Task Assignment DC028B

This Task Assignment is entered into between the State of Florida Department of Environmental Protection (FDEP) and Arcadis U.S., Inc. for environmental site assessment services at Jamie's Dry Cleaners, located at 328 Ardice Avenue, Eustis, Lake County, Florida (Project ERIC_4819). The Task Assignment was executed on June 21, 2023, pursuant to underlying Contract Number HW680 and is effective through February 29, 2024. The contract establishes the framework through which FDEP authorizes Arcadis to conduct investigative work at the facility, which was previously enrolled in the Florida Department of Environmental Protection's Drycleaning Solvent Cleanup Program.

Arcadis will complete a site assessment including soil, vapor, and groundwater screening, monitor well installation, modified active soil gas sampling (MAGS), and vertical profiling using direct-push technology. The work is structured as fixed unit rate pricing with a Total Task Assignment Value of $61,999.46, invoiced in two phases: $48,603.10 upon FDEP approval of fieldwork activities (due November 30, 2023) and $13,396.36 upon FDEP approval of the Site Assessment Report and investigative derived waste (IDW) manifests (due January 31, 2024). The scope includes three subtasks: Project Management (automatically calculated as a percentage of total labor), Site Assessment (soil and groundwater sampling with subcontractors PDS Drilling for direct-push services, SiteLines for ground-penetrating radar utility surveys, and EnviroServe for IDW transportation and disposal), and preparation of a final Site Assessment Report with appropriate figures, graphs, data tables, and IDW manifests.

INITIAL SITE ASSESSMENT WORK PLAN

www.arcadis.com

2023.02.28 Jamie's Dry Cleaners ISA Work Plan 3

A Drycleaning Solvent Cleanup Program Application was submitted to the FDEP on February 17, 1997. Following evaluation of site receptors, impacts, and pertinent environmental settings, Jamie’s was given a priority score of 86 and determined to be eligible for state-administered cleanup under the Drycleaning Solvent Cleanup Program in a letter dated November 14, 1997. No spills or leaks were reported to have occurred as of that timeframe.

A Rapid Risk Screening Form was completed and submitted to FDEP in December 2011. According to the report, 2 large public water supply wells (>100,000 gallons per day) were identified within 0.5-mile of the Site and no small potable wells were located within 0.25-mile of the Site. Both of the large public water supply wells (AAE9080 and AAE5699) were sampled in December 2006; analytical results indicated no detections in either sample. As part of the screening activity, a receptor survey was conducted around the immediate area of the subject Site – several commercial and retail businesses were identified within 500 feet of the facility. However, no daycare facilities or schools were reported within 150 feet of the facility.

4 INITIAL SITE VISIT

On February 7, 2023, Arcadis performed an initial site visit to observe the current layout and use of the site and surrounding properties, establish the immediate future use, verify the presence of utilities, potential drill locations/access, and complete applicable portions of the Site Visit Checklist. Arcadis spoke to the current tenant representative (Jamie Patel) prior to the visit to coordinate access. It was confirmed that municipal drinking water and sanitary sewer service is provided to the site; no septic systems currently exist.

The current site layout is provided on Figure 2. Current site photographs are presented in Appendix A and a copy of the completed Site Visit Checklist is presented in Appendix B.

5 INITIAL SITE ASSESSMENT WORK PLAN

A flexible assessment approach will be used to create a site-specific unsaturated soil and groundwater database capable of determining the absence/presence and extent of chlorinated drycleaning solvents above soil and groundwater CTLs. In addition, potential risks and exposure pathways will be identified and a preliminary recommendations and design provided for remedial action, if justified. The proposed assessment activities will be completed in accordance with FDEP’s Standard Operating Procedures (SOP) (001/01), the site-specific HASP, Chapter 62-780 Florida Administrative Code (F.A.C.), and recent guidance provided in the July 13, 2022, Waste Cleanup Program Pollution Response Action Contract (WCP PRAC) meeting in Tallahassee, Florida.

