RE: COST PROPOSAL TO CONDUCT SUPPLEMENTAL SITE ASSESSMENT ACTIVITIES (SSA-

11)

FORMER COLT’S STATION SITE

TRENTON, GILCHRIST COUNTY, FLORIDA

FDEP FACILITY ID NUMBER: ERIC_5564

Dear Mr. Cross, WSP USA Inc., (WSP) is pleased to provide this cost proposal to conduct supplemental site assessment activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team.

Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2 – SUPPLEMENTAL SITE ASSESSMENT ACTIVITIES

Following authorization to proceed, WSP will coordinate with the real property owner and tenant for access to complete the scope of work. WSP will obtain the applicable local, county, and state-required permits prior to implementing the proposed scope of work.

Supplemental Site Assessment Work Plan/Quality Assurance Project Plan and Health & Safety Plan This task includes the preparation of a Supplemental Site Assessment Work Plan/Quality Assurance Project Plan (Work Plan). The Work Plan will include the following: site location and project planning

Mr. Justin Cross Proposal No. 202208350

Florida Department of Environmental Protection December 5, 2023 elements; project personnel; site background and history; project description; proposed groundwater sampling plan; data quality objectives; and data generation and acquisition methods.

WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

Groundwater Sampling WSP will collect groundwater samples from three existing monitoring wells (MW-4, MW-5, MW-6). The last groundwater sampling event occurred at the site in December 2022. The attached Figure 2 from the previous groundwater monitoring report shows the well locations and recent volatile organic compound (VOC) results. Prior to groundwater sampling, the depth-to-groundwater will be measured at each of the seven well locations using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.

Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018).

Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures. The IDW purge water from each well will be dumped onto the ground surface nearest to the well it was purged from after the sample has been collected.

Groundwater samples will be collected using low-flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of 4° Celsius, and delivered to Advanced Environmental Laboratories (AEL) in Tallahassee, Florida, a Florida Department of Health and National Environmental Laboratory Accreditation Program certified fixed-base laboratory, along with the completed chain-of-custody documentation. The samples will be analyzed for VOCs (including MTBE) using the United States Environmental Protection Agency (USEPA) Method 8260, polynuclear aromatic hydrocarbons (PAHs) using USEPA Method 8270, and total recoverable petroleum hydrocarbons (TRPHs) using the FL-PRO method. Quality control samples will be collected including one duplicate sample, one equipment blank and one trip blank.

Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted for the groundwater samples and include copies of the field data sheets, equipment calibration forms, field notes and laboratory analytical report.

SUBTASK 3 – REPORTING

WSP will prepare a Supplemental Site Assessment Report that will include a description of the field activities and sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.

COST AND SCHEDULE

The estimated cost to complete the proposed scope of work is $10,272.19. WSP anticipates the groundwater sampling activities will take place in January 2024. The level of effort sheets and cost estimate form are included in Attachment A. The following table summarizes the proposed costs and deliverable schedule.

Task Proposed Cost Proposed Schedule/Deliverables

Subtask 1 – Project Management $952.93 June 28, 2024

Subtask 2 – Supplemental Site Assessment Activities

$5,749.06 February 29, 2024 (Field documentation, GW sample logs, calibration logs, and laboratory analytical reports via e-mail deliverable)

Subtask 3 – Reporting $3,570.20 April 1, 2024 (Supplemental Site Assessment Report)

Total/Completion Date $10,272.19 July 26, 2024
