About this file

This Task Assignment (TA) is a contract vehicle executed between the State of Florida Department of Environmental Protection (DEP) and WSP USA Inc. for environmental consulting services at The Music Man site in Jacksonville, Duval County, Florida. The contract is identified as TA Number DC028D under Contract Number HW685, with a completion date of February 13, 2026. The work is authorized under an existing indefinite delivery contract between DEP and WSP, enabling the state to issue task assignments for specific projects without requiring new procurement processes.

WSP will conduct annual groundwater sampling and expanded per- and polyfluoroalkyl substances (PFAS) monitoring activities across four subtasks: project management, annual groundwater monitoring, PFAS-related costs and investigative derived waste (IDW) transportation and disposal, and reporting. The total contract value is $18,731.91, structured as a fixed unit rate with invoicing tied to deliverable completion. Subtask costs are allocated as follows: Subtask 1 (Project Management) $1,866.30; Subtask 2 (Annual Groundwater Monitoring) $6,402.95; Subtask 3 (PFAS-Related Costs and IDW T&D) $4,632.85; and Subtask 4 (Reporting) $5,829.81. The scope includes sampling from 12 monitoring wells for chlorinated volatile organic compounds and PFAS analysis, waste characterization, equipment blank sampling, IDW containerization in 55-gallon drums, and preparation of an Annual Groundwater Monitoring Report. Subcontractor quotes for IDW disposal were obtained from Erwin Remediation, Inc., with estimated costs of $195.00 for transportation and $1,495.00 for disposal of PFAS-impacted materials, totaling approximately $1,690.00. Deliverables are due on staggered dates between September 2025 and December 2025, with final project completion by February 13, 2026.

RE: COST PROPOSAL FOR ANNUAL GROUNDWATER MONITORING

THE MUSIC MAN

799 LANE AVENUE

JACKSONVILLE, DUVAL COUNTY, FLORIDA

DEP FACILITY ID NUMBER: ERIC_4619

PROPOSED TASK ASSIGNMENT: DC028D

Dear Mr. McGrane:

WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual groundwater monitoring and expanded per- and polyfluoroalkyl Substances (PFAS) monitoring at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services.

The proposed scope of services is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2 – ANNUAL GROUNDWATER MONITORING

Groundwater Monitoring Following authorization to proceed, WSP will coordinate with the real property owner for access to complete the scope of work. WSP will collect groundwater samples from 12 monitoring wells. The attached Figures 3 through 6 from the April/May 2024 sampling event show the monitoring well locations, groundwater flow direction, and chlorinated volatile organic compound (VOC) results for each zone. The attached Figures 7 and 8 show the 2024 PFAS results for each zone.

Mr. Patrick McGrane Proposal No. 2025US414639

Florida Department of Environmental Protection May 21, 2025

Prior to groundwater sampling, the depth-to-groundwater will be measured at the wells sampled using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.

Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018) and DEP SOPs for Sampling with and Analysis of PFAS, dated August 2020. Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.

The groundwater samples to be analyzed for chlorinated VOCs will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory along with the completed chain-of-custody documentation. The selected groundwater samples to be analyzed for PFAS will be shipped to the DEP Central Laboratory in Tallahassee, Florida. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.

The samples will be analyzed as follows:

Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted for the chlorinated VOC samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.

SUBTASK 3 – PFAS-RELATED COSTS AND IDW TRANSPORTATION AND DISPOSAL

WSP will include costs associated with the expanded PFAS monitoring activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling; packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only; and investigation-derived waste (IDW) transportation and disposal.

Quality Assurance/Quality Control WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table.

IDW Transportation and Disposal WSP will containerize the IDW purge water and decontamination water in a 55-gallon drum(s). WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260 and PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table. The drum(s) will be temporarily staged onsite, pending waste characterization. For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates one drum of IDW purge water will be generated during the field activities.

Interim Deliverable Upon completion of Subtask 3, an e-mail deliverable will be submitted for the PFAS samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and updated data tables and figures.

SUBTASK 4 – REPORTING

WSP will prepare an Annual Groundwater Monitoring Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.

HEALTH AND SAFETY

WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the proposed scope of work is $18, . WSP anticipates the groundwater monitoring event will take place in July 2025. The level of effort sheets and cost estimate form are included in Attachment A. The IDW disposal subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
