RE: COST PROPOSAL FOR ANNUAL GROUNDWATER MONITORING
HOLIDAY PLAZA FRENCH CLEANERS
9147 TAFT STREET
PEMBROKE PINES, BROWARD COUNTY, FLORIDA
DEP FACILITY ID NUMBER: ERIC_4247
PROPOSED TASK ASSIGNMENT: DC020B
Dear Mr. McGrane:
WSP USA Inc. (WSP), is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual chlorinated volatile organic compound (VOC) groundwater monitoring activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING ACTIVITIES
Following authorization to proceed, WSP will use the Broward County Property Appraiser’s website to verify that the current property owner and relevant offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner, tenant, and offsite property owners
Mr. Patrick McGrane Proposal No. 2024US274489
Florida Department of Environmental Protection June 24, 2024 for access to complete the scope of work. WSP or the DEP will attempt to obtain updated Permission to Enter Property forms from relevant property owners prior to and/or during mobilization to the site, as needed.
As referenced in the previous Annual Groundwater Monitoring Report, due to past interior improvements (carpet installation) made by the tenant, monitoring well MW002 cannot be accessed. WSP will evaluate the current conditions within the building to determine if the well may be accessible. If located, WSP will collect a groundwater sample from the monitoring well.
Monitoring Well Redevelopment During the June 2023 monitoring event, the top-of-casing at monitoring well location MW017 was located approximately 6 inches below ground surface (bgs) and was not observed to be installed inside a manhole or concrete pad. Additionally, the top-of-casing at adjacent monitoring well MW018 was located flush with ground surface and was not observed to be installed inside a manhole, or concrete pad. The total depth of MW017 was measured at 68.5 feet bgs, indicating that approximately 6.5 feet of foreign material is present at the bottom of the water column from 68.5-75.0 feet bgs, which obscured the well screen interval of 70.0-75.0 feet bgs. The total depth of MW018 was measured at 87.5 feet bgs, indicating that approximately 2.5 feet of foreign material is present at the bottom of the water column from 87.5-90.0 feet bgs, which is partially obscuring the well screen interval of 85.0-90.0 feet bgs.
WSP will redevelop monitoring wells MW017 and MW018 using a trash pump until the development water remains visibly clear and free of suspended particulate matter. Following redevelopment, monitoring wells MW017 and MW018 will be completed at the surface with 8-inch diameter bolt-down steel cover inside a flush-mounted 2-foot by 2-foot concrete pad which will be sloped away from the well to prevent surface water infiltration. The well risers will be capped with water-tight expandable locking plugs.
Groundwater Monitoring WSP will collect groundwater samples from three monitoring wells. The attached Figures 3 through 7 from the June 2023 sampling event show the monitoring well locations, groundwater flow direction, and chlorinated VOC results for each zone.
Prior to groundwater sampling, the depth-to-groundwater will be measured at accessible monitoring wells using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.
Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
The groundwater samples to be analyzed for chlorinated VOCs will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory along with the completed chain-of-custody documentation. Florida.
The samples will be analyzed as follows:
Sample ID Chlorinated VOCs (EPA Method 8260B)
Shallow Zone Surficial Aquifer Well
MW002 X
MW004R X
Deep Zone Surficial Aquifer Wells
MW017 X
Investigative Derived Waste
(IDW)
Total VOCs
IDW Transportation and Disposal WSP will containerize the IDW purge water and decontamination water in a 55-gallon drum(s). WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260, as shown in the above table. The drum(s) will be temporarily staged onsite, pending waste characterization. For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates four drums of IDW water will be generated during the field activities.
Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted which will include copies of the field data sheets, equipment calibration forms, field notes, monitoring well redevelopment logs, laboratory analytical report, laboratory chain-of-custody documentation, and IDW disposal manifest.
SUBTASK 3 – REPORTING
WSP will prepare an Annual Groundwater Monitoring Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $16,024.12. WSP anticipates the monitoring event will take place in August or September 2024. The level of effort sheets and cost estimate form are included in Attachment A. The subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
Task Proposed Cost Proposed Schedule/Deliverables
Subtask 1 – Project Management $ 1,385.71 January 31, 2025
Subtask 2 – Annual Groundwater Monitoring Activities
$ 11,160.59 October 25, 2024 (E-mail deliverable with field documentation; laboratory COC, IDW disposal manifest)
Subtask 3 – Reporting $ 3,477.82 January 31, 2025 (Annual Groundwater Monitoring Report)
Total/Completion Date $16,024.12 February 28, 2025
