RE: COST PROPOSAL FOR ANNUAL GROUNDWATER MONITORING
FORMER SAGES DRY CLEANERS
5800 FORT CAROLINE ROAD
JACKSONVILLE, DUVAL COUNTY, FLORIDA
DEP FACILITY ID NUMBER: ERIC_4596
PROPOSED TASK ASSIGNMENT: HW685_DC023C
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for the 2024 annual groundwater monitoring at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The scope of work is based on the recommendations provided in the 2023 Annual Groundwater Monitoring Report, including the following items:
▪ Continuing annual groundwater monitoring at the site as summarized in the 2024 Performance Monitoring Plan (Table 1).
▪ Removal of six monitoring wells MW022, MW023, MW024, MW025, MW028, and MW029 from the Performance Monitoring Plan for chlorinated volatile organic compound (VOC) analysis.
▪ Maintaining the annual sampling frequency for total iron analysis of groundwater samples collected from wells MW021, MW514, MW607, and MW608 (monitoring wells MW002 and MW023 were removed).
▪ Identifying the temporary point of compliance (TPOC) wells to include MW026 for the shallow, MW027 for the intermediate, and MW013 for the deep zones of the surficial aquifer.
Groundwater samples were collected from shallow zone monitoring wells MW513 and MW514 and analyzed for DEP-specified Per- and Polyfluoroalkyl Substances (PFAS) constituents of concern during a June 2019 sampling event. Results indicated that PFAS concentrations were below the Provisional Groundwater Cleanup Target Level of 70 nanograms per liter; therefore, no expanded PFAS monitoring is required. The proposed scope of services is described below.
Mr. Patrick McGrane Proposal No. 2024US208845
Florida Department of Environmental Protection March 11, 2024
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING
Groundwater Monitoring Following authorization to proceed, WSP will use the Duval County Property Appraiser’s website to verify that the current property owner and the offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner and offsite property owners for access to complete the scope of work.
WSP will complete the 2024 annual groundwater monitoring event, as outlined in the attached Table 1. The 2024 Performance Monitoring Plan was developed as a recommendation by WSP that was presented in the 2023 Annual Groundwater Monitoring Report. The Plan includes collecting groundwater samples from select wells for analysis of chlorinated VOCs, as well as total iron as part of the continued implementation of the Underground Injection Control (UIC) monitoring. Figures 6 through 8 from the previous annual groundwater monitoring report show the well locations and chlorinated VOC results for the shallow, intermediate, and deep zones of the surficial aquifer.
Prior to groundwater sampling, depth-to-water measurements will be collected using an electronic water level indicator at the monitoring wells that will be sampled to determine groundwater depth. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.
Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
Groundwater samples will be collected using low-flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated VOCs using EPA Method 8260B. Select samples will also be analyzed for iron using EPA Method 6010 to satisfy the UIC concerns. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.
Investigation Derived Waste WSP will temporarily store the purge water generated from the groundwater sampling event in a 55-gallon steel drum(s) as investigation-derived waste (IDW). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.
Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.
SUBTASK 3 – REPORTING
The annual groundwater monitoring report will include a description of the sampling procedures, evaluation of the analytical results, comparison of current to historical data, a tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $20,144.69. WSP anticipates the monitoring event will take place in March or April 2024. The LOE/CEF sheets and Disposal subcontractor IDW quotes are included in Attachment A. The following table summarizes the proposed costs and deliverable schedule.
