RE: COST PROPOSAL FOR ANNUAL GROUNDWATER MONITORING
BEACHES LAUNDRY & CLEANERS
106 6TH STREET NORTH
JACKSONVILLE BEACH, DUVAL COUNTY, FLORIDA
DEP FACILITY ID NUMBER: ERIC_4606
PROPOSED TASK ASSIGNMENT: DC032B
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for the 2024 annual groundwater monitoring at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services.
SUBTASK 1 PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 ANNUAL GROUNDWATER MONITORING
Groundwater Monitoring
Following authorization to proceed, WSP will verify that the current property owner and the offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner, tenant, and offsite property owners for access to complete the scope of work.
Mr. Patrick McGrane Proposal No. 2024US216048
Florida Department of Environmental Protection April 2, 2024
WSP will collect groundwater samples from 30 monitoring and injection wells. The proposed groundwater sampling plan is shown in the attached Table 4. The attached figures (Figures 6 through 11) from the previous groundwater monitoring report show the well locations and chlorinated volatile organic compound (VOC) results for the shallow, intermediate, and deep zones of the surficial aquifer. Monitoring well S-13 was not sampled during the previous groundwater sampling event due to the inability to pump water from the dedicated tubing. This well will be examined with a pipe camera during the next field event to assess if any cause of obstruction can be identified.
Prior to groundwater sampling, the depth-to-groundwater will be measured at the wells sampled using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.
Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures
(SOPs) for Field Activities (DEP SOP-001/01). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation reduction potential (ORP) will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in ac procedures.
Groundwater samples will be collected using low-flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated
VOCs using US Environmental Protection Agency (EPA) Method 8260B. In addition, groundwater samples from select wells (see attached Table 4) will be analyzed for total organic carbon using EPA Method 5310. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.
Investigation Derived Waste
WSP will temporarily store the purge water generated from the groundwater sampling event in a 55-gallon steel drum as investigation-derived waste (IDW). A waste characterization sample will be collected from the IDW drum for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.
WSP estimates one drum of IDW purge water will be generated during the field activities.
Interim Deliverable
Upon completion of Subtask 2, an e-mail deliverable will be submitted for the chlorinated VOC samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.
SUBTASK 3 REPORTING
WSP will prepare an Annual Groundwater Monitoring Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.
Mr. Patrick McGrane Proposal No. 2024US216048
Florida Department of Environmental Protection April 2, 2024
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $22,076.09. WSP anticipates the groundwater monitoring event will take place in August 2024. The level of effort sheets and cost estimate form are included in
Attachment A. The IDW disposal subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
Task Proposed Cost Proposed Schedule/Deliverables
Subtask 1 Project Management $ 1,884.88 December 2, 2024
Subtask 2 Annual Groundwater Monitoring
$ 15,682.55 September 30, 2024 (E-mail summary with field documentation and certified laboratory analytical report for chlorinated VOCs)
Subtask 3 Reporting $ 4,508.66 October 28, 2024 (Annual Groundwater Monitoring Report)
Total/Completion Date $ 22,076.09 December 30, 2024
