RE: COST PROPOSAL FOR QUARTERLY GROUNDWATER SAMPLING
CLASSIC FRENCH DRY CLEANERS
5539 W. OAKLAND PARK BOULEVARD
LAUDERHILL, BROWARD COUNTY, FLORIDA
DEP FACILITY ID NUMBER: ERIC_4050
PROPOSED TASK ASSIGNMENT: DC015B
Dear Ms. Shirah:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual groundwater monitoring activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with the DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – GROUNDWATER SAMPLING AND IDW MANAGEMENT
WSP recommended, in the July 31, 2023, annual groundwater sampling report, to sample shallow zone monitoring wells MW001 and MW016, intermediate zone well MW034, and deep zone monitoring wells MW036R and MW039R for two quarters, September and December 2023, to achieve two consecutive periods where chlorinated volatile organic compounds (VOCs) in the shallow, intermediate, and deep zones, have attenuated to concentrations below the Groundwater Cleanup Target Levels. The objective is to recommend No Further Action with or without Controls
Ms. Ginger Shirah Proposal No. 202208346
Florida Department of Environmental Protection August 25, 2023 at this site using Risk Management Option II (RMO II) or (RMO I) in accordance with Chapter 62-780 (2) of the Florida Administrative Code. The well locations and previous analytical results are shown on the attached Figures 5, 6, and 7.
In April 2016, AECOM collected two soil samples near previous sample locations SB001 and SB016, where PCE concentrations were above the leachability-based Soil Cleanup Target Level (SCTL) during initial assessment activities. The PCE concentrations in the soil confirmation samples were below the leachability based SCTL. The soil confirmation sampling results were documented in AECOM’s May 2016 Annual Natural Attenuation Monitoring Report and the SVE system trailer was removed from the site on May 1, 2018.
Prior to groundwater sampling, depth-to-water measurements will be measured using an electronic water level indicator. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary. Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
The groundwater samples to be analyzed for chlorinated VOCs will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.
Investigation Derived Waste WSP will containerize the investigation derived waste (IDW) purge water and decontamination water in a 55-gallon drum for both quarterly sampling events. WSP will collect a waste characterization sample from the drum after the second quarterly sampling event for analysis of total VOCs using EPA Method 8260. The drum will be temporarily staged onsite, pending waste characterization. For cost estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility.
WSP estimates one drum of IDW purge water will be generated during groundwater sampling activities.
Interim Deliverable WSP will submit an e-mail deliverable after completion of the September and December 2023 sampling event and receipt of the certified laboratory analytical report. The deliverable will consist of an e-mail summary and will include field documentation, field forms, and the certified laboratory analytical report.
SUBTASK 3 – REPORTING
WSP will prepare a Quarterly Groundwater Sampling letter report upon completing the December 2023 sampling event that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data;
and conclusions and recommendations.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $16,586.63. WSP anticipates the monitoring event will take place in September and December 2023. The level of effort sheets and cost estimate form are included in Attachment A. The IDW disposal subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
