RE: COST PROPOSAL FOR INTERIM SOURCE REMOVAL

PELICAN HARBOR SEABIRD STATION

399 NE 82ND TERRACE

MIAMI, MIAMI-DADE COUNTY, FLORIDA

DEP FACILITY ID NUMBER: ERIC_18138

Dear Ms. Johnson:

WSP USA Inc. (WSP) is providing the Florida Department of Environmental Protection (DEP) with this revised cost proposal to complete Interim Source Removal (ISR) activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.

RECENT SITE HISTORY

Following review of WSP’s August 2023 ISR Work Plan, Miami-Dade County Division of Environmental Resource

Management (DERM) issued comments to WSP and Pelican Harbor Seabird Station (Pelican Harbor) that required revisions to the ISR Work Plan. Specifically, the comments required revisions to the proposed engineering controls in areas around the tree driplines and the City of Miami right-of-way (ROW), as well as modifications to the air and dust monitoring plan. As a result, additional planning is needed between WSP and Pelican Harbor’s arborist to approve backfill methods around the tree root systems. WSP will also be required to coordinate with the City of

Miami to allow the proposed remediation work within City of Miami ROW and the installation of the proposed engineering controls. WSP proposes to perform additional soil assessment within the City of Miami ROW to further delineate the arsenic impacts before finalizing a plan and agreement with the City of Miami. Based on correspondence with the DEP, the additional soil assessment activities will be tasked separately from the ISR task assignment. Based on correspondence with the Pelican Harbor, DEP, and DERM, WSP proposes to begin the onsite ISR activities prior to or concurrently with the proposed assessment activities in the City of Miami ROW.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities, resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

Ms. Megan Johnson Proposal No. 202208350

Florida Department of Environmental Protection December 20, 2023

SUBTASK 2 – INTERIM SOURCE REMOVAL

The goal of this ISR is to design and implement an Engineering Control at the site that is protective of human health, public safety, and the environment and support the ultimate goal of achieving site closure using Risk Management

Option II (No Further Action with Institutional Controls and Engineering Controls) in accordance with

Chapter 62-780.680 (2), FAC. WSP recommends an Engineering Control that will use a combination of pervious and impervious caps to eliminate the direct exposure risk to contaminated soil at the site. WSP has worked closely with Pelican Harbor and the DEP to incorporate the Engineering Control into the proposed site redevelopment plans. The proposed redevelopment cut and fill plan (pre-grade over existing conditions) is shown on the attached

Figure 6A. The proposed demarcation fabric layout is shown on the attached Figure 6B. The proposed backfill plan

(volume over pre-grade) is shown on the attached Figure 6C. The proposed soil backfill volume calculations are summarized in the attached Table 2 and shown on attached Figure 6C.

Site Preparation Activities

Site Access, Utility Clearance, and Permits

Following authorization to proceed, WSP will coordinate with Pelican Harbor for access to complete the scope of work. WSP will obtain the applicable local, county, and state-required permits prior to implementing the proposed scope of work. The location of underground utilities will be identified and marked. Sunshine State One Call, a utility location service provider, will be contacted at least three working days (72 hours) before any subsurface work begins. Given that work will be conducted on private property, Sunshine State One Call might not be able to provide details regarding specific utilities in the area where ISR activities will be conducted. Therefore, WSP’s remedial contractor will use a private utility location company to locate and map shallow subsurface anomalies present within the proposed ISR areas.

Anomalies will be marked with paint on the ground surface and a scaled drawing will be developed for reference during site restoration activities. The remedial contractor will then, if applicable, uncover sections of the utilities prior to site restoration activities to verify the locations, depth, and direction. WSP or its remedial contractor will contact appropriate companies to have the identified utilities decommissioned prior to site restoration activities, if necessary.

Utilities will be restored or repaired after the completion of the site restoration activities, as necessary.

Kick-Off Meeting

Before initiation of soil excavation activities, WSP will conduct a kick-off meeting with the appropriate contractor representatives, DEP representatives, and the property owner. The purpose of the kick-off meeting will be to:

Review and confirm the health and safety procedures.

Establish lines of communication.

Document pre-construction site conditions by taking photographs and videos of relevant site features.

Plan workflow and scheduling details.

Establish work zones (exclusion zone, contaminant reduction zone, and support zone).

Review any concerns on the conduct of the work.

Pre-Construction Survey for Engineering Control

WSP will provide the remedial contractor’s surveyor with a copy of the existing survey and the proposed cut and fill plans. The surveyor will then install cut and fill grade stakes or markers on a 50-foot by 50-foot grid. These grade stakes will be referenced throughout the ISR activity.

