Subject: Negotiation Summary

HW685 DC009B

This Task Assignment authorizes WSP to conduct groundwater monitoring activities in accordance with the February 24, 2023, Scope of Work, Cost Estimate, and Bid Documentation.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Soil Vapor Sampling WSP will assess the condition of the SVE system by collecting soil vapor samples from each of the 14 individual SVE wells (SVE-7 through SVE-20). Each SVE well will be connected to Modified Active Gas Sampling (MAGS) equipment to extract and monitor soil vapor from vadose zone soil. The samples will be submitted to a laboratory for VOC analysis via EPA Method TO-15.

Subtask 3: Membrane Interface Probe, Groundwater Screening, and Soil Sampling WSP will use a membrane interface probe – hydraulic profiling tool (MiHPT) instrument at the five proposed locations presented on Figure 9. After MiHPT data is analyzed, WSP will collect deep groundwater screening samples at the proposed locations adjacent to the five MIP locations. WSP will continue to collect groundwater screening samples to a deeper zone of the surficial aquifer for laboratory analysis at 4-foot vertical continuous intervals to a total depth of 66 feet bgs, or refusal, whichever is encountered first. Fourteen grab groundwater screening samples will be collected from each location for analysis at a fixed laboratory for chlorinated VOCs using EPA Method 8260B. WSP will also collect four shallow groundwater screening grab for analysis at a fixed laboratory for chlorinated VOCs using EPA Method 8260B. WSP solicited quotes from subcontractors for the utility locate, IDW disposal, MIP, and drilling. GeoTek, Erwin, Cascade and GWP were chosen respectively, with the lowest responsive/ responsible bids.

Subtask 4: Reporting

WSP will submit a supplemental assessment report to include a description of the sampling procedures, evaluation of the soil, soil vapor, and groundwater screening analytical results, tabulated soil data summary of the current and historical analytical data, a site map showing the groundwater screening and soil analytical results, laboratory analytical data, conclusions, and recommendations.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $ 100,127.14 with 299 labor hours. WSP and FDEP confirmed on February 28, 2023 that a site access agreement has been signed by the property owner.

Good Morning Matt, US Ecology can provide disposal options (solid/liquid) based on the analytical confirming Non-Reg Disposal at $150.00/Drum. The PFAs containing material would be priced at $650/Drum to a Subtitle C Landfill. The PFAs also would carry a $750 subtitle C State Approval fee. Each Wastestream profiled would carry a $95.00 profiling fee to that designated facility. Hope that helps and if there is anything else you need don’t hesitate to reach out.

Transportation we can discussed based on location of the various job sites and wastestream volume.

Thank you, Jason Boltus

RE: COST PROPOSAL FOR THE FORMER LAKE LUCINA DRYCLEANERS

SUPPLEMENTAL ASSESSMENT REPORT

6054 MERRILL ROAD

JACKSONVILLE, DUVAL COUNTY, FLORIDA

DEP FACILITY ID NUMBER: ERIC_4610

PROPOSED TASK ASSIGNMENT: HW685_DC009B

Dear Ms. Shirah:

WSP USA Inc. (WSP), formerly Golder Associates USA Inc. (Golder), is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for completing additional assessment of the soil, groundwater, and soil vapor and presenting the results in a Supplemental Assessment Report at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2 – SOIL VAPOR SAMPLING

WSP operated a soil vapor extraction (SVE) system at the site that has been shut down since September 2018.

Based on the Operation and Maintenance data in the Remedial Action System Status Report, between December 2004 and September 2013, the SVE system removed approximately 78 pounds of volatile organic compounds

Ms. Ginger Shirah Proposal No. 202208346

Florida Department of Environmental Protection February 24, 2023

(VOCs) during operation. The system was activated for a short period of time between August 2017 and September 2018 at a reduced run time of about 100 hours a month where the system removed a total of approximately 0.18 pounds of VOCs. The SVE system is still onsite but has been dormant for about 4.5 years and vagrants have lived inside the trailer; therefore, it is unknown if the system has been damaged.

WSP proposes to assess the condition of the SVE system and collect soil vapor samples from each of the 14 individual SVE wells (SVE-7 through SVE-20). The SVE layout is presented on the attached Figure 10. Before sample collection, WSP will need to cut the manifold and use existing valves and fittings to isolate each SVE well at the system manifold. WSP will then, one at a time, connect each SVE well to Modified Active Gas Sampling (MAGS) equipment to extract and monitor soil vapor from vadose zone soil. The MAGS blower (Fuji Electric Model VFC508P-2T, 2.5 hp, single phase) will be capable of a flow rate of 154 standard cubic feet per minute at a vacuum of 80 inches of water (inches H20) under ideal conditions. A portable generator will supply power to the blower. The connection between the SVE wells and the blower will be made using 2-inch diameter vacuum-rated flexible PVC tubing and Schedule 40 PVC pipe. Vacuum gauges, a flowmeter, a filter, and sample ports will be installed in line.