Based on the reported historical PCE contamination in the shallow soil (northwest corner of dry cleaning machine) and the anticipated depth-to-water (~13 ft bg), multiple assessment methodologies are proposed. Unsaturated soil assessment will be completed by the installation of soil borings to the water table, soil sampling for fixed-based laboratory analysis of volatile organic compounds (VOCs), and completing a Modified Active Soil Gas Survey

(MAGS).

The first phase of groundwater assessment will be completed as follows:

installing a source area monitor well (MW001) inside the facility for fixed-based laboratory analysis of VOCs, completing vertical profiling using direct-push technology (DPT) for fixed-based laboratory analysis of VOCs;

and, installing piezometers to assess groundwater gradient conditions.

2023.02.28 Jamie's Dry Cleaners ISA Work Plan 4

Following receipt and evaluation of the first phase of assessment, the scope of the next phase of investigation activities, such as additional monitor wells, will be developed in consultation with FDEP. The site assessment methods and techniques are described in detail below.

Arcadis will contact the current site operator and current property owner to share proposed sampling locations and advise schedule/notification requirements prior to completing field work. Arcadis will oversee a subsurface private utility locate using ground penetrating radar (GPS) on the site and surrounding areas. The purpose of the utility locate will be to establish/confirm the suspected locations of underground utilities (Sunshine State One Call will initially locate utilities on and surrounding the site). The initial site visit indicated the presence of underground water, sewer, natural gas and electrical lines.

5.2 Soil Assessment and Sub-Slab Soil-Gas Sampling

5.2.1 Unsaturated Soil Assessment

One continuous soil boring (SB001) will be installed in the rear of the facility to a depth of approximately 90 ft bg or into the basal confining clay at the bottom of the surficial aquifer to characterize site lithology. A lithologic log of the general geology at the site will be developed from the soil samples collected from this soil boring. Soil samples from each boring will be described by an onsite Arcadis geologist.

To confirm if past drycleaning operations at the site had an adverse impact to unsaturated soil quality conditions, up to 6 soil borings (SB001-SB006) for collection of soil samples are proposed for installation at the locations shown in Figure 3. The initial sample location will be placed in vicinity of the confirmed PCE soil impacts inside the unit; additional boring/sample locations will be placed within and surrounding the building. Soil boring locations may be adjusted based on the GPR results and location of the sewer lateral.

The soil borings will be installed using a hand auger and DPT. A concrete coring machine will be used to bore through the concrete floor inside the building to access the underlying soils. Soil samples at all soil borings will be collected at 0.5 ft bg, 2 ft bg, and then at two-foot depth intervals to a depth just above the water table (estimated to be at 13 ft bg). All soil samples (up to 7 samples/boring x 6 initial boring locations or a total of up to 42 soil samples) will be submitted to a fixed-based laboratory for confirmatory analysis of VOCs by EPA Method 8260.

Each soil sample will also be collected in encore samplers in anticipation of SPLP analysis. Five SPLP analysis are included in the initial costs. Following the sampling, the boreholes will be completed with MAGS wells as described below.

5.2.2 Modified Active Gas Sampling

MAGS is proposed for completion inside and outside the building. MAGS will be completed in general agreement with the Modified Active Gas Sampling Manual, dated October 12, 2004. Six MAGS wells (MAG01 – MAG06).

The MAGS points will be constructed of 2-inch diameter PVC with 0.010-inch slotted screen set approximately one foot below ground surface to approximately 6 ft bg. Final MAGS well construction will be field determined.

One vapor sample will be collected from each MAGS well during the test for analysis of VOCs by EPA Test Method TO-15. Proposed MAGS well layout locations are depicted on Figure 3.

