SUBJECT: Task Assignment DC018A (HW680)

DATE: May 10, 2022

Arcadis U.S. Inc. will perform annual groundwater monitoring from select wells at the site. Groundwater monitoring will ensure that natural attenuation of contaminants continues to occur. All activities will be conducted in accordance with the April 18, 2022, Work Plan submitted by Shannon Jeffries of Arcadis.

The final task assignment total is $14,667.09. Arcadis may invoice according to the attached schedule.

Specific negotiated subtasks are as follows:

Subtask 1: Project Management Project Management is automatically calculated as a percentage of total labor.

Subtask 2: Annual Groundwater Monitoring Arcadis will sample twenty-one wells for drycleaning solvents based on recommendations from the previous monitoring report. No IDW will be generated because Passive Diffusion Bags (PDBs) will be utilized. Note: The plume is large, at multiple lithologic depths, and is migrating toward a public well. Therefore, the high number of wells sampled is justified.

During task negotiations, one duplicate sample was removed per current FDEP guidance. Also, additional hours were added to update site access agreements from multiple properties.

Subtask 3: Reporting An Annual Monitoring Report including recommendations for additional actions will be provided under this subtask. Hours and costs are comparable to past task assignments of similar scope.

April 18, 2022 Proposal for Annual Groundwater Monitoring / Reporting Former Mariner Mall (Formerly Big B Cleaners) Site

ERIC_4657

Dear Ms. Pepe, Arcadis is pleased to submit this proposal to complete Annual Groundwater Monitoring / Reporting at the former Mariner Mall (Formerly Big B Cleaners) in Pensacola Florida (Site) during the 2021-2022 fiscal year. A proposed scope of work, cost estimate, and schedule are included herein.

Scope of Work Based on the conclusions and recommendations presented in the Annual Groundwater Monitoring Report dated June 2021, subsequent discussions with the Florida Department of Environmental Protection (FDEP), and Chapters 62-780 and 62-777, Florida Administrative Code (FAC), the following tasks are proposed to complete annual groundwater monitoring at the Site.

Task 1: Project Management

This task consists of project management related activities in relation to the completion of Tasks 2 and 3.

Task 2: 2021-2022 Annual Groundwater Monitor Event

Depth-to-water (DTW) will be measured in 21 existing monitor wells. DTW measurements will be used to establish groundwater flow direction, horizontal gradients, and vertical gradients. Following completion of DTW measurement, PDBs will be removed from twenty-one existing wells (MW002, MW003, MW010, MW011, MW012, MW013, MW014, MW015, MW016, CW008, MW006, MW007, MW018, MW019, MW020, MW021, CW012, MW023, MW024, MW025, and MW026). Each PDB or monitor well will be sampled for volatile organic halocarbons (VOHs) by EPA Method 8260C for a total of 21 groundwater samples. Additionally, one duplicate groundwater sample will be collected from Monitor Well MW013 for quality control and assurance purposes.

Groundwater samples will be delivered to a National Environmental Laboratory Accreditation Program (NELAP)-

2/3 approved laboratory for analysis. Due to the volume contained in each PDB and that the field water quality parameters are not reflective of true aquifer conditions, field water quality measurements will not be collected.

PDB Replacement PDBs will be replaced in the 21 monitor wells sampled for use during the next annual monitoring event. Field replacement of PDBs during the sampling event will allow the PDBs to achieve equilibrium with aquifer at an earlier date and is cost saving measure for future groundwater monitoring events. The Interstate Technology Regulatory Council (ITRC) PDB Samplers Frequently Asked Questions states that PDBs have been used to annually monitor groundwater sites with no obvious loss of bag integrity depending on groundwater conditions.

Task 3 – 2021-2022 Annual Groundwater Monitor Report

Upon completion of sampling activities and receipt of laboratory analytical reports, Arcadis will generate an Annual Groundwater Monitoring Report. The report will detail sampling activities and present updated tables and figures depicting groundwater flow direction and plume extent/concentrations. The report will present conclusions and recommendations based upon historical and newly acquired data.

Schedule Arcadis will schedule groundwater sampling activities upon receipt of the Task Assignment. Arcadis anticipates completion of annual groundwater monitoring in May 2022 and Annual Groundwater Monitor Report in July 2022.

Cost Estimate Estimated costs to complete field and reporting activities are presented in the enclosed Cost Estimate Form (CEF) and Level of Effort (LOE).

Closing Remarks Arcadis appreciates the opportunity to assist the FDEP in striving to achieve closure of this Site. If you have any questions or wish to discuss this proposal, please contact us.
