes, but is not limited, all facility maps and prints (regardless of whether customer can guarantee the accuracy of such documents) and any anecdotal information regarding facility locations and paths. Providing all available information increases the likelihood of success of Blood Hound’s locating efforts, and failing to disclose available information increases the likelihood that facilities will either be missed or mis-located.

Customer must identify and provide Blood Hound access to any and all available facility access points, including but not limited to manholes, hand holes, transformers, cleanouts, tracer wires, service entrances, electric switchgears, electric sectionalizing cabinets, electric meters, test valves, and test stations. Failing to identify known access point and/or failing to provide Blood Hound with access to those access points increases the likelihood that facilities with either be missed or mis-located.

Customer understands that facility markings are not always precise, and Customer and any excavator utilized by Customer will expose all marked facilities prior to excavation, and will use soft excavation techniques anywhere within twenty-four (24) inches of a facility path marked by Blood

Hound.

Once markings are placed, Customer and any excavator utilized by Customer are responsible for ensuring that all marks are maintained and not destroyed or altered. If marks are destroyed or altered, Customer should contact Blood Hound for re-markings at an additional cost to Customer.

If Customer or any excavator utilized by Customer believe any facility has been missed or mis-marked, Customer will immediately notify Blood

Hound and cease all excavation activity until Blood Hound responds to the site.

Customers will pay invoices within thirty (30) days of receipt, or such earlier time if agreed to by Customer and Blood Hound. If customer fails to do so, Customer is obligated to pay reasonable interest at a rate of 1.5% per month, and shall be responsible for all costs of collection that Blood

Hound incurs, including collection agency fees, attorney fees, court costs, and any other costs of collection.

Terms, Conditions, and Limitations
