About this file
This document is a Task Assignment Change Order (TACO #1) between the State of Florida Department of Environmental Protection (FDEP) and WSP Environment & Infrastructure, Inc. under Contract HW685. The change order modifies Task Assignment BF05A for supplemental site assessment activities at the Former Colt's Station site (ERIC_5564) located in Gilchrist County, Florida. The work is funded through federal grant money via the State & Tribal Response Program (SRP) cooperative agreement administered by DEP on behalf of the EPA, utilizing funds from the Bipartisan Infrastructure Law (BIL).
The task assignment covers groundwater sampling activities including collection of samples from four existing monitoring wells and depth-to-water measurements from seven monitoring wells at the site. The total contract value remains unchanged at $11,550.41, comprising three subtasks: Project Management ($1,080.54), SSA Work Plan/QAPP/HASP and Groundwater Sampling ($6,576.02), and Supplemental Site Assessment Reporting ($3,893.85). TACO #1 extends the completion date from August 29, 2025 to October 10, 2025 (a 42-day extension) and revises interim deliverable due dates from July 1 and August 1, 2025 to August 15 and September 19, 2025, respectively, due to decreased water levels at the site requiring additional time before conducting sampling activities. Invoice requirements are tied to FDEP approval of deliverables for each subtask.

Hey Ron, That sounds fine. We don’t have a deadline with the fiscal year or anything so we’re good. I’ll work on putting the TACO together and send it over once I’m done.
Thanks!

Good morning Justin
It looks like we will need to extend out the POS deliverable date some. I want to wait a little more time before we go back to give that water table a chance to rise some. I would say 6 to 8 weeks if possible. Do we dates that we need to be completed for before the end of the fiscal year?
I imagine we can get out in the next week or two
Thanks Ron

Hey Justin
I apologize but this sampling event has not been conducted yet. About a month or so ago I took on a bunch of sites when Alex left and I have been trying to keep my head above water since (glug, glug). Let me see how soon I can get someone out there and get this sampled and see if we can meet the final deliverable date. Again, sorry for the oversight.
Thanks Ron

May 13, 2025 Proposal No. 2025US413390
Mr. Justin Cross Florida Department of Environmental Protection Brownfields and CERCLA Site Screening Section 2600 Blair Stone Road, MS 4520 Tallahassee, FL 32399-2400
RE: COST PROPOSAL TO CONDUCT ANNUAL GROUNDWATER SAMPLING ACTIVITIES
TRENTON, GILCHRIST COUNTY, FLORIDA
FDEP FACILITY ID NUMBER: ERIC_5564
Dear Mr. Cross
WSP USA Inc. (WSP) is pleased to provide this cost proposal to conduct annual groundwater sampling activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the Florida Department of Environmental Protection (DEP) and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 SUPPLEMENTAL SITE ASSESSMENT ACTIVITIES
Following authorization to proceed, WSP will coordinate with the real property owner and the adjacent property owner for access to complete the scope of work. WSP will obtain the applicable local, county, and state-required permits prior to implementing the proposed scope of work.
Supplemental Site Assessment Work Plan/Quality Assurance Project Plan and Health and Safety Plan This task includes the preparation of a Supplemental Site Assessment Work Plan/Quality Assurance Project Plan (Work Plan). The Work Plan will include the following: site location and project planning elements; project personnel;
Mr. Justin Cross Proposal No. 2025US413390
Florida Department of Environmental Protection May 13, 2025 site background and history; project description; proposed groundwater sampling plan; data quality objectives; and data generation and acquisition methods.
WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in At a minimum, WSP will wear safety glasses, high-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
Groundwater Sampling WSP will collect groundwater samples from four existing monitoring wells (MW-4, MW-5, MW-6, MW-7) and depth-to-water measurements from all seven monitoring wells. The last groundwater sampling event occurred at the site in December 2024. The attached Figure 2 from the previous groundwater monitoring report shows the well locations and recent volatile organic compound (VOC) results. Prior to groundwater sampling, the depth-to-groundwater will be measured at each of the seven well locations using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.
Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in
The IDW purge water from each well will be dumped onto the ground surface nearest to the well it was purged from after the sample has been collected.
Groundwater samples will be collected using low-flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of 4° Celsius, and delivered to Advanced Environmental Laboratories (AEL) in Tallahassee, Florida, a Florida Department of Health and National Environmental Laboratory Accreditation Program certified fixed-base laboratory, along with the completed chain-of-custody documentation. The samples will be analyzed for VOCs (including MTBE) using the United States Environmental Protection Agency (EPA) Method 8260, polynuclear aromatic hydrocarbons using EPA Method 8270, and total recoverable petroleum hydrocarbons using the FL-PRO method. Quality control samples will be collected including one duplicate sample, one equipment blank, and one trip blank.
Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted for the groundwater samples and include copies of the field data sheets, equipment calibration forms, field notes, and laboratory analytical report.
SUBTASK 3 REPORTING
WSP will prepare a Supplemental Site Assessment Report that will include a description of the field activities and sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.