Tree Protective Zone Demarcation

Pelican Harbor has included tree protection and removal in its site redevelopment plan. WSP has assumed that any trees proposed to be removed will be done so prior to mobilization for ISR activities. WSP and the selected remedial contractor will preserve any trees identified to remain. Tree protection zones will be demarcated with stakes and construction netting around the primary root zone of each remaining tree. Excavation in these areas will be limited to a 6-inch top scrape. The remaining areas around trees within the dripline will be excavated to a depth of 1-foot bgs where practical. The tree protective zones will be covered with a demarcation fabric and a pervious cap, which will consist of a minimum 0.5-foot-thick layer of clean backfill followed by a 4-oz, filter fabric and 0.5-foot-thick layer of gravel to promote water infiltration and aeration of the root systems. Further details of the demarcation fabric are provided in the ISR Work Plan.

Archaeological Controls

Archaeological and Historical Conservancy, Inc. (AHC) conducted a due diligence archaeological and historical assessment of the Pelican Harbor property in November 2019. AHC performed 14 shovel tests across the parcel with seven tests reporting positive results for cultural material. During ISR activities, the environmental contractor will take care to avoid damaging any uncovered artifacts. If found, WSP or Pelican Harbor will contact a local archaeologist, and activity in the affected area will stop until the archaeologist approves further excavation. If human remains are located during ISR activities, compliance with the provisions of Florida Statute 872.05, which governs the treatment of unmarked human burials, will be required. For cost estimate and scheduling purposes, WSP has assumed no significant archaeological delays will occur during ISR activities.

Site Security

There are no permanent security features associated with the site. An existing 4-foot high chain-link fence exists on the western property boundary. The remedial contractor will remove this existing fence and install temporary

6-foot-high chain-link security fencing around the entire perimeter of the site. A linear footage of 1,944 linear feet is referenced on Figure 6A.

Erosion and Stormwater Controls

The remedial contractor will be responsible for setting up and maintaining stormwater controls, which may include installing stabilized construction entrances, silt fencing, wattle, or hay bales around the perimeter of the proposed excavations areas, as necessary. The approximate area for the source removal is greater than one acre and, therefore, will require a Stormwater Pollution Prevention Plan and a Notice of Intent to Use Generic Permit for

Stormwater Discharge from Large and Small Construction Activities.

Monitoring Well Protection

WSP will attempt to protect the existing monitoring wells located within the proposed ISR area. WSP will spray paint the well pads orange and cover the wells with a 4-inch diameter polyvinyl chloride pipe extending at least 4 feet above the ground surface until the backfill material has been placed. WSP will repair or replace any well pads or manholes damaged during ISR activities. If a monitoring well is damaged beyond repair during ISR activities, WSP will notify Pelican Harbor and recommend replacement following the completion of ISR activities or site redevelopment.

Engineering Control Design (Pre-Grade)

For Engineering Control design purposes, WSP has assumed that contaminated soil currently exists across the entire footprint of the site (approximately 2.6 acres). WSP has used existing site elevations (see Figure 2) and proposed site redevelopment conditions (see Figure 3) and grades to design a soil cut and fill plan such that impacted soil can be excavated and relocated to areas with proposed impervious caps (buildings, parking lots, etc.)

or covered with a demarcation fabric and a pervious cap, which will consist of a minimum 1-foot thick layer of clean backfill.

WSP segregated the site into five zones, based on the nature of the proposed redevelopment features. These zones include pervious greenspace (including tree driplines), tree protection zones in and out of right-of-way, right-of-way (including tree driplines), and impervious areas. The existing grades in each zone were compared to the proposed grades. A “pre-grade” surface was established across the site, defined as the elevation required in each zone to achieve the required soil cap thickness. The pervious greenspace and tree driplines within the greenspace will require the demarcation fabric and 1-foot thick soil cap above the “pre-grade” elevation. The tree protection zones within the greenspace areas will be backfilled with a 0.5-foot soil and 0.5-foot gravel cap and demarcation fabric above the “pre-grade” elevation to prevent damage to trees and roots. The impervious areas, mainly the roads, driveways, and parking lots, will require a depth of 22 inches below the final grades to account for pavement, road base, and subbase fill. The right-of-way areas (including tree driplines within the right-of-way) and the tree protection zones within the right-of-way will require 1-foot of clean fill and demarcation fabric. Each zone is identified on Figures 5, 6A, 6B, and 6C, along with the surface area and prescribed depth for each zone. The spot elevations shown on Figure 6A define the “pre-grade” surface and indicate whether the area will be a cut or fill elevation.

