This Task Assignment authorizes WSP to conduct groundwater monitoring activities in accordance with the June 15, 2023, Scope of Work, Cost Estimate, and Bid Documentation.
Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtask 2: Annual Groundwater Monitoring WSP will collect groundwater samples from monitoring wells (MW002, MW005, MW004, MW007, MW006, and MW013) for chlorinated volatile organic compounds (VOCs) by EPA Method 8260B. Prior to groundwater sampling, depth-to-water measurements will be collected using an electronic water level indicator at monitoring wells MW001, MW003, MW008, MW009, MW010, MW011, and MW012 along with the monitoring wells that will be sampled to determine groundwater flow direction. Investigation-derived waste (IDW) will be temporarily stored in a 55-gallon drum. WSP requested bids for IDW drum treatment and disposal from Erwin, US Ecology, and HEPACO. Erwin was selected as the lowest responsive and responsible bidder.
Subtask 3: Reporting WSP will submit the Annual Groundwater Monitoring Report deliverable to FDEP.
WSP and the FDEP confirmed on June 19, 2023, that an Access Agreement with the current real property owner of the Aloha Cleaners (ERIC_4583) site has been executed.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $9,909.37 with 56 labor hours.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $23,386.91 with 115 labor hours. Printed on recycled paper.

PROPOSED TASK ASSIGNMENT: HW685_DC029B
Dear Mr. Kehinde
WSP USA Inc. (WSP) formerly Golder Associates USA Inc. is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual groundwater monitoring at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The scope of work is based on the recommendations WSP presented in 2022 annual groundwater monitoring report for the site, dated November 10, 2022. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING AND IDW TREATMENT
WSP will collect groundwater samples from 13 monitoring wells: two shallow zone monitoring wells (MW002 and MW005); two intermediate zone monitoring wells (MW004 and MW007); and two deep zone monitoring wells (MW006 and MW013) for chlorinated volatile organic compounds (VOCs) by EPA Method 8260B. Figures 6, 7, Mr. Opeyemi Kehinde Proposal No. 202208346
Florida Department of Environmental Protection June 15, 2023 and 8 from the previous sampling event completed in 2022 showing chlorinated VOC results for the three zones of the surficial aquifers, are attached.
Prior to groundwater sampling, depth-to-water measurements will be collected using an electronic water level indicator at monitoring wells MW001, MW003, MW008, MW009, MW010, MW011, and MW012 along with the monitoring wells that will be sampled to determine groundwater flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.
Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated VOCs using EPA Method 8260B. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.
WSP will temporarily store the investigation derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8260. A waste profile will be completed using the chlorinated VOC results and PFAS results from a previous sampling event. If the waste characterization samples are acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.
Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.
SUBTASK 3 – REPORTING
The annual groundwater monitoring report will include a description of the sampling procedures, evaluation of the analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations. Additionally, WSP will forward the Automated Data Processing Tool (ADaPT) data deliverables for the groundwater sampling event provided by the laboratory.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
