About this file
This document is a Task Assignment Change Order (TACO #1) issued by the State of Florida Department of Environmental Protection (FDEP) to WSP USA Inc. The change order amends the original Task Assignment (TA BIL02C) executed under Contract Number HW685 for environmental remediation activities at the Port of Fort Pierce, located at 101 Port Avenue, Fort Pierce, St. Lucie County. The work is funded by federal grants from the State & Tribal Response Program Bipartisan Infrastructure Law (BIL) cooperative agreement administered by FDEP on behalf of the U.S. Environmental Protection Agency (EPA). The change order was authorized by Megan Johnson (FDEP Contract Manager) and Justin Spengler (WSP USA Inc. Project Manager) and became effective on May 21, 2025.
The TACO reduces the overall Task Assignment value from $68,123.37 to $59,609.76, representing a total cost decrease of $8,513.61. This reduction results from adjustments across multiple subtasks: Project Management ($405.29 decrease), Soil Sampling and Monitoring Well Installation ($6,392.92 decrease), Groundwater Sampling Activities ($1,775.71 decrease), and IDW Transportation and Disposal ($726.00 decrease), partially offset by increased costs in Supplemental Site Assessment Report preparation ($786.31 increase). The change order also extends the Task Assignment completion date from May 30, 2025, to September 1, 2025 (94 additional days) and the final deliverable due date to August 1, 2025. Deliverables include field documentation and analytical reports for soil and groundwater sampling, non-hazardous waste manifests, and a Supplemental Site Assessment Report with an updated Interim Notice of Completion (INOC) package, with invoicing tied to Department approval of each deliverable phase.

SUBJECT: Negotiation Summary – BIL22 Task Assignment (TA) Change Order #1 – TA BIL02C C1 Port of Fort Pierce – Site ID # ERIC_15269 Supplemental Site Assessment activities
This Task Assignment Change Order (TACO) is for changes in field staff, changes in laboratory costs and subcontractor costs, and additional staff hours needed to update the INOC package. This TACO also authorizes an extension to the overall TA Completion Date, as well as final deliverable due date. This work is being conducted at the Port of Fort Pierce site, located at 101 Port Avenue A, Fort Pierce, St. Lucie County. The services under this task are being conducted using federal funds from the State & Tribal Response Program Bipartisan Infrastructure Law (BIL) funding cooperative agreement that is administered by the Department on behalf of the U.S. Environmental Protection Agency
(EPA).
Subtask 1: Project Management The reduction of overall task labor hours produced a change associated with Project Management. This change resulted in a cost actual decrease of ($405.29).
Subtask 2: Soil Sampling and Monitoring Well Installation Under this subtask, this TACO authorizes changes in field staff, reduction in laboratory costs, and reduction in subcontractor costs. These changes resulted in a cost actual decrease of ($6,392.92).
Subtask 3: Groundwater Sampling Activities Under this subtask, this TACO authorizes changes in field staff, a reduction in the number of arsenic samples and equipment needs. This change resulted in a cost actual decrease of ($1,775.71).
Subtask 4: IDW Transportation and Disposal Under this subtask there was a reduction in costs associated with IDW disposal. This change resulted in a cost actual decrease of ($726.00).
Negotiation Summary – Task Assignment Change Order #1 TA BIL02C C1 Port of Fort Pierce – Site ID # ERIC_15269 May 16, 2025
Subtask 5: Supplemental Site Assessment Report Under this subtask, this TACO authorizes additional staff hours for WSP to update the INOC package. This change resulted in a cost actual increase of $786.31.
Summary The Department’s BIL Contract Manager and WSP USA Inc’s Contract Manager have both agreed to the above changes. All changes noted above represent a total overall cost decrease of ($8,513.61) as shown in the Cost Actual LOE. Due to a rounding error in Excel, the Delta LOE states an overall cost decrease of ($8,513.62), however this was addressed in the Cost Actual LOE. The changes were noted in the TACO Request received from WSP USA Inc. on April 30, 2025. The final cost associated with this TA decreased from $68,123.37 to $59,609.76. Documentation of the changes is included in the attached TACO Request, the Delta LOE spreadsheet and the Cost Actual LOE spreadsheet, and the TACO Form for BIL02C C1 prepared by the Department. The final deliverable for this TA must be received by the Department no later than August 1, 2025.
