RE: COST PROPOSAL FOR WELL ABANDONMENT

AAA CHEMICALS

163 STOCKTON STREET

JACKSONVILLE, DUVAL COUNTY, FLORIDA

FACILITY IDENTIFICATION NUMBER: ERIC_6087

PROPOSED TASK ASSIGNMENT: HW685_BF0 A

Dear Ms. Johnson:

WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for well abandonment activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. The proposed scope of services is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Brownfields and CERCLA Site Screening Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2 – WELL ABANDONMENT ACTIVITIES

WSP will abandon the nine existing monitoring wells (MW1 through MW9) in accordance with DEP and St. Johns River Water Management District (SJRWMD) regulations. WSP will use a Florida-licensed driller to abandon the monitoring wells. Monitoring well construction details are shown in the attached table. The approximate well locations are shown on the attached figure.

The steel manholes and concrete well pads will be removed after abandonment activities are completed, and the ground surface will be restored to near its original condition. After the fieldwork is completed, the driller will prepare the appropriate well completion reports for submittal to the SJRWMD, updating the status of the wells at the site.

The well abandonment field activities will be completed in one day and documented with photographs.

Ms. Megan Johnson Proposal No. 2025US414644

Florida Department of Environmental Protection May 16, 2025

Following completion of the well abandonment activities, WSP will submit an e-mail deliverable to the DEP to document the well abandonment activities. The e-mail deliverable will include field documentation, a photographic log, and copies of the well completion reports.

HEALTH AND SAFETY

WSP will prepare a site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted before the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the scope of work is $6,178.06. WSP will tentatively schedule the well abandonment event for June 2025. The LOE and CEF are included in Attachment A. The subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
