The TA is designated DC029C with an effective date of June 14, 2024, and a completion date of January 31, 2025. The project involves preparing an Interim Source Removal (ISR) Work Plan for the Swift Cleaners Inc. site located at 1029 North 3rd Street, Jacksonville Beach, Duval County, Florida (Facility ID: ERIC_4583). Patrick McGrane serves as the Department's Project Manager, while Matt Crews represents WSP USA Inc. as the Contractor's Project Manager.

The scope of work authorizes WSP to develop a comprehensive ISR Work Plan addressing chlorinated volatile organic compounds in impacted vadose zone soils using Soil Vapor Extraction (SVE), a presumptive remedy approved by FDEP in October 2023. The total contract value is $10,635.58, based on 54 total labor hours and payable on a fixed unit rate basis. The work is divided into two subtasks: Subtask 1 covers Project Management (automatically calculated as a percentage of total labor), and Subtask 2 encompasses development of the ISR Work Plan with a deliverable due date of September 20, 2024. The ISR Work Plan must include site location and description, summary of previous activities, site visit recommendations, site preparation activities, well and monitoring point locations, SVE system design criteria and components, control panel and telemetry requirements, effluent treatment design, system construction details, operation and maintenance procedures, cleanup goals and shutdown requirements, health and safety considerations, and estimated cost and schedule for implementation. Payment of the full $10,635.58 is invoiced upon submittal and FDEP approval of the ISR Work Plan.

JACKSONVILLE BEACH, DUVAL COUNTY, FLORIDA

DEP FACILITY ID NUMBER: ERIC_4583

PROPOSED TASK ASSIGNMENT: DC029C

Dear Mr. McGrane, WSP USA Inc. (WSP), is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal to develop an Interim Source Removal (ISR) Work Plan for the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.

SUBTASK 1 PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the

DEP-approved task assignment.

SUBTASK 2 ISR WORK PLAN

Based on the results of recent assessment activities, the DEP approved Soil Vapor Extraction (SVE) as the presumptive remedy for the site in an approval memorandum, dated October 13, 2023. Therefore, WSP will develop an ISR Work Plan to use SVE to address the chlorinated volatile organic compound impacts identified in the vadose zone soils during the October 2021 Modified Active Gas Sampling investigation. The ISR Work Plan will include the following:

Mr. Patrick McGrane Proposal No. 2024US213936

Proposed vacuum extraction well and vacuum monitoring point locations and construction details.

Proposed SVE conveyance piping layout and trenching details, where applicable.

SVE system design criteria, including system operating vacuum, wellhead vacuum and flow rates, ROI, and a piping and instrumentation diagram.

SVE system components, including the manifold, vapor-liquid separator, dilution air valve, vacuum blower, gauges (temperature, pressure, and flow), valves, and sample port locations.

Control panel and telemetry requirements.

Effluent treatment design and water entrainment management.