Fill elevations required to achieve the “pre-grade” surface indicate a soil volume of 2,365 cubic yards (c.y.) will be required to raise the existing surface to “pre-grade.” Cut elevations define the amount of impacted soil that will need to be removed to lower the existing grades to the “pre-grade.” The cut volume is estimated to be 2,010 c.y. which is lower than the fill volume required to achieve the “pre-grade” elevation by 355 c.y. Therefore, impacted soil can be relocated on site in lieu of transport and disposal offsite. Based on the amount of fill needed in the northeastern portion of the site, WSP assumes the majority of the excavated soil will be relocated towards this area and underneath the proposed impervious areas. WSP assumes that an additional 355 c.y. will be required to meet the

“pre-grade” elevation under the building foundation.

The anticipated list of significant equipment to be used during ISR activities is as follows: excavator (CAT 320 or similar), compact track loader (CAT 249 or similar), wheel loader (CAT 930 or similar), bulldozer (CAT D5 or similar), vibratory drum roller (44-inch diameter), trailer-mounted water wagon for dust control, support truck with a fuel cell, support trailer, and an equipment trailer. The exclusion zone, contaminant reduction zone, and support zone will be marked prior to the initiation of excavation activities.

Excavated soils will be placed into the bucket of the compact track loader (skid-steer) or wheel loader, which will then transport the soil to the proposed areas to be filled as shown on Figure 6A. Excavation work will be conducted in accordance with the Florida Trench Safety Act, Sections 533.60 – 533.64, Florida Statutes and Underground

Facility Damage Prevention and Safety Act, Sections 556.101 – 556.111. A modified Proctor (ASTM D-1557) will be performed on the existing soils to provide a maximum dry density. Compaction of the “pre-grade” surface will be

95% of the modified Proctor maximum dry density. WSP will test the compaction at a frequency of at least one test per 5,000 square feet, which will result in approximately 20 testing locations.

Engineering Control Design (Pervious and Impervious Cap)

Once “pre-grade” elevations have been achieved, the pervious greenspace (including tree driplines) and tree protection zones across the site will be covered with a demarcation fabric, backfilled with clean fill, and the surface will be graded to match proposed grades. Prior to site mobilization, WSP or the remedial contractor will collect two samples of the proposed backfill. One soil sample will be collected from the fill source (borrow pit) and tested for the presence of volatile organics, base/neutral compounds, acid extractables, RCRA metals, pesticides, and total recoverable petroleum hydrocarbons. The second sample from the fill source will be submitted for soil gradation and a modified Proctor (ASTM D1557) to determine the maximum dry density. The fill material should consist of sand with less than 10% fines, free of organic materials, roots, vegetation, asphalt, clay, or other deleterious materials, and have a maximum particle size of less than three inches. The results of the backfill analytical analysis will be submitted to the DEP for approval prior to use.

Once approved, the backfill will be placed in either 0.5-foot or one-foot lifts. WSP will test the backfill material to verify that the compaction was completed to at least 95 percent of the modified Proctor maximum dry density in the right-of-way and pervious greenspace zones. Compaction will not be performed within tree driplines or protection zones. The frequency of the testing will be at least one test per 5,000 square feet, which will result in approximately

20 testing locations. WSP anticipates that the backfill will be directly loaded upon arrival and will not be stockpiled onsite. If a stockpile area is required, WSP will notify the DEP and agree on an appropriate location. Based on proposed final grades, WSP estimates 2,973 c.y. of clean backfill will be required to meet the proposed final grades in the greenspace, right-of-way, and tree protection zones. Considering a 25% contingency factor and soil expansion factor of 1.4, WSP estimates 5,220 c.y. of fill will be required on site, which approximated to

290 truckloads of clean fill. WSP will not be responsible for application of backfill within the proposed impervious areas. Pelican Harbor will assume final application within impervious areas that will meet the requirements for proper building or parking area/roadway foundations. The backfill calculations are provided in Table 2 and summarized on

Figure 6C.

As previously mentioned, a demarcation fabric will be used across all proposed pervious greenspace (including tree driplines within the greenspace), right-of-way areas, and tree protection zones. The demarcation fabric will be an

8-ounce, nonwoven, needle-punched, orange warning barrier geotextile, such as the US 205NW-HVO Warning

Barrier produced by U.S. Fabrics. The fabric will be placed with a one-foot overlap between adjacent panels. The specification for the proposed demarcation fabric is provided in the ISR Work Plan. Backfilling and grading operations over the demarcation fabric will be completed by low-ground pressure equipment to prevent damage to the demarcation fabric.

Once the site is at or near proposed grades and compaction requirements have been met, the site will be turned over to Pelican Harbor for further site development and construction, unless otherwise directed by the DEP.

Dust Control

WSP personnel will monitor dust levels in the work area and along the property boundary throughout the ISR activities. Work may be suspended if conditions of high dust generation cannot be controlled. A TSI DustTrak DRX

Aerosol Monitor, or equivalent will be used to measure dust levels at a minimum of two upwind and two downwind locations. The meters will be mounted on the surveyor’s tripods approximately 5 feet above the ground surface.