WSP will run the blower at the highest achievable wellhead vacuum without entraining water for up to 30 minutes at each location. One soil vapor sample will be collected from each well using a Summa Canister (Tedlar bags if Summa Canisters are not available) and submitted to a fixed-base laboratory for VOC analysis using EPA Method

TO-15.

Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.

SUBTASK 3 – MEMBRANE INTERFACE PROBE, GROUNDWATER SCREENING, AND

SOIL SAMPLING

Membrane Interface Probe Activities A membrane interface probe – hydraulic profiling tool (MiHPT) instrument will be used to be pushed to a depth of 65 feet below ground surface (bgs) or to refusal at the five proposed locations presented on Figure 9. Review of previous soil borings indicated that there is a clayey silt approximately 40 feet bgs. The results of the MIP data will be reviewed in real time to determine if penetrating the 5-10 foot thick clayey silt layer to the total depth of 65 feet bgs is viable. If groundwater results are elevated just above the clay layer, WSP will call DEP prior to penetrating.

Each boring location in the back and front of the building will have a utility clearance completed by a private subcontractor before the work is initiated. The MIP boreholes will be abandoned immediately after the last reading is completed to prevent the vertical migration of contamination.

Groundwater Screening Sampling After completion of the five MIP borings and analysis of MiHPT data, WSP will collect deep groundwater screening samples by advancing Direct Push Technology (DPT) tooling at the proposed locations adjacent to the five MIP locations. WSP will continue to collect groundwater screening samples to a deeper zone of the surficial aquifer for laboratory analysis at 4-foot vertical continuous intervals, beginning at the 10–14-foot interval, using stainless-steel DPT screens to a total depth of 66 feet bgs, or refusal, whichever is encountered first. If the MIP was not able to penetrate the clayey silt layer previously at each location; then the groundwater sampling will be completed on top of the clayey silt layer. Grab groundwater screening samples (14 samples per location to a depth of 66 feet) will be collected from each location for analysis at a fixed laboratory for chlorinated VOCs using EPA Method 8260B. The boreholes will be abandoned immediately after the last groundwater sample is collected. Sampling equipment will be decontaminated between sampling locations/intervals to prevent cross-contamination.

Additionally, WSP will collect groundwater screening samples by advancing DPT tooling to collect shallow groundwater screening grab samples using 4-foot-long stainless-steel screens for analysis at a fixed laboratory for chlorinated VOCs using EPA Method 8260B at four locations. WSP assumes the top of the water table will be encountered at approximately 9 feet bgs; therefore, the DPT screen will be installed at four intervals: near the top of the water table (10-14 feet bgs); with the bottom of the screen on top of the hardpan layer (14-18 feet bgs), with the screen within the hardpan layer (18-22 feet bgs), and with the screen below the bottom of the hardpan layer (22-26 feet bgs) for a total of 4 samples for each location. These intervals will likely be adjusted based on actual hardpan dimensions observed during DPT activities. The DPT boreholes at the nine sample locations will be abandoned immediately after the last sample is collected to prevent the vertical migration of contamination.

Soil Sampling Soil samples will be collected from each of the nine sample locations prior to initiating DPT water sampling activities.

Soil samples will be collected at depths above the water table (0.5, 2.0, 4.0, 6.0, and 8.0 feet bgs), assuming the depth-to-water is 9 feet bgs, for analysis at a fixed laboratory for chlorinated VOCs using EPA Method 8260B. If depth-to-water measurements are different than what was assumed, adjustments will be made in the field regarding sample depths that need to be sampled for laboratory analysis. An additional soil sample will be collected at each depth in an ENCORE 25-gram sampler for possible synthetic precipitation leaching procedure analysis after review of initial soil total chlorinated VOC data. The boreholes will be advanced prior to the DPT water sampling at each location.

Upon completion of Subtask 3, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical reports, MIP data, and laboratory chain-of-custody documentation.

SUBTASK 4 – REPORTING

The supplemental assessment report will include a description of the sampling procedures, evaluation of the soil, soil vapor, and groundwater screening analytical results, tabulated soil data summary of the current and historical analytical data, a site map showing the groundwater screening and soil analytical results, laboratory analytical data, conclusions, and recommendations. WSP will forward the Automated Data Processing Tool (ADaPT) data deliverables for the groundwater sampling event provided by the laboratory.

HEALTH AND SAFETY

WSP will prepare a site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the proposed scope of work is $100,393.57. WSP anticipates the field activities will take place in May 2023 or sooner depending on subcontractor availability. The LOE/CEF sheets are included in Attachment A. Subcontractor quotes including from the utility locate, MIP, drilling, and IDW waste disposal subcontractors are included in Attachment B.
