Subject: Negotiation Summary

HW685 DC002C

This Task Assignment authorizes Golder to conduct groundwater monitoring activities in accordance with the October 13, 2022, Scope of Work, Cost Estimate, and Bid Documentation.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Initial Site Restoration Activities This subtask includes labor, vehicle, travel, equipment and subcontractor costs. Golder will subcontract an electrician to disconnect power and remove any conduit and wires between the SVE trailer and the existing electrical meter. Golder requested bids for electrical services and was able to get two responsive subcontractors Anytime Electric and Sun Coast. Anytime Electric was selected for providing the lowest quote. Golder will also relocate the trailer-mounted SVE system to the DEP storage yard in Lakeland, Florida, and will prepare the appropriate equipment chain-of-custody documentation and coordinate with the DEP’s property management contractor for the delivery. Golder will remove the aboveground piping, hoses, and fittings associated with the SVE system manifold and cap the lines at the ground surface for subsequent removal by an environmental remediation contractor. Golder will also remove the fencing surrounding the SVE system (approximately 59 linear feet). These items will be transported offsite for disposal as construction and demolition debris by Marpan Container Services.

Two damaged drums of Vapor-phase carbon will be transferred into two new, 55-gallon drums and those drums along with the other (1) IDW drum will be transported and disposed of at an approved facility. Golder requested bids for IDW drum treatment and disposal from Clark, Erwin, M&D Industrial Services and Whatever Waste. Erwin was selected as the lowest responsive and responsible bidder.

Golder will oversee a Florida-licensed professional land surveyor to survey the property boundary, existing topographic elevations, existing monitoring well locations, top-of-well casing elevations, and pertinent site features (structures, utilities, etc.). The surveyor will also identify the boundaries and surface area of the current asphalt surface.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $34,144.78 with 129 labor hours. A site access agreement is currently being negotiated between the Department and the property owner.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2 – INITIAL SITE RESTORATION ACTIVITIES

Golder understands that the DEP is currently negotiating a site access agreement with the property owner (1413 SOMO LLC). Once the agreement is executed, Golder will mobilize to the site to complete initial site restoration activities as detailed in the following sections.

Ms. Ginger Shirah Proposal No. 202208346

Florida Department of Environmental Protection October 13, 2022

SVE System Decommissioning Golder will relocate the trailer-mounted SVE system to the DEP storage yard (8345 Highway 33, Lakeland, Florida [Fountain RV]). The SVE system (DEP Property #121306) is no longer in operation and is currently staged in the southeast corner of the site. Golder will subcontract an electrician to disconnect power and remove any conduit and wires between the trailer and the existing City of Tallahassee electrical meter. Golder noted during a January 2022 site visit that one of the rear trailer doors (right side) was damaged, making it unable to be properly latched on the bottom. Golder will secure the rear trailer doors prior to departure from the site. Golder will prepare the appropriate equipment chain-of-custody documentation and coordinate with the DEP’s property management contractor for the delivery. In January 2022, Golder observed that a DEP license plate (DEP05963) was located on the rear left door of the SVE trailer and that the tires were inside the trailer. Golder assumes that the existing tires are adequate for transportation. If new tires are required, Golder will request DEP approval to purchase new tires using a work change directive.

The location of the SVE system is shown on Figure 2.

Waste Transportation and Disposal During the August 17, 2022, site visit, Golder transferred the liquids present onsite within the SVE compound into a new 55-gallon steel drum and collected a sample for waste characterization purposes. Golder also collected a sample of the vapor-phase carbon in the SVE system trailer for waste characterization purposes. Based on the sample results, Golder recommends that the vapor-phase carbon (two 55-gallon drums) and the liquids (one 55-gallon drum) be disposed of as non-hazardous waste. Based on existing damage to the two vapor-phase carbon drums, Golder will transfer the waste into two new 55-gallon drums. Golder will subcontract a licensed waste hauler to transport and dispose of the waste at an approved facility. Golder will provide the DEP with copies of the disposal manifests.

Site Survey Golder will oversee a Florida-licensed professional land surveyor to survey the property boundary, existing topographic elevations, existing monitoring well locations, top-of-well casing elevations, and pertinent site features (structures, utilities, etc.). The surveyor will also identify the boundaries and surface area of the current asphalt surface. The existing topographic elevations will be surveyed using an approximate 10-foot by 10-foot grid. Golder will use the existing topographic elevations to design the final (new) asphalt surface (see Section 4.5). The horizontal datum will be NAD 1983 Florida East Zone State Plane Coordinates (latitude/longitude) and the vertical datum will be North American Vertical Datum of 1988 (NAVD 88). Golder will use the survey to prepare a final design for the new asphalt cover. The final asphalt surface design will be approved by DEP and property owner prior to placement of final asphalt cover.

HEALTH AND SAFETY

Golder will update the site-specific Health and Safety Plan for the site visit. The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high visibility safety vests, and steel-toed boots.

Ms. Ginger Shirah Proposal No. 202208346

Florida Department of Environmental Protection October 13, 2022

COST AND SCHEDULE

The estimated cost to complete the initial site restoration activities is $34,144.78. The LOE/CEF cost sheets are included in Attachment A. Subcontractor quotes are included in Attachment B. Golder anticipates that the initial site restoration activities can be completed in five business days. The following table summarizes the proposed costs and deliverable schedule. Golder will discuss any modifications to the proposed schedule with the DEP.

We are not going to provide annual Pricing for the Statewide Contract . After reviewing the scope with my partners and the variability with respect to disposal costing and ever changing fuel costs, we feel we can not bid this work given the current uncertainty in the market. We would be please to bid this work on a casa by case basis.