Dust meters will collect continuous, real-time data, which will be downloaded via USB hourly. The location of the monitors will be determined by site conditions and WSP. The locations can be adjusted throughout the day based on wind direction data. Additionally, WSP personnel will monitor the active work areas on an hourly basis with a portable dust meter. The action level for the project will be set to 0.15 mg/m3 based on the hourly readings over a

5-minute interval. If the action level is exceeded, work operations will cease until adequate dust mitigation measures can be implemented. During dry periods, a water truck may be used to minimize dust generation.

Interim Deliverable for Subtask 2

WSP will submit an interim deliverable via e-mail following the completion of ISR activities. The interim deliverable will include, at a minimum, field documentation, daily reports, backfill tickets, and compaction test results.

HEALTH AND SAFETY

The site activities will create health and safety concerns for both site workers and the general public. Measures will be implemented to address exposure risks and health and safety hazards for both groups. In general, the threats to the health and safety of the general public will be addressed by controlling access to the site, preventing public vehicular and pedestrian access to the work area, and controlling dust. WSP will provide a health and safety specialist on-site during the excavation to monitor the safety procedures and dust levels.

Site work will be completed in accordance with WSP’s safety rules and procedures and applicable local, state, and federal regulations, including the Occupational Safety and Health Administration (OSHA) and the US Department of Transportation regulatory requirements. Engineering controls, personal protective equipment, and personal monitoring will be used to control risk to site worker health and safety. In accordance with OSHA’s 29 CFR 1910.120 regulations, a site-specific Health and Safety Plan will be prepared for the soil excavation work. The HASP will include Chemical Safety Data Sheets; maps and directions to the nearest hospital; project personnel and emergency contact information; general safety procedures; and control measures for the potential physical, chemical, and biological hazards at the site.

During construction or maintenance operations, the maximum sound level during daytime hours at the property lines will be 75 decibels. Hearing protection may be required in the vicinity of the work areas.

Personnel working in potentially impacted areas will have completed 40 hours of Hazardous Site Health and Safety

Training as required by OSHA 29 CFR 1919.120 (f) regulations, and annual eight-hour refresher training within one year prior to working at the site. WSP anticipates the field activities can be completed in Level D personal protective equipment.

Site contractors will be provided a copy of the HASP for information and guidance. The excavation contractor will be responsible for preparing its own project-specific HASP; complying with all applicable safety rules, procedures, and regulations; and providing for the safety of its employees and any other party retained by the contractor. Spill kits and fire extinguishers will be kept on-site throughout the duration of the project.

Site workers will attend daily job safety briefings at the beginning of each field day to discuss upcoming site activities.

Additional job safety briefings will be completed as required by changes in site conditions and/or activities. Qualified personnel will be provided to coordinate traffic control and workplace logistics throughout the completion of the project.

SUBTASK 3 – REPORTING

Daily reports of construction will be submitted to the DEP project manager and engineering staff throughout the ISR phase. Following completion of the ISR activities, an ISR Report documenting project activities will be prepared and submitted to the DEP. The report will summarize operational activities, including the quantity of soil excavated and relocated during the pre-grade process, backfill quantities and truck tickets, locations and results of compaction testing, a final site survey, conclusions, and recommendations. The ISR Report will also include an Engineering

Control Maintenance Plan (ECMP) and a proposed groundwater monitoring plan. The ISR Report will be prepared by or under the direct supervision of a Florida-registered Professional Engineer and will be sealed and certified accordingly.

Pursuant to Chapter 62-780.680 (7), the ECMP will specify the inspection, monitoring, and maintenance requirements for the Engineering Control. The groundwater monitoring plan will address the arsenic impacted groundwater identified by Apex during the May 2021 assessment activities and will include a recommendation for a minimum of one year of groundwater monitoring data, as required by Chapter 62-780.680 (2), FAC to support site closure using Risk Management Option II (No Further Action with Institutional Controls and Engineering Controls).

COST AND SCHEDULE

WSP understands that the remaining DEP remediation budget is approximately $234,637.00. Based on the cost estimate provided in the August 2023 ISR Work Plan and subsequent revisions required based on DERM comments, WSP has estimated the cost to implement the entire ISR Work Plan to be approximately $650,000.00.

As discussed with the DEP and Pelican Harbor, Pelican Harbor will be responsible for the additional costs to complete the scope of work. WSP has established a Master Agreement for Consulting Services with Pelican Harbor to continue the ISR efforts required beyond the DEP remediation budget.

WSP anticipates the ISR activities will take up to four weeks to complete. Work will be conducted on weekdays (and

Saturdays, as needed), generally between the hours of 7:00 am and 6:00 pm. For cost estimating purposes, WSP has assumed that two days of Saturday work will be required.

The level of effort sheets and cost estimate form are included in Attachment A. Subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
