Arcadis U.S., Inc. will conduct annual groundwater monitoring from select wells at the site. This work will be conducted in accordance with the October 28, 2023, Work Plan submitted by Chad Hanna of Arcadis.

The final task assignment total is $10,919.45. Arcadis may invoice according to the attached schedule.

Specific negotiated subtasks are as follows:

Subtask 1: Project Management This subtask is calculated automatically based on a percentage of total labor hours.

Subtask 2: Groundwater Sampling An updated access agreement was signed with the current owner in April 2023.

This subtask provides costs to sample seventeen monitor wells for drycleaning solvents.

Some of these wells will utilize Passive Diffusion Bags (PBDs) previously installed.

Water levels will be measured to determine the direction of groundwater flow. IDW will be drummed and transported by a licensed waste hauler.

Subtask 3: Annual NAM Reporting Arcadis will submit a written report as the final deliverable including recommendations for additional actions as needed.

Hours and costs are comparable to past task assignments of similar work.

Subject: Annual Natural Attenuation Monitoring Proposal

Majik Touch Cleaners

1420 Seven Springs Blvd.

New Port Richey, Florida

Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to provide the Florida Department of Environmental Protection (FDEP) this

Natural Attenuation Monitoring (NAM) proposal for the Majik Touch Cleaners Site (Majik Touch Cleaners) in New

Port Richey, Pasco County, Florida. This proposal includes background information on the Site, a description of the proposed scope of work (SOW) with an estimated cost and schedule for their completion.

Site Background

In December 2022, Arcadis conducted field activities which included the measurement of groundwater levels and collection of groundwater samples for the analysis of volatile organic compounds (VOCs) and Per- and

Polyfluoroalkyl Substances (PFAS) in accordance with Task Assignment HW013A. The results of the sampling efforts were included in the December 15, 2022 PFAS Results Summary and March 31, 2023 Annual NAM

Report. The annual NAM report recommended continuation of annual groundwater sampling to monitor VOC concentration trends and to confirm plume extent.

Scope of Work

Task 1: Project Management

This task consists of project management activities and health and safety efforts in relation to the completion of

Tasks 2 and 3.

Task 2: Annual NAM Field Event

The proposed groundwater NAM program includes the sampling of 17 wells listed below in Table 1. These wells were selected to monitor groundwater quality trends in various aquifer zones at the site over time and/or to

2/3 confirm the lateral extent of impacts. Groundwater analytical results obtained in December 2022 confirmed that contaminant of concern (COC) concentrations above the FDEP cleanup criteria are limited to on-site monitor wells only.

Depth-to-water measurements will be collected during the sampling event from all accessible site monitor wells.

The selected monitor wells will be sampled per the FDEP standard operating procedures (SOP) (DEP-SOP-

001/01). During the most recent sampling event, passive diffusion bag (PDB) samplers were installed in eight of the wells (MW008, MW009, MW012, MW014, MW015, MW016, MW017, and MW018); therefore, those wells will continue to be monitored utilizing PDB samplers. Groundwater samples will be analyzed for VOCs using United

States Environmental Protection Agency (USEPA) Method 8260 by the National Environmental Laboratory

Accreditation Program (NELAP) certified Eurofins Laboratory. Purge water generated during sampling activities will be placed in a 55-gallon drum and removed for transportation and disposal by a licensed waste hauler

(EnviroServe).

Table 1- Proposed Monitor Wells to be Sampled

Upper Middle Surficial Aquifer (15-30 ft bls): MW008, MW020

Lower Middle Surficial Aquifer (30-35 ft bls):

Task 3: NAM Reporting

A NAM Report will be submitted to the FDEP within 60 days of receipt of the laboratory analytical report. The

Report will contain tables and figures summarizing the results of the monitoring event and include conclusions and recommendations based upon findings.

Schedule and Cost Estimate

Arcadis will schedule the field activities following receipt of a TA from the FDEP. The CEF/LOE is included as

Attachment 1. The total cost to complete this scope of work is $10,919.45 (Attachment 1). Arcadis proposes the following invoicing schedule:

Completion of NAM field activities $6,645.72

Annual NAM submittal and PM $4,273.73