2023.02.28 Jamie's Dry Cleaners ISA Work Plan 5

5.3 Groundwater Assessment

5.3.1 Groundwater Vertical Profiling

Groundwater assessment will be conducted utilizing vertical profiling by a direct-push drill rig to collect water samples for VOCs analysis. Three vertical profile (VP) locations (VP001 – VP003) are proposed as shown on Figure 3. Assuming the water table will be encountered at approximately 13 ft bg and the base of the surficial aquifer is approximately 90 ft bg, samples starting at the water table and at 10-ft depth intervals to a total depth of 90 ft-bg (14-18, 24-28, 34-38, 44-48, 54-58, 64-68, 74-78 and 84-88 ft bg) will be collected. Lithologic information from Soil Boring SB001 will be used to determine exact sample intervals. Each VP water sample will be submitted to a fixed-based laboratory for confirmatory analysis of VOCs by EPA Method 8260. Following sampling, each vertical profile borehole will be completed with a piezometer as described below.

5.3.2 Piezometer Installation

Arcadis will install three piezometers and utilize the interior monitor well MW001 (described below) to provide groundwater gradient information. For purposes of this Work Plan, it is assumed that three shallow piezometers (PZ001 - PZ003) will be installed with 10-ft of 0.010-inch slot pre-pack screen, between 10 to 20 ft bg using DPT (Figure 3). Final location, dimensions, including depth, and screen interval will be determined based upon groundwater elevations encountered during the initial assessment activities. The piezometers will be developed and completed in a method to allow them to be converted to monitor wells in the future, if necessary. Arcadis will also survey the top of casing elevations of MW001, PZ001, PZ002 and PZ003 relative to common point so that the groundwater gradient can be determined.

5.3.3 Monitor Well Installation and Sampling

Arcadis will hand-install a source area well inside the facility (MW001) into the water table to maximum depth possible at the location presented on Figure 3. The well will be constructed with 0.010-inch slot pre-pack screen, developed, and completed within a manhole. Arcadis will sample MW001 per SOP 001/01 methodology for laboratory analysis of VOCs using EPA Method 8260.

Based on the results of the initial assessment activities and vertical profiling results, the installation of additional monitor wells and sampling analyses in a subsequent phase will be developed in consultation with FDEP. Also, sampling for per- and polyfluoroalkyl substances (PFAS) will be screened per FDEP guidance and tasked separately.

6 REPORTING

An Initial Site Assessment Report (ISAR) including field logs, photographs, laboratory reports will be submitted to FDEP within 30 days of receipt of laboratory data as an interim deliverable to document the fieldwork. The ISAR will provide a basis for the next phase of work which may include additional soil sampling, the installation of permanent monitor wells, a professional survey, etc. to be completed under a Task Assignment Change Order

(TACO).

2023.02.28 Jamie's Dry Cleaners ISA Work Plan 6

A final Site Assessment Report (SAR) will serve as the final deliverable. The SAR will describe the results of the proposed site assessment tasks described in this Work Plan and will be delivered to FDEP within 60 days of completion of the field work. The SAR will contain field logs, laboratory reports, tables, and figures summarizing the results of assessment activities and include conclusions and recommendations based upon findings.

7 INVESTIGATIVE DERIVED WASTE

Investigative derived wastes (IDW - drill cuttings and purge water) generated during site assessment activities will be drummed, labeled and temporarily staged on-site in Department of Transportation (DOT)-approved, 55-gallon steel drums. Arcadis will coordinate with a waste disposal contractor for non-hazardous disposal of the IDW and provide copies of final disposal manifests to FDEP.

8 QUALITY ASSURANCE & QUALITY CONTROL

All fieldwork will be performed in accordance with FDEP’s SOP (001/01), and the site-specific HASP, to be submitted under separate cover prior to commencing field activities. Additionally, sample analyses will be performed by NELAP-certified laboratories to method practical quantitation limits. Appropriate QA/QC samples will be collected during the assessment.

9 PROJECT SCHEDULE AND COST

Cost estimate/level of effort (CEF-LOE) worksheets and subcontractor bid copies for the implementation of this ISAWP will be provided separately upon approval of this Work Plan. A proposed schedule for the site assessment activities, ISAR, and the final SAR document package, is presented below.
