RE: COST PROPOSAL FOR GROUNDWATER MONITORING & CONFIRMATION SOIL SAMPLING
PRESTIGE CLEANERS INC
3044 WEST THARPE STREET
TALLAHASSEE, LEON COUNTY, FLORIDA
DEP FACILITY ID NUMBER: ERIC_4873
PROPOSED TASK ASSIGNMENT: DC003C
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual groundwater monitoring and confirmation soil sampling activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – GROUNDWATER SAMPLING AND IDW MANAGEMENT
WSP will collect groundwater samples from the following nine (9) monitoring wells: MW001, MW002, MW003, MW004, MW005, MW006RR, MW-7S, MW-7I, MW-7D. The well locations and previous analytical results are shown on the attached Figures 3 & 5.
Patrick McGrane
Florida Department of Environmental Protection October 6, 2025
Prior to groundwater sampling, depth-to-water measurements will be measured using an electronic water level indicator. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary. Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018) and DEP SOPs for Sampling with and Analysis of Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS), dated August 2020. Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures. The samples will be analyzed as follows:

The groundwater samples to be analyzed for chlorinated volatile organic compounds (VOCs) will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory. The groundwater samples to be analyzed for PFAS will be transported to the DEP Central Laboratory in Tallahassee, Florida. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.
Quality Assurance/Quality Control WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using EPA Method 8321 (or similar), as shown in the above table.
SUBTASK 3 – PFAS RELATED COSTS AND IDW TRANSPORTATION
WSP will include costs associated with the expanded PFAS monitoring activities in this subtask. PFAS samples will be collected simultaneously with the VOC sampling; These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling; packaging and shipping PFAS samples to the DEP Central Laboratory; and investigation-derived waste (IDW) transportation and disposal.
Investigation Derived Waste WSP will containerize the investigation derived waste (IDW) purge water and decontamination water in a 55-gallon drum. WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8021 and PFAS using DEP SOP: LC-001-3 (or similar), as shown in the above table. The drum will be temporarily staged onsite, pending waste characterization. For cost estimating purposes, WSP has assumed that the IDW can be transported and disposed as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates one drum of IDW purge water and decontamination water will be generated during groundwater sampling activities.
Interim Deliverable For subtasks 2 & 3, WSP will submit a combined e-mail deliverable to include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report or laboratory sample login checklist, and laboratory chain-of-custody documentation, waste manifest, and a figure which depicts PFAS concentrations exceedances to the DEP Provisional Groundwater Cleanup Target Level (PGCTL) of 70 nanograms per liter for perfluoro-n-octanoic acid (PFOA), perfluorooctanesulfonic acid (PFOS), or the sum of PFOA and PFOS concentrations.
SUBTASK 4 – CONFIRMATION SOIL SAMPLING
In 2006 there were 31 soil borings (SB001 through SB031) advanced to delineate PCE exceedances (Figure 4-1 from 2006 Site Assessment Report). Later, in 2009, additional soil borings were completed preceding an interim source removal, some of the soil boring sample locations coincided with the locations from the 2006 investigation (Figure 2 from 2010 Interim Source Removal Report). During the source removal, three SVE wells were installed once the excavation depth was reached, one vertical SVE well VEW003, and two horizontal extraction wells HVE001 and HVE002 which extend beneath the slab at a depth of 5’ BGS. The purpose of the soil confirmation sampling event is to evaluate the effectiveness of the remedial activities performed to date. The recommended sampling locations and depths are highlighted on the attached figures and tables, and are also summarized below.
All samples will be analyzed for 8260D VOHs and SPLP for 8260D. IDW will be containerized into a 55-gal DOT drum.
WSP estimates one drum of IDW soil cuttings will be generated during groundwater sampling activities. Each of the borings will be abandoned using backfill and/or grout to surface. If hold times on SPLP samples are nearing expiration, WSP will instruct the laboratory to run analysis so that lab results are not qualified.

Interim Deliverable Upon completion of Subtask 4, an e-mail deliverable will be submitted which will include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report or laboratory sample login checklist, and laboratory chain-of-custody documentation
SUBTASK 5 – REPORTING
WSP will prepare an Annual Groundwater Monitoring & Soil Sampling Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; Soil analytical figure; laboratory analytical data; and conclusions and recommendations.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
